Deploying Intelligent Operation Centers (IOCs) in cities and towns in the province in 2022

​PORTAL - That is the guiding opinion of Mr. Nguyen Van Loi - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Delegation of National Assembly Deputies at the meeting to listen to reports on public administrative reform (PAR) and digital transformation tasks in 2022; program orientation for the implementation of the Binh Duong Smart City Project in the 2021-2026 period, on the afternoon of March 16 at the Provincial Exhibition and Convention Center.

Attending were Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mr. Peter Porthenie and Mr. Joost Helms who are members of Binh Duong Smart City Executive Board together with leaders of departments and branches.

At the meeting, proposing the program orientation for implementing the Binh Duong Smart City Project for the 2021-2026 period, Mr. Peter Porthenie said that for Binh Duong's economy to develop sustainably, it must be accompanied by key tasks, namely enhancing the roles and responsibilities of the Three Houses (State, Enterprise and School); economic development going hand in hand with society and green growth. He also launched pioneering projects such as the development strategy of science and technology industrial parks; establishment of Intelligent Operation Centers (IOCs), etc.

Reporting on the task of digital transformation in 2022, the Department of Information and Communications said that it has proposed to deploy 100 online public services with the highest number of records in the period from January 01, 2016 until now, including 25 essential public services, and expected to be completed in June 2022. In particular, there will be a pilot implementation of the Intelligent Operation Center - IOC on the 1st floor, Tower A, the Provincial Administration Center Building, with 08 main modules including 17 functional groups and basic fields such as: Supervising socio-economic fields; supervising public administration; supervising environmental resource, supervising industrial park activities; supervising security, information safety and supervising planning information, etc., which is expected to be announced on April 30, 2022.

Along with that, in 2022, it will focus on deploying the surveillance camera system to serve traffic management, security and order and handle administrative violations in the province; the project of developing the application of population data, identification and electronic authentication for national digital transformation in the 2022-2025 period, with a vision to 2030; National digital platforms for digital transformation, development of digital government, digital economy and digital society; Binh Duong Security Operation Center (SOC); Shared data warehouse, SSO + OTP, Supper App for officials, civil servants, citizens, etc.

Overview of the meeting

In order to effectively implement the Public Administration Reform (PAR) Plan for the 2021-2025 period and 2022, a representative of the Department of Home Affairs proposed to organize a 3-level online conference (province, district, and commune) to thoroughly understand and implement the Directive of the Provincial Party Committee and the Plan of the Provincial People's Committee on PAR. At the same time, upgrading and completing the information system for handling administrative procedures (AP) at the provincial level; connecting and sharing population data with the national population database for authentication, identification and settlement of AP; implementing the task of building and developing E-government, digital government, applying information technology in activities of state agencies.

Concluding the meeting, Secretary of the Provincial Party Committee Nguyen Van Loi requested the branches to drastically promote, ensure sufficient resources as well as set out specific roadmaps, plans and options to enhance digital transformation. By 2022, the digital transformation in handling AP must reach 30% and by 2024, digital transformation will be completed throughout the province. At the same time, it is recommended to quickly bring the IOC to the grassroots; In 2022, 03 cities and 02 towns of the province must complete the establishment of the IOC and complete it in the remaining localities by 2023.

Regarding AP reform, the Secretary emphasized, Digital government is the leader, so the implementation of Digital Government must be prioritized.  In addition, the implementation of digital enterprises and digital citizens must have interaction and convenience for people and enterprises; establishing volunteer teams to guide the implementation of electronic AP. The core of PAR and digital transformation towards the construction of Binh Duong Smart City is to increase the benefits enjoyed by the people and accelerate the development of the province in the coming time.​
