Technology research and development
According to the orientation of Smart City Scheme, the coordination of Triple Helix to promote scientific research is considered as a premise for the sustainable development of the economy - society in the new era. Manufacturing/ technology/ practical las (FabLab/ TechLab/ Living Labs) are the most advanced and effective methods in the world to cultivate innovation, a bridge between businesses and schools. These are open spaces equipped with basic and modern machinery and equipment; is the environment for students, people, businesses, organizations to learn and experience technologies, encourage research and application of science, develop new products and services for the community.
2018 marked the establishment and operation of Fablab, Techlab, Living Lab systems in Binh Duong, typical as Becamex FabLab, Philips EIU lighting lab at Eastern International University (EIU), Biotechnology FabLab and Information technology communication FabLab at Thu Dau Mot University, Electromechanical lab of Vietnam - Singapore Vocational College etc. The province also approved the establishment of Binh Duong general FabLab, which is expected to be completed in the period of 2019-2020. Some locations are planned into practical pilot areas (Living Labs). Typically, we have to mention the Lighting Lab of Philips Lighting Group cooperates with EIU to test smart lighting throughout the campus.
Dr. Nguyen Van Phuc - President of EIU said, Lighting Lab is used in teaching subjects related to lighting techniques, helping students access, grasp and practice modern lighting technologies; it is also a place where lecturers and students of Engineering Faculty study and implement intensive projects and plans related to lighting to apply modern lighting solutions to the reality of Binh Duong Smart City according to Living Lab model such as: Intelligent lighting system, automatically light, control the brightness of light to save electricity etc.
In addition, Lighting Lab is also a destination for businesses wishing to study lighting science and technology; advanced training for engineers of businesses, universities and agencies that need the best knowledge and skills in lighting techniques etc., effectively apply in flexible light usage, reducing industrial production costs, meeting modern market and social requirements.

In addition, businesses also promote the establishment of research and development team, encouraging employees to innovate and contribute to the development of the company. Some research centers have been established by typical businesses such as Becamex IDC Corporation, established Research and Development Institute; Viet Nam Technology and Communication Joint Stock Company (VNTT) and Wustech Vietnam Co., Ltd, established a general research and development lab.
Many scientific research projects of units in the province are being boldly experimented and coordinated smoothly between government, enterprises and institutes such as: electric motorbike pilot, set of criteria of the worth-living city for Binh Duong, wastewater monitoring camera, research and manufacture of environmental monitoring, pilot bicycle charging station in public areas, application research projects about robot technology - artificial intelligence etc.
Smart technology applications
Transport, infrastructure, especially information technology infrastructure is the basic foundation for developing Smart City, improving the quality of life for people, creating motivation for production, business, research and development.
Binh Duong Smart City Scheme clearly defines, synchronous and modern information and communication technology (ICT) is an important factor. Particularly, the construction of broadband Internet infrastructure, Big Data Centers (Big Data), high security as well as cloud systems are prerequisites for the deployment of ICT solutions. Therefore, the cooperation between Becamex IDC and NTT EAST Group (Japan) jointly implemented the Binh Duong Smart City Scheme in the field of information technology is a good signal in the implementation of Binh Duong Smart City Scheme.
According to the Memorandum of Understanding (MoU) to implement Binh Duong Smart City Scheme, Becamex IDC and NTT EAST (Japan) cooperate to provide high quality services and telecommunications, information technology to customers in industrial and urban areas in Binh Duong. Including the training of human resources, technology transfer management and operation of telecommunications and information technology systems for Vietnam Technology and Communication Joint Stock Company (VNTT); studying feasible projects in the construction of 2nd data center in Binh Duong, serving industry - service development in the next period. With that attitude, VNTT and NTT Vietnam belong to NTT Group EAST signed a business cooperation agreement to build broadband Internet and ICT solutions for Smart City. NTT Vietnam also signed with EIU to cooperate in research, technology transfer, human resources training in the field of telecommunications - information technology etc.
Mr. Tran Thanh Liem - Deputy Secretary of Provincial Party Committee, Chairman of Provincial People's Committee said that, Becamex IDC Corporation and NTT EAST Group signed a MoU to implement Binh Duong Smart City Scheme with contents suitable to the viewpoint, objectives, orientation of the project, bringing basic advantages to the province in implementing the project as well as joining the WTA. At the same time, this is the legal basis for Becamex IDC Corporation and NTT EAST Group to coordinate with the Steering Committee and the Executive Board of Smart City Scheme to build a synchronous, inter-connected and multi-dimensional connection framework of architecture and information technology - communication infrastructure with services, infrastructure of information network, ensuring solutions for information technology, serving the process of shaping and developing Binh Duong smart urban.
VNTT signs MoU with NTT EAST
Relating to the transport sector, the province has collaborated with partners to implement the modern Becamex Tokyu bus system using clean fuels; research to improve the quality of public passenger transport by buses in the period 2018-2020; automatic toll road on Highway 13; pilot automatic weighing station and intelligent traffic camera system at some main roads in the province; electric system at intersections with traffic lights etc. Many energy efficient, smart LED lighting and energy saving projects have been implemented by the authorities and businesses in the province. Typically, installing LED lighting systems in Di An, put into operation of more than 6,000 smart LED bulbs in New city, My Phuoc - Tan Van route and industrial parks.
The solar power project in the province is also starting with active participation of government, businesses and international partners, in the future, it will provide stable and sustainable energy to save costs and ensure energy in production for businesses and people.
