At the meeting, the two sides discussed the progress of signing a Memorandum of Understanding to implement the Public Transport Infrastructure Improvement Project in Binh Duong province, provided by JICA with ODA loans. Ms. Takebayashi Yoko - Deputy Chief Representative of JICA in Viet Nam hoped that Binh Duong province would speed up the roadmap for signing a Memorandum of Understanding on cooperation with JICA to create a basis for implementing the next steps of the Project.

Vice Chairman of the PPC Nguyen Van Danh thanked JICA for the support of the province's projects over the past time. At the same time, he emphasized that Binh Duong determined that the Public Transport Infrastructure Improvement Project in Binh Duong province played a key role, contributing to regional connectivity and promoting the province's socio-economic development. He requested the Provincial Traffic Works Construction Investment Project Management Board to urgently coordinate with relevant departments and branches to complete the documents to sign the Memorandum of Understanding with JICA, ensuring compliance with loan regulations within the framework of Vietnamese law.
The Vice Chairman of the PPC also kindly requested JICA to send experts along with provincial departments and branches to establish a Working Group to remove obstacles and speed up the implementation of the Project in the near future. Provincial leaders hoped that JICA would continue to support and cooperate with the province to implement infrastructure construction projects. Binh Duong has committed to creating all conditions for projects to be implemented smoothly and effectively.

In July 2023, the Ministry of Finance and JICA signed loan agreements for a number of projects, including the Public Transport Infrastructure Improvement Project in Binh Duong province worth 6.3 billion Yen (about 1.100 billion VND). This project will develop a rapid bus system connecting traffic in Binh Duong - Ho Chi Minh City - Dong Nai, creating a premise for developing a directional traffic system along the Metro route.
