Overview of the conference
The draft plan aims to orient Binh Duong development in accordance with the national master plan, the Southeast region plan, the national socio-economic development strategies and plans, ensuring consistency, consistent with the strategy of sustainable development, green growth, and adaptation to climate change.
The goal by 2030, Binh Duong basically becomes a smart city and basically meets the criteria of becoming a grade I city, directly under the Central Government, one of the modern, livable, civilized, and affectionate cities. In which, specific targets are set such as: The average growth rate of GRDP in the 2021 - 2030 period reaches from 9% - 10%; economic structure of industry - construction, service, agriculture - forestry - fishery, product taxes less subsidies on production respectively 62% - 30% - 2% - 6%; GRDP per capita at current prices is about 393 million - 419 million VND, equivalent to 15,000 - 16,000 USD; the share of the digital economy in GRDP is about 30 - 35%; the province's urbanization rate reaches 90%; 100% of communes meet the new advance rural standards; the rate of trained workers with diplomas and certificates is about 40 - 45%; unemployment rate <3%; reaching 32 hospital beds and 11 doctors per ten thousand people; Health insurance coverage rate reaches over 95%; the average residential area of the whole province is 33.5m²/person (in which the urban area is 34m2/person, the rural area is 29.64m2/person); the rate of using clean water and hygienic water of urban population reaches 100%, rural population 95%; 100% of urban daily-life solid waste is collected and treated according to regulations; 100% of hazardous wastes are collected, transported and treated according to regulations; the average green tree area per urban dweller in urban areas (Thu Dau Mot, Thuan An, Di An, Ben Cat, Tan Uyen) reaches 8m2 - 10m2/person; the remaining urban areas reach ≥ 10m2/person; by 2025, mobilizing and relocating 30% - 40% of enterprises subject to relocation under the project of relocating manufacturing enterprises in the south to the northern localities of the province to focus on arranging the planning of converting functions to developing services and commerce, creating a sustainable balanced development.
The draft Plan sets out 9 groups of tasks and solutions: Rapid and sustainable development, creating breakthroughs and spillovers in regional and inter-regional economic development; focusing on perfecting institutions and policies and promoting the development of regional linkages; developing high-tech industry and completing infrastructure and urban areas; developing high-quality services, speeding up economic restructuring; restructuring and enhancing the value of the agricultural sector; developing science - technology, innovation associated with training high quality human resources; developing culture - society, improving people's material and spiritual life; firmly ensuring national defense and security, improving the efficiency of foreign affairs; focusing on building and correcting the Party and political system.

Speaking at the conclusion of the conference, Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of Binh Duong PPC acknowledged and highly appreciated the comments for the draft. He requested the Department of Planning and Investment to receive and select the comments, synthesize and complete the report to submit to the PPC for consideration and approval. He emphasized that the development of groups of tasks and solutions should be specific, associated with the general planning and orientation of the province and the national plan in order to create a breakthrough in investment attraction and socio-economic development of the province.
