Dispatch 220/CD-TTg issued by the Prime Minister on April 05, 3023 on removing difficulties and obstacles in FPF to ensure full compliance with the provisions of the law on FPF, and at the same time effectively serve investment, production and business activities of people and enterprises. The Dispatch has come up with common solutions in implementing and removing obstacles, through which, localities have appropriate implementations with reality.
As for Binh Duong, in 2022 and the first quarter of 2023, there were 20 fires in the province, causing 32 deaths and 22 injuries; property damage was estimated at 51.9 billion VND. The main cause of the fire was the failure of the electrical system and electrical equipment. Compared to the same period in 2021, the number of fires decreased by 4 cases and compared with the first quarter of 2022, decreased by 3 cases.
Through the general review and inspection of FPF safety throughout the province, up to now, there are a total of 51,689 establishments under the FPF management in the area.

At the meeting, local leaders reported on the actual situation, along with difficulties and problems in FPF management. The main problems are: Business establishments are facing difficulties in funding to overcome according to FPF safety requirements; constructions converted to use purposes after construction do not ensure FPF safety; due to decentralization of management, currently the FPF force at commune and ward level is limited in number and expertise; funding for establishment of grassroots FPF teams is still limited; the overlap of the FPF criteria, the establishment owner's inability to grasp the criteria in time, and the limited capacity of the consulting unit, leading to inappropriate FPF designs; establishments do not has funds for maintenance, organization of FPF activities; etc.

Many recommendations are also proposed such as: There should be policies to support enterprises in FPF; there must be separate criteria for each type of warehouse and workshop; strengthening the local FPF force, especially at the ward and commune level; there should establish a professional FPF force; having policies to support the FPF forces at ward and commune level; building socialization policy for FPF. At the same time, there should be an agreement between the FPF agency and the construction management agency at each level; having a decentralization of authority to approve FPF design to reduce waiting time; there should be a regulation on coordination in FPF management for industries prone to fire and explosion; etc.

Concluding the conference, the PPC Chairman Vo Van Minh said that the PPC will issue a Directive to guide the implementation of removing difficulties and obstacles in FPF. He suggested that departments, branches and localities continue to strictly implement fire and explosion prevention and control. In addition, it is necessary to apply practical and flexible solutions, come up with plans suitable to the actual situation in order to remove difficulties so as to both ensure the responsibilities of each branch, each level, each agency, unit and locality in FPF, and help establishments and enterprises to smoothly implement regulations on FPF safety during production and business. The localities review, summarize and report difficulties and problems beyond their competence as a basis for the province to propose to higher levels. Continuing to maintain solutions to prevent, replicate and promote the effectiveness of good models in FPF; monitor and evaluate the FPF results in residential areas, households, houses in combination with production and business in the province.In particular, it is necessary to promote the propaganda and dissemination of FPF knowledge more and more widely to all classes of people.
