METI Kansai (Japan) shares experience, transfers environmental protection technology with Binh Duong province

​PORTAL - On the afternoon of September 05, at the Provincial Convention and Exhibition Center, a Seminar on the Project of technology transfer and human resource training in the Environment branch took place in Binh Duong.​​​

​Attending were Mr. Mai Hung Dung - Member of Provincial Standing Party Committee, Permanent Vice Chairman of Provincial People's Committee (PPC); Ms. Murakami Keiko - Director of International Trade of Kansai Bureau of Economy, Trade and Industry, Japan (METI Kansai) and leaders of a number of departments, committees and branches.

Located in the Southern key economic region, where rapid industrialization and urbanization, Binh Duong province is under a lot of pressure on the environment. The province has implemented many tasks and solutions to improve efficiency in environmental management and protection such as: Propagating and disseminating knowledge and regulations on environmental protection; investing in works and projects on environmental protection and climate change response; applying information technology in the management and monitoring of waste sources, etc. contributing to environmental protection step by step controlled. However, the reality shows that there are still many problems that need the cooperation and sharing of scientists, especially experts and scientists from Japan, a country with modern science and management experience to support and help Binh Duong gradually perfect and improve efficiency in environmental protection.

At the Seminar, the delegation of METI Kansai exchanged and shared Japan's experience and management and control solutions with departments, committees and branches in the province on technology in urban wastewater treatment, industrial wastewater treatment (especially industries with high pollution levels such as plating, weaving, dyeing, raising cattle, etc.); controlling industrial emission sources, especially treatment facilities with hazardous industrial waste incinerators; technology for recycling industrial wastes, incinerating waste for energy recovery; segregation of domestic solid waste at source, etc. Thereby proposing solutions to help Binh Duong improve the effectiveness and efficiency of environmental protection.


Representative of METI Kansai discusses at the Seminar

According to the Department of Natural Resources and Environment, the province currently has 29 industrial parks (IPs) and 12 industrial clusters (ICs) that have been put into operation. In which, the total volume of wastewater from IPs is 286,603 m3/day, and from ICs is 14,449 m3/day. 100% of IPs and ICs have invested in building a centralized wastewater treatment system with modern technology. Production, business and service establishments located outside IPs and ICs that generate wastewater from 50 m3/day or more with a total volume of about 29,803 m3/day all have wastewater treatment systems meeting environmental standards.

The total volume of industrial solid waste in the province is about 4,300 tons/day. Hazardous industrial waste is collected by licensed hazardous waste management units located in the province and some neighboring provinces and cities. For non-hazardous industrial waste, most of it is collected and transported by scrap business establishments to units with the function of treatment and recycling. Currently, the total volume of daily-life solid waste generated in the province is about 2,200 tons/day, all of which is collected and transported to the South Binh Duong Waste Treatment Complex for treatment and recycling with a collection and treatment rate of 99.4%.

However, the speed of socio-economic development in the province is taking place rapidly, increasing the amount of waste, creating great pressure on environmental protection. The workload is increasing, but the human resources and technical infrastructure present are still limited, especially the application of information technology, etc. Although IPs and ICs all have wastewater treatment systems that meet prescribed standards, at times, indicators such as Nitrogen and Phosphorus have not been treated up to the permitted standards.

 

Overview of the Seminar

Speaking at the Seminar, Permanent Vice Chairman of the PPC Mai Hung Dung hoped that through the project's activities such as exchanging and introducing environmental management knowledge of Japanese management agencies; surveying the current status and visiting the environmental protection work at some enterprises in Binh Duong province and Japan, scientists and experts from Japan will have solutions to support Binh Duong to overcome and improve efficiency in environmental protection in the province.

The delegation of METI Kansai will have a business trip and field visit in Binh Duong province from September 05-09, 2022. It is expected that in November 2022, the delegation of Binh Duong province will have a field visit in Japan.
