According to the report of the Provincial Construction Investment Project Management Unit (PMU) and the People's Committee of Bac Tan Uyen District, the project of upgrading and expanding DT746 road, the section from Tan Thanh junction to Hoi Nghia junction, has a total investment of more than 1,400 billion VND with a length of 11.3 km and a scale of 6 lanes. The total number of affected households in Bac Tan Uyen district is 672 households; and Tan Uyen town is 452 households. The government has announced the land acquisition of 976 households.
In order to speed up the project implementation, the Provincial Construction Investment PMU proposed the People's Committee of Bac Tan Uyen district, Tan Uyen town to direct relevant units to speed up the preparation of land recovery documents, soon complete the deed of compensation land price, submit it for appraisal and approval, and at the same time issue a decision on land recovery, compensation plan to pay compensation for handing over the construction site.

Through the report of the project investor, Secretary of the Provincial Party Committee Nguyen Van Loi requested that localities with roads through actively propagate and mobilize people to hand over the site to implement the project; and noted that the rights and policies for resettled people must be ensured; mobilizing people is the main and only when necessary will they enforce regulations on households who do not hand over their premises.

In September 2022, the compensation procedures must be completed, in October 2022, the compensation fund will be disbursed and in November 2022, the project will be started. From now until the start of the project, branches and levels should focus on disbursement, speeding up work, difficulties and problems that need to be consulted by leaders to resolve or exceed the competence of the province, should report to the Provincial Party Committee's Standing Committee and PPC for the opinion of the Central Government.
Prioritize capital sources for implementation of Ring Road 4 project
According to the planning, Ring Road 4 - Ho Chi Minh City has a total length of 199km with a total estimated investment of about 100,000 billion VND. The road is wide from 06 to 08 lanes passing through 5 provinces and cities including: Ba Ria - Vung Tau, Dong Nai, Binh Duong, Ho Chi Minh City and Long An. In particular, the section through Binh Duong province is 48.3km long, has 08 lanes of expressway, parallel roads on both sides of the invested sections and routes are 22.64km long, including the section of Thu Bien - Dat Cuoc Bridge, the section through VSIP IIA, the section through My Phuoc 3 Industrial Park - Thoi An Bridge, the section from Thoi An Bridge - DT748; uninvested sections with a length of 2.8km include section from Dat Cuoc to DT742 road, section from VSIP IIA - My Phuoc 3 Industrial Park, section from DT748-Saigon river.

The section through Bac Tan Uyen district is 16.5km long and passes through 04 communes (Thuong Tan, Tan My, Tan Lap and Binh My) including: Thu Bien - Dat Cuoc section with a length of 12.96km has invested about 95% of the volume, expected to complete the construction on December 31, 2022; section through VSIP III with a length of 2.8km and the section through Binh My commune with a length of 0.7km has not yet been built.
Currently, Becamex IDC Corp is preparing an investment project to build Ring Road 4 - Ho Chi Minh City with a cross-sectional scale of 74.5m (including the invested sections in My Phuoc 3 Industrial Park and VSIP IIA). After completing the project, the Department of Planning and Investment will preside over the overall study to advise the PPC to report to the Provincial Standing Party Committee for comments.

After listening to the reports, Secretary of the Provincial Party Committee Nguyen Van Loi emphasized that the most important task of the project is site clearance. Therefore, the Department of Planning and Investment advises allocating adequate capital for site clearance, facilitating speeding up the construction progress of traffic projects, contributing to the connection of socio-economic development of the locality. For completed sections and routes, the Secretary of the Provincial Party Committee required the calculation of route connection, and at the same time, the new sections must be carried out in accordance with the approved design. The planning of urban areas along the Ring Road 4 must be in harmony with the province's general planning; at the same time maximize the advantages of the road brought. In order for the project to be approved soon, the Secretary of Provincial Party Committee asked the units to speed up the preparation of pre-feasibility projects to report to the Prime Minister for the project implementation mechanism.
Remove difficulties and obstacles to complete War Zone D Project
According to the report of the Provincial Construction Investment PMU, the War Zone D Project is a grade I, group B work, with an area of 39.80 hectares and a total investment of about 391 billion VND, the project implementation time is from 2013-2022, the construction site is Dat Cuoc commune, Bac Tan Uyen district.

The bidding packages under construction include: Construction of the pedestal, core of the monument and additional construction items, reaching 38% of the volume; construction of the central monumental art part, the completed volume reached 26%.

A completed item under War Zone D Project
Faced with the above difficulties and problems, Secretary of the Provincial Party Committee Nguyen Van Loi proposed to put the completed items into use, focusing on completing the remaining items so that they can be put into use soon, regardless of the monument item. The Provincial Construction Investment PMU reviews the difficulties and problems and reports to the Provincial Party Committee's Standing Committee and the PPC for comments.
