During the opening session, the National Assembly observed a minute of silence in memory of compatriots, officers and soldiers who died due to the recent Covid-19 pandemic.
Speaking to open the Meeting, National Assembly Chairman Vuong Dinh Hue emphasized that the 2nd Meeting of the 15th National Assembly took place after the successful 4th Conference of the 13th Party Central Committee. Party executive committees, authorities, Vietnam Fatherland Front, socio-political organizations, compatriots and soldiers across the country are making great efforts to carry out political tasks to concretize the Resolution of the 13th National Party Congress, Resolutions of the 1st Meeting - the 15th National Assembly in the context of the country facing new and more acute difficulties and challenges.
Facing challenges and piled up difficulties due to the impact of the Covid-19 pandemic, the National Assembly Chairman said, promoting the tradition of great national unity, consensus and active participation of the entire political system, especially the political system at the grassroots level; under the close leadership of the Central Executive Committee, the Politburo, the Secretariat; the companionship, initiative and flexibility of the National Assembly; the drastic management of the Government; the efforts of all levels, branches, localities, the entire army, the entire people, the enterprise community; the support and trust of the people and the support of our compatriots abroad and international friends, the pandemic has been gradually controlled throughout the country. A number of socio-economic targets, although not achieved compared with the set plan, but the macro-economy remained stable; agriculture has grown quite well and is still the mainstay of the economy and social stability; commodity exports increased sharply over the same period, inflation was controlled, budget revenue and major balances of the basic economy were ensured; social security and welfare were focused; national defense, security, social order and safety maintained.
The National Assembly Chairman affirmed: The National Assembly always recognizes, is grateful and honors the compatriots, officials, soldiers, and frontline forces against the pandemic, especially in the Health branch, the armed forces and grassroots officials defied danger, were willing to sacrifice their own health and lives, devoted themselves, and attacked even areas that were very dangerous pandemic centers for the highest goal to protect the lives, health, peaceful life of the people and the sustainable and long-lasting development of the country as well as shares the heavy losses of people and property, difficulties that our people have suffered.
At this Meeting, the National Assembly will consider and approve 02 law projects and 05 draft resolutions; consider and give opinions on 05 law projects. Besides, the National Assembly will also spend a lot of time to consider socio-economic issues, state budget, supervision and other important issues; consider a series of reports from the Government, the Chief Justice of the Supreme People's Court, the Chief Procurator of the Supreme People's Procuracy, etc.
Deputies will meet online from October 20-30
The National Assembly is expected to consider and decide on the National land use planning for the 2021-2030 period, vision to 2050 and 5-year land use plan for the 2021-2025 period; Economic restructuring plan for the 2021-2025 period; consider reports on the implementation of social insurance policies and regimes, management and use of the Social Insurance Fund in 2020 and the implementation of Resolution no. 68/2013/QH13 on accelerating the implementation of policies and laws on Health insurance, moving towards universal health coverage in the two years 2019-2020.
At the opening session, the National Assembly listened to Prime Minister Pham Minh Chinh report on the results of implementing the socio-economic development plan in 2021, the expected socio-economic development plan in 2022; Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien reported on summarizing the opinions and recommendations of voters and the people sent to the 2nd Meeting - the 15th National Assembly.
Due to the Covid-19 situation, the 2nd Meeting is organized in the combination form of online and centralized meetings, divided into two phases: Phase 1, online meeting from October 20-30 via videoconference from the National Assembly House with National Assembly deputies working at Central agencies, including the Hanoi Delegation of National Assembly Deputies to 62 Delegations of National Assembly Deputies of provinces and centrally run cities. Phase 2 will meet at the National Assembly House from November 8-13.
