People can access medical services right from the grassroots
Reporting at the conference, Mr. Nguyen Hong Chuong - Director of the Department of Health said that by October 17, 2021, the whole province had established 184 Mobile medical stations, including 26 mobile medical stations in industrial parks and clusters. In the coming time, the province will continue to perfect the medical stations according to population density and industrial parks and clusters; mobilize more doctors, medical staff, nurses, volunteer health workers, contract with Medical centers of districts, towns and cities to enhance service for mobile medical stations.
Mr. Chuong said: "The establishment of mobile medical stations right in communes, wards and commune-level towns is a breakthrough and highly effective solution, helping people to access healthcare at the grassroots, contributing to reducing the burden severe for Covid-19 treatment facilities in the province. Since the 4th pandemic wave until now, Binh Duong province has 16,479 F0 performing home treatment".
Accordingly, mobile medical stations effectively deploying solutions to support infected and suspected infected people through remote consultation (hotline phone, information answering software, etc.) have helped those in need of support to access health care information, treatment support, referrals, early and timely access to medical services, especially during the period of implementing social distancing and strengthening social distancing, contributing to the reduction of deaths due to severe complications.

Currently, there are 91 Rapid response teams of districts, wards, communes and commune-level towns (including doctors, nurses of Medical centers of cities, towns, districts, volunteers, etc.), at the same time, providing the phone number of Call center 1022; the military medical team, rapid response team, so that people with Covid-19 who are quarantined at home can easily contact them when they need help in emergency situations. The Department of Transport has equipped more than 40 ambulances and specialized forces to support the earliest access to patients in need of emergency in the local area. The Department of Health has guided the implementation and direction of Medical centers, Health stations, Mobile medical stations to take samples for testing at home and in the community; consult and manage health in the Covid-19 prevention and control; provide food packages to ensure social security for infected people and family members to stay at home, not go out, avoid contact, contributing to reducing the risk of spreading.
Medical centers that have contracted with 246 recovered F0 to participate in F0 treatment at quarantine, treatment areas and at home. From the budget and mobilization sources, the province has equipped more than 45,000 medicine bags and granted 30,516 bags for people to use. According to Mr. Nguyen Thanh Tam - Chairman of Thuan An City, at the time when Thuan An City became the locality with the highest number of infections in the province, the Mobile medical station was active and effective, contributing to reducing the death rate. Currently, Thuan An has established 25 Mobile medical stations; arranged stations associated with pandemic developments, health care and treatment of F0 at home. In the coming time, the city will set up F0 care teams in the community in densely populated areas, considering this as an extended "arm" of the Mobile medical station. At the same time, it is recommended that enterprises with a large number of workers establish health stations. The city asks the province to support the reduction of PCR testing for enterprises.
For Thu Dau Mot city, the model of F0 treatment at home and boarding houses has brought positive results; currently, the city has deployed the model for 13 wards. The city has established 42 Mobile medical stations (3 stations/wards) and cured 841 people, currently treating 1,331 F0 in 25 boarding houses, has distributed home treatment medicine for 2,172 F0. The city has implemented a series of effective ways, when conducting rapid antigen tests, Mobile health stations screening and classifying patients. For those who have no symptoms or have no underlying medical conditions, implementing treatment at home. For F0 in the boarding houses, assigning the People's Committees of the wards to work with the boarding house owners to rearrange and organize a separate area with at least 10-20% of rooms to serve as a quarantine place for F0. Wards have established the Zalo group "Organizing the care of Covid patients in the community" to guide, advise, regularly monitor their health and support to take care of Covid-19 infected cases quarantined at home under the guidance of the Ministry of Health; established security team 24/24, food logistics team; provided the number of ward leaders and the medical station;F0 treated at home will be examined by medical staff twice a day.
According to Chairman of the People's Committee of Tan Uyen Town, Doan Hong Tuoi - Tan Uyen is the first locality in the country to deploy the mobile medical station model in industrial parks and clusters and has covered the industrial parks and clusters. Up to now, the town has established 16 mobile medical stations in industrial clusters, 26 medical stations in the community; the model has contributed to reducing the load on the higher-level healthcare; ensuring the people's health to meet the needs of pandemic prevention and control. In the next phase, the town continues to focus on human resources to expand the model.
In order for mobile medical stations to complete and better perform their functions of taking care of people's health, supporting pandemic prevention and control, Mr. Pham Van Chanh - Chairman of the Provincial People's Council said that communes with over 100,000 people need 5-6 medical stations; fully arrange medical personnel; perform well in receiving information, applying information technology; must quickly locate and timely handle when people call. In addition to handling F0, the medical station also has to take care of the people's health, timely provide emergency treatment for severe cases and transfer to hospital".
Supporting enterprises to treat F0, maintain production
According to the members of the Provincial Steering Committee for Covid-19 Prevention and Control, when Binh Duong returns to the new normal, socio-economic activities reopen, the possibility that the number of people re-infected with Covid-19 will be high in the coming time. Therefore, it is necessary to establish a suitable scenario, especially the treatment of F0 in industrial parks to maintain production stability, in the spirit of "living together safely" with the pandemic. Mr. Bui Thanh Nhan - Secretary of the Di An City Party Committee said that after having experience in handling and careful preparation, the appearance of F0 at factories does not affect the production chain, localities must support coordination and guide the company to arrange flexible treatment and have a normal production plan".
Sharing experiences in pandemic prevention and control, on-the-spot F0 treatment, a representative of Nutifood Company (Ben Cat Town) said that the Company has experience in anti-pandemic activities with many combined models, taking the initiative in the "3 on-site" production plan; equipping with medicines, dividing by shift, each workshop; classifying the risk of exposure to conduct testing; establishing an inspection team. For F0 cases, the Company quickly supports 10 million VND/case; gives morale encouragement; fully equips with medicines and treatment procedures under the guidance of the Health branch to create peace of mind for workers when receiving on-the-spot treatment; currently, all F0 cases have been cured and returned to work at the Company.

Currently, enterprises are burdened with huge anti-pandemic costs; to accompany enterprises in restoring production as well as supporting companies to handle when there is F0, Mr. Vo Van Minh requested to speed up the establishment of Medical stations in industrial parks, companies and enterprises need to coordinate with local health forces so that employees can access medical services as soon as possible. The industrial zones authority, local authorities and enterprises coordinate well in handling F0 cases in enterprises; try to encourage enterprises to have a place to treat F0 at the factory; deploy for enterprises to buy through distribution to get good prices; the Department of Health directs to reduce the price of PCR tests for enterprises.
Concluding the conference, Mr. Nguyen Van Loi assessed, with the efforts of the entire political system, so far Binh Duong has basically controlled the pandemic, the province's top task now is to restore production in association with stable control of the pandemic. Therefore, each level and each branch must practice well each goal; policies; pandemic control to restore production.
