The Decision takes effect from May 12, 2025.
Accordingly, it regulates the management and use of non-refundable aid not falling under official development assistance from foreign agencies, organizations, and individuals for legally established agencies and organizations in Viet Nam, for the purpose of socio-economic development and humanitarian support, not for profit or commercial purposes, within the province.
These Regulations apply to agencies, organizations, and individuals participating in or related to the management and use of non-refundable aid not falling under official development assistance (aid) within the province, falling under the scope of adjustment specified in Article 1 of this Decision.
Principles in the management and use of aid: The Provincial People's Committee shall uniformly manage state affairs regarding aid within the province based on openness, transparency, ensuring close coordination and promoting the proactiveness of departments, agencies, and localities.
Aid funds, when formulated and implemented, must comply with the provisions of Viet Namese law and commitments with the aid providers approved by competent authorities.
Aid that adversely affects security, national defense, politics, and social order and safety, or infringes upon State interests, legal rights, and interests of organizations and individuals shall not be accepted.
The aid owner and the aid recipient unit are responsible for implementing the approved aid and bear full responsibility before the Provincial People's Committee, relevant inspection agencies, in managing, receiving, and effectively using the aid.

Prohibited acts in the use of aid are stipulated in Article 5 of Decree No. 80/2020/NĐ-CP.
