The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway project has a total investment of 8,283.276 billion VND, passing through 04 localities: Tan Uyen City, Bac Tan Uyen District, Phu Giao District, and Bau Bang District, with a length of 45.659 km.

The land area to be acquired for the project is approximately 322.24 hectares. There are 1,394 households, individuals, and 17 organizations affected by the project, with 194 cases expected to be relocated.
To date, land acquisition notices have been issued for 1,304/1,650 cases (79%), expected to be completed in Q2/2025. Surveying has been completed for approximately 1,602/1,650 cases (97.1%), and inventory taking for about 943/1,650 cases (57.2%), both expected to be completed in Q2/2025. Three out of four localities (Bau Bang, Phu Giao, Tan Uyen) have issued decisions on land compensation unit prices, while Bac Tan Uyen District is expected to approve them in May 2025.

Ho Chi Minh City Ring Road 4 Project was decided by the Prime Minister to be added to the list of important national and key transport sector projects. The project passes through Binh Duong province and consists of 03 component projects, including Component Project 1 – Site Clearance for Ho Chi Minh City Ring Road 4 section from Thu Bien Bridge – Saigon River, which was approved by the PPC with a total investment of 7,926.321 billion VND.
The project is large-scale, with an estimated land acquisition area of 239.8 hectares, passing through Thu Dau Mot City, Tan Uyen City, Ben Cat City, and Bac Tan Uyen District; affecting approximately 1,451 cases with about 300 cases subject to resettlement.
To date, localities and the Provincial Land Fund Development Center have issued land acquisition notices for 1,031/1,451 cases (70%). Surveying has been completed for 845/1,451 cases (58.2%) and inventory taking for 605/1,451 cases (41.7%). Tan Uyen City has issued land acquisition unit prices, while the remaining localities are expected to approve land prices in May 2025.

At the working session, departments and localities reported some difficulties and obstacles in implementing the projects. For the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway project, the slow approval of land compensation unit prices has affected the approval of compensation, support, and resettlement plans, as well as the disbursement of capital allocated for the project in 2025. The handed-over site area for the project so far only reaches 2.8%, significantly affecting the project's completion progress as planned.

Speaking at the conference, Vice Chairman of the PPC Bui Minh Thanh assessed that the work has been basically carried out on schedule, and the "bottleneck" regarding land prices has been resolved. He urged each department and locality to make greater efforts and determination to accelerate the project progress. By May 20, 2025, land acquisition notices are to be completed. Simultaneously, surveying and inventory taking are to be deployed; localities that have issued land unit prices should proceed with public listing, and the remaining localities should urgently approve land prices. The Land Fund Development Center should review and mobilize additional human resources for land price approval for the projects.

Giving direction at the conference, Chairman of the PPC Vo Van Minh stated that the public investment disbursement rate in the first 6 months of 2025 largely depends on the progress of these projects. Therefore, localities need to make greater efforts, and the Secretaries and Chairmen of districts and cities should uphold their sense of responsibility, working together to further accelerate the work progress. To ensure the disbursement of medium-term and 2025 capital allocated for the project, and to secure the construction site, it is necessary to urgently complete the procedures for approving the compensation plan for the remaining land area affected by the Phuoc Hoa Rubber Joint Stock Company project. Localities are to continue finalizing procedures related to surveying, inventory taking, and approving unit prices and compensation plans. The PPC will launch a peak campaign for public investment disbursement with milestones on June 30, 2025, and August 30, 2025.
