The Ho Chi Minh City – Thu Dau Mot – Chon Thanh expressway project, passing through Binh Duong province, has a total length of approximately 52km. It is designed with a six-lane configuration and a design speed of 100 km/h.
In the first phase, the project will be implemented under a Public-Private Partnership (PPP) model. It will include a four-lane expressway with emergency lanes along the entire route, a roadbed width of 25.5 meters, and a total investment of approximately 17,400 billion VND, of which construction costs account for more than 8,833 billion VND. The project is expected to be completed within 36 months from the effective date of the contract, with an estimated completion date in 2027.
This expressway connects Ho Chi Minh City's Ring Road 3 to Chon Thanh Town, Binh Phuoc Province, driving development in the Southeast region, and expanding urban and industrial areas. Upon completion of the Chon Thanh – Gia Nghia expressway, it will further connect to the Tây Nguyên region, facilitating regional connectivity, promoting socio-economic development, and ensuring national defense and security. The project also contributes to realizing the goal of 5,000 kilometers of expressways set by the Party and Government for the 2021-2030 period.

At the ceremony, Binh Duong Province awarded the Decision approving the selection of investors for the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project through Binh Duong Province to four consortiums of enterprises, including Investment and Industrial Development Joint Stock Corporation (Becamex IDC), Becamex Infrastructure Development Joint Stock Company (Becamex IJC), Becamex Binh Phuoc Infrastructure Development Joint Stock Company (BCMC), and Deo Ca Group Corporation.

Speaking at the ceremony, Prime Minister Pham Minh Chinh acknowledged, commended, and highly appreciated Binh Duong province's efforts and achievements in 2024, especially in attracting investment, reforming administrative procedures, green and digital transformation, making significant contributions to the overall achievements of the country.
The Prime Minister expressed his hope that Binh Duong would take the lead in implementing Politburo Resolution 24 on the development of the Southeast region, deploying regional planning, attracting high-quality investment, developing regional connectivity infrastructure, and joining the nation in entering a new era of prosperous, civilized, and powerful development, with people enjoying increasing happiness and prosperity.

With the commencement of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project in Binh Duong Province, the Prime Minister requested Binh Duong Province to review all procedures to ensure transparency, prevent corruption, and recalculate the schedule, aiming to complete the project by September 2, 2026 (earlier than planned). The Prime Minister also emphasized the importance of ensuring quality, aesthetics, safety, and environmental protection, and called for thorough inspections, supervision, and resettlement support for affected residents, guaranteeing that their new living conditions are at least as good as their previous ones.
The Prime Minister requested Ho Chi Minh City and Tay Ninh Province to expedite the procedures for the groundbreaking of the Ho Chi Minh City - Moc Bai expressway project. Additionally, the Prime Minister urged the acceleration of regional connectivity projects such as the Bien Hoa - Vung Tau expressway, Ho Chi Minh City's Ring Road 3 and Ring Road 4 projects, and called for a feasibility study on the implementation of a metro line connecting Ho Chi Minh City (from Ben Thanh to Suoi Tien) to Binh Duong.

On this occasion, Binh Duong Province has approved 07 social housing projects with a total investment of nearly 8,500 billion VND, expected to provide 9,200 apartments for low-income workers and residents; the province has issued investment certificates for 07 foreign direct investment projects, including 02 new projects, 03 adjusted projects, and 02 industrial park infrastructure projects, with a total investment of over 970 million USD.
