Accelerating inter-regional transport infrastructure projects

​PORTAL - On the morning of January 30, Mr. Nguyen Van Loi - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Delegation of National Assembly Deputies worked with Thuan An City on the progress of a number of traffic works in the area.

​Attending were Mr. Nguyen Van Loc - Member of Provincial Standing Party Committee, Head of Commission for Mass Mobilization of Provincial Party Committee, Chairman of the Provincial Committee of the Vietnam Fatherland Front; Mr. Mai Hung Dung - Member of Provincial Standing Party Committee, Permanent Vice Chairman of Provincial People's Committee (PPC); Mr. Nguyen Van Danh - Vice Chairman of PPC and leaders of departments, committees, branches and Thuan An city.

At the meeting, the leaders of Thuan An City and the Provincial Traffic Construction Project Management Unit reported the progress of traffic projects passing through Thuan An city such as: Ring Road No.3; upgrading and expanding National Highway No.13, etc.

Project of Ring Road No.3 sections through Binh Duong province including component project 5: Construction of Ring Road No.3 (including Tan Van intersection and Binh Goi Bridge) and component project 6: Compensation, support and resettlement of the Ring Road No.3 section through Binh Duong province. The total length of the road is about 26.06 km, of which, component project 2B - Tan Van intersection is 2.53 km long; the Binh Chuan - Saigon River section is 8.23 km long; the section coinciding with the My Phuoc - Tan Van road is 15.3 km long. The project investment size includes 08 expressway lanes with parallel roads on both sides and corridors to arrange green trees, technical infrastructure works, and expansion reserves.

There are about 1,532 cases affected by the project, in which resettlement is planned for 515 cases. In Thuan An city alone, there are 758 affected cases. It is estimated that about 206 cases will be arranged for resettlement. Mr. Nguyen Thanh Tam - Chairman of Thuan An City People's Committee said that up to now, the city has carried out land measurement and inventory of assets affected by the Ring Road No.3 project, reaching 90% of the volume. At the same time, speeding up the process of preparing documents, procedures and submitting for approval to deploy resettlement areas: An Thanh (An Thanh ward), Binh Duc (Lai Thieu ward), etc. The Compensation and site clearance support council focuses on urging and promptly removing difficulties and obstacles.

The project of upgrading and expanding National Highway No.13 from Vinh Phu Welcome Gate (Thuan An City) to Le Hong Phong intersection (Thu Dau Mot City) is 12.7km long. The road will expand to the right with 02 lanes to 64m (increase from 06 lanes to 08 lanes). Up to now, the clearance of the section from Ong Bo bridge crossroads to Huu Nghi intersection has disbursed 470 billion VND, reaching 100% of the plan; the clearance of the section from Tu Do intersection to Le Hong Phong crossroads has disbursed 290 billion VND, reaching 100% of the plan. Particularly for the section from Vinh Phu Welcome Gate to Ong Bo Bridge Crossroads, the land acquisition, compensation and support for 118 households and 2 organizations has been approved with an amount of over 567 billion VND, reaching 84% of the plan (paid to 35 households with an amount of over 139 billion VND).

After listening to reports from departments, committees, branches and Thuan An city, Secretary of the Provincial Party Committee Nguyen Van Loi emphasized that in 2023, Binh Duong will drastically focus on infrastructure, especially transport infrastructure connecting the region. The Secretary said that transport infrastructure must be better invested so that the province continues to have great growth potential and competitiveness. For the Ring Road No.3 project, the Secretary asked the units and localities to continue promoting the spirit of dynamism and creativity, taking parallel steps to further accelerate the project progress; plan the TOD (transit-oriented development) model along the road; bid, auction openly and transparently and ensure compliance with the law, try to start the project until April 30, 2023. For the project of upgrading and expanding National Highway No.13, the Secretary requested to speed up the clearance of the section from Vinh Phu Welcome Gate to Ong Bo Bridge Crossroads. The PPC accelerates the direction and administration with a drastic spirit; inventory of assets for approval of appropriate compensation prices and resettlement, especially for households with profitable land frontage; study the use of public land fund for compensation and clearance. The Secretary also assigned the Department of Planning and Investment to coordinate with the Department of Transport to study the investment in the project of upgrading An Son Port and Saigon riverside road to connect and resonate when Ring Road No.3 is completed, contributing to strengthening the connection with Ho Chi Minh City and other provinces in the region.
