PCI continues to lead the Southeast region
The meeting approved the Report on the direction and administration of the PPC and the socio-economic situation, national defense and security in April 2022.
During the month, the PPC focused on assessing the task implementation of the first quarter and deploying the tasks of the second quarter of 2022; established Working Groups to monitor the progress of projects, speed up construction progress and disburse public investment capital. Simultaneously monitoring the situation of production and business recovery of enterprises; pandemic prevention and control and vaccination for target groups.
The province's socio-economic situation has achieved many important results. The index of industrial production (IIP) in April 2022 was estimated to increase by 7.3% over the previous month and by 11.1% over the same period in 2020; accumulated 4 months, the IIP increased by 7.5% over the same period. The Provincial Competitiveness Index (PCI) in 2021 reached 69.61 points, ranking 6th out of 63 provinces and cities, continuing to be the leading locality in terms of infrastructure index and the top in the Southeast region.

Total retail sales of goods and services was estimated to increase by 3.7% over the previous month and by 15.9% over the same period; accumulated 4 months increased by 10.7% over the same period. The average consumer price index in April increased by 2.3% over the same period last year. Export turnover was estimated to increase by 4.5% over the previous month and by 22.7% over the same period; accumulated 4 months, export turnover increased by 11.9% over the same period. Import turnover was estimated to increase by 15.2% over the previous month and by 6% over the same period; accumulated 4 months, import turnover increased by 1.3% over the same period. Maintaining a trade surplus of 3.9 billion USD.
By April 15, 2022, the province attracted 9,786 billion VND of domestic investment capital; accumulated in the first 4 months of the year, has attracted 22,950 billion VND. Foreign investment attracted 658 million VND; accumulated 4 months attracted over 2.3 billion USD.

New budget revenue was estimated at 5,600 billion VND; accumulated 4 months the revenue reached 23,400 billion VND, equaling 90% over the same period, reaching 39% of the provincial People's Council estimate. Expenditure on balancing the local budget is estimated at 1,400 billion VND; accumulated 4 months the expenditure reached 4,700 billion VND, up 33% over the same period, reaching 23% of the provincial People's Council estimate.
The Covid-19 pandemic is under control; security, politics, social order and safety are maintained.
Accelerating public investment, focusing on key projects
At the meeting, the delegates commented, considered and approved the implementation plan of the Program focusing on developing the transport infrastructure system towards urbanization and building Binh Duong Smart City. According to the plan, in the 2021-2025 period, Binh Duong will focus on investing in building, upgrading, expanding, and gradually overcoming traffic jams on key traffic routes, creating a driving force for the province's socio-economic development such as: BOT to upgrade and expand National Highway 13, My Phuoc - Tan Van - Bau Bang road; upgrading DT.743 from Ong Cu Temple to Song Than overpass; underpass at Phuoc Kien 5-way intersection; project to create landscape, prevent traffic jams on My Phuoc - Tan Van road, DT.746, DT.747B, DT.743; Thu Bien - Dat Cuoc road; Bac Tan Uyen - Phu Giao, Bau Bang driving-force road; road from Song Than overpass to Pham Van Dong street (Ho Chi Minh City); Ring Road 3, Ring Road 4 section through Binh Duong province. Simultaneously, piloting investment in traffic monitoring and management system, non-stop toll collection system, etc.
The meeting also considered and approved the Plan to increase investment in construction and improve the operational quality of the system of grassroots cultural and sports institutions in the 2021-2025 period, with a vision to 2030; Proposal to develop a Resolution regulating the multidimensional poverty line of Binh Duong province in the 2022-2025 period, Proposal to develop a Resolution stipulating tuition fees for the 2022-2023 school year for public preschool and general education institutions in Binh Duong province; Decision of the PPC stipulating the conditions, order, procedures and authority for the policy of receiving and transferring agricultural land to implement non-agricultural projects according to Decree 148/2020/ND-CP dated December 18, 2020 of the Government.
Chairman of the PPC Vo Van Minh concludes the Meeting
Concluding the meeting, Chairman of the PPC Vo Van Minh noted outstanding results in the implementation of socio-economic tasks in April and the first 4 months of 2022, especially since the pandemic has been controlled, enterprises have gradually restored production and business. However, the disbursement rate of public investment is still low (only 14% of the plan). The Chairman requested departments, branches and localities to continue making efforts to perform tasks in the coming time. The focus is on accelerating the implementation and disbursement of public investment capital in 2022; resolutely transferring capital plans between projects with slow disbursement to projects with good disbursement progress and lacking capital. Deploying pilot implementation of surveillance cameras for traffic management; immediately reviewing and handling the black spots of traffic jams. Districts, towns and cities review the area around newly opened roads for urban development planning, services, reserve land fund for construction of green parks; establish Steering groups to accelerate the progress of key projects, etc. Simultaneously, timely implementing social security policies, supporting rent for workers.
The Chairman of the PPC basically agreed with the contents of the Plans and proposed to develop the Resolution. Particularly, the implementation plan of the Program focusing on developing the transport infrastructure system in the direction of urbanization and building Binh Duong Smart City, the Department of Transport continues to review, adjust and supplement the list of important traffic works to be implemented in the 2021-2025 period.
