Opening schools safely
Reporting to the Delegation, Mr. Nguyen Van Phong - Deputy Director of the Department of E&T said that, in the 2021-2022 school year, the province has 623 preschool educational institutions in operation; 171 primary schools; 83 secondary schools, 39 high schools and 07 Centers for Vocational Education - Continuing Education (VE-CE) with a total of 15,207 teachers of public institutions; compared to regulations, there is still a shortage of 2,004 teachers in the branch.
Due to the complicated situation of the pandemic, after the opening of the 2021-2022 school year (from September 20, 2021 to November 15, 2021), 100% of the schools in the province organize teaching with online form combined with teaching via television. For preschool educational institutions, the school assigns teachers to coordinate with students' parents to take care of children.
From December 13, 2021, organizing face-to-face teaching for 9th grade students at secondary schools located in the locality with pandemic levels 1 and 2. All high schools, the Centers for VE-CE organize face-to-face and online teaching for students from 10th to 12th grades.
From February 07, 2022 (after the Nham Dan Lunar New Year), organizing both face-to-face and online teaching for students at all levels from preschool to secondary school in the province. Previously, from December 13, 2021, preschools and primary schools have piloted for students to face-to-face learning in accordance with the pandemic level in the area.

Regarding the Covid-19 prevention and control in schools, the Department of E&T has grasped and fully implemented the directions of the Government, the Ministry of E&T, the Ministry of Health and the province; closely coordinated with the Department of Health to implement solutions for pandemic prevention and control at educational institutions. Specifically, establishing and strengthening the Steering Committee for Covid-19 prevention and control, assigning specific tasks to each member. Establishing the unit's Covid-19 safety groups. Developing plans and options for the Covid-19 prevention and control; handling plans when there is suspected or detected case of F0 in school. Generating a checkpoint QR code to perform the management of people entering and leaving the unit and making health declarations. Organizing to strictly implement the Ministry of Health's 5K recommendation. Arranging the area for health declaration and QR code scanning; arranging temporary quarantine rooms or areas. Coordinating with health authorities to organize Covid-19 vaccination and SARS-CoV2 screening tests for teachers and students. The rate of teachers getting the 3rd dose is 99.97%; 99.99% of students in secondary schools, high schools, and centers for VE-CE (from 12 to 18 years old) have received 02 primary doses of vaccine.
Mr. Huynh Thanh Ha - Deputy Director of the Department of Health said that all students entering after Tet are subject to an entrance control; organizing a rapid test; after entering the school, the schools also coordinated with the medical force to train the school health team, promote propaganda, carry out supervision to promptly detect symptomatic cases, etc. At the same time, local medical forces, mobile medical stations, and Covid-19 Groups have closely coordinated with educational institutions and schools to handle when there is F0, etc.
Ensuring safety and quality in teaching and learning
The members of the Delegation assessed that Binh Duong had prepared well for students to return to face-to-face learning, with a relatively high attendance rate of 80-90%; the pandemic prevention and control in educational institutions has been implemented effectively; especially has a specific plan to deal with the occurrence of the case F0. The coordination between the Education branch and the Health branch as well as other departments and branches is quite close. However, the delegation also noted that the province needs to have a policy to attract non-public preschool teachers, pay attention to students and preschool children who have lost loved ones due to Covid-19, etc.

Concluding at the meeting, Deputy Minister of E&T Nguyen Van Phuc acknowledged the efforts of the province, especially during the complicated development of the pandemic, Binh Duong still ensured 100% online teaching; and did not let students interrupt their learning. In particular, the province has taken the initiative from early on in preparing students to return to face-to-face learning with pilot phases. In the coming time, the provincial Education branch needs to focus on closely following the direction of the Government and documents of the Ministry of E&T; continue to have solutions to mobilize students to class; review the conditions of facilities to ensure the safety of face-to-face learning. Educational institutions build review sessions and foster more core knowledge for students after returning to class. The Education branch closely cooperates with the Health branch in pandemic prevention and control. Binh Duong is an industrial province, so the province also needs to pay attention to private preschools, etc.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Loc Ha said that up to now, Binh Duong has basically controlled the pandemic well; including the contribution of the Education branch on school facilities and human resources with more than 10,000 turns of officials and teachers participating in pandemic prevention and control. Through the comments of the Delegation's members, especially the opinion of Deputy Minister of E&T Nguyen Van Phuc, the province will direct the Department of E&T to continue to have early solutions to mobilize students to attend classes fully, ensure safety and quality in teaching and learning, and implement policies to attract preschool teachers.
Previously, the delegation had surveyed the actual teaching activities at 3 schools: Tran Quoc Toan Primary School and Hoa Cuc 9 Kindergarten of Thuan An City, Chu Van An Secondary School (Thu Dau Mot City).

Tran Quoc Toan Primary School has 2,200 students, so far over 91% of students have returned to face-to-face learning; the rate of children going to face-to-face learning at Hoa Cuc 9 Kindergarten is over 72%; Chu Van An Secondary School has more than 99% of students going to face-to-face learning. In order to prepare students to return to class, all schools have developed plans for pandemic prevention and control, ensuring physical facilities; carried out cleaning and disinfection; propagated about pandemic prevention and control among students; high schools have a teaching plan that combines knowledge review for students, etc.
