Accordingly, the objective of the Plan is to continue to improve the quality of housing, to meet the housing needs of all population groups, especially policy beneficiaries as defined in Article 49 of the Law on Housing.

Specific targets: The average housing area of the entire province is 31.5 m2/person (minimum housing area 10.0 m2/person), of which, the urban area is 32.5 m2/person, rural area is 26.6 m2/person. Raising the rate of permanent housing in the province to 65.0%, reducing the rate of unstable housing to 0.5%, etc.
