Accordingly, the Deputy Prime Minister requested: "Binh Duong must prepare for a worse scenario, develop a plan to meet more than 10,000 cases and be ready to support Ho Chi Minh City to treat F0. Based on the local need for the number of doctors and nurses, and how the specificity is, the Ministry of Health must immediately provide aid to Binh Duong, first of all to take care of Binh Duong, not let the pandemic spread".
The Deputy Prime Minister noted that the province deploys oxygen concentration for collection facilities; if well prepared, the mortality rate will be greatly reduced. At the same time, trying to encourage and create maximum protection conditions for the treatment force so that they can work better. Paying attention to taking care of workers' lives, the entire political system needs to help the vulnerable and consider them as a big family to support. The province also needs to quickly identify safe boarding houses and safe factories. Mobilizing workers who work at the same company to stay together in a boarding place according to the model of "01 road, 02 locations". Regarding vaccines, it is expected that in the next 2 months, all workers directly engaged in production will be basically injected, and should be determined to try together in these two months.
Overview of the meeting
As reported at the meeting, from the 4th pandemic wave to the morning of July 20, 2021, the province recorded 3,303 cases of Covid-19 in the community in 9/9 localities in the province (including 52 companies inside and outside the industrial parks with 1,657 cases) and 08 deaths from Covid-19; has traced 12,833 F1, 33,723 F2, tested 70,871 samples (about 160,000 people); the majority of outbreaks appearing in the community have been controlled.
Currently, Binh Duong has 50,000 enterprises with more than 1.2 million employees from most provinces and cities; in which there are 29 industrial parks which have over 2,000 enterprises with 485,670 Vietnamese employees and 14,900 foreign employees; 12 industrial clusters with 40,000 employees; at the same time, there are many boarding houses interspersed with factories and manufactories, so there is a risk of pandemic entering and spreading into enterprises.
The province has established 100 teams to inspect and guide pandemic prevention and control in enterprises in industrial parks and all large enterprises outside industrial parks, concentrated quarantine facilities, treatment facilities to strictly control and avoid cross-contamination in quarantine and treatment areas; pay special attention to density reduction and distancing in quarantine areas as directed by the Ministry of Health.

Building a process for companies and enterprises to implement "3 on the spot" (eating, staying, producing at the factory). Enterprises that fail to ensure the above conditions shall, depending on the specific situation, reduce the production scale or, if there is a high risk, must temporarily suspend production. At the same time, establishing provincial rapid response groups and district rapid response groups to handle F0 in the industrial parks. Guiding and asking enterprises to self-implement rapid antigen testing for employees regularly according to regulations.
The Provincial Steering Committee for Covid-19 Prevention and Control has directed districts, towns and cities to implement Directive 16/CT-TTg drastically and seriously, the police and military forces to strengthen inspection and supervision 24/24 from the provincial to district and commune levels. Performing tightly at checkpoints, maintaining and gradually expanding safe "green zones"; organizing the administration of sampling, increasing testing capacity, etc. to soon detect and immediately separate F0 from the community. Thereby, the forces gradually put the pandemic in small locations to focus on localizing, quelling the pandemic, cleaning the area, turning the "red zone" into the "orange zone", down to the "yellow zone" and quickly back to the "green zone".
The province currently has 88 concentrated quarantine facilities with a capacity of 4,000 beds; currently is raising to 20,000 beds, and can be expanded to 30,000 beds when needed. Currently, the province is implementing concentrated quarantine for 11,865 F1; in the face of the situation that the number of cases and F1 is continuing to increase, especially at companies and enterprises, thus, the province has implemented low-risk F1 quarantine at home and quarantine at companies and factories if the conditions are met as prescribed.
The treatment is built according to a 3-level treatment model to reduce the load on provincial treatment facilities. For F0 with no symptoms (accounting for about 80% of F0), arranging concentrated quarantine areas with guaranteed facilities, and have enough doctors, nurses and basic tests. This group of F0 will be closely monitored, if there are symptoms, they will be referred. F0 with mild symptoms will be treated at district health centers. F0 with severe symptoms will be referred to the provincial level for treatment.
