Currently, in the area of Binh Duong industrial parks, there are 95 enterprises registered for production under the "3 on-the-spot" plan with more than 13,200 workers staying in production, contributing to well implementing the "dual goal" of both controlling the pandemic and developing the economy. For these enterprises, it is proposed to implement and sent the "3 on-the-spot" production plan to the Binh Duong Industrial Zones Authority by July 20, 2021.
Regarding testing for SARS-COV-2 virus, because currently hospitals which are allowed to test to confirm SARS-COV-2 virus by RT-PCR method, are overloaded, causing difficulties for enterprises. Therefore, the Binh Duong Industrial Zones Authority proposes enterprises that have not yet appeared F0 and F1 can get antigen test results by the rapid test method for the first time and not allow employees to leave but force to stay for production. On the 3rd day, continuing the rapid antigen tests for all employees. From the 3rd day onward, the enterprises periodically perform weekly for at least 20% of the employees who stay in.
For enterprises that have appeared F0, F1 and are locked down by authorities: It is requested to test for SARS-COV-2 virus by RT-PCR method (possibly pooled samples) for all employees registered to stay in production. On the 3rd day, continuing the rapid antigen tests for all employees. From the 3rd day onward, the enterprises periodically perform weekly for at least 20% of the employees who stay in.
Enterprises that do not register the "3 on-the-spot" production plan (producing, eating, and staying on the spot) are required to implement the "1 road, 2 locations" plan (two locations: one is the hotel, dormitory, concentrated accommodation for workers; the other one is the manufacturing plant). Enterprises are responsible for transporting workers from the staying place to the workplace by concentrated means.
Enterprises that do not implement the "3 on-the-spot" or "1 road, 2 locations" production plan are requested to stop production and business activities from 0:00 on July 19, 2021 (including logistics and warehousing enterprises) until further notice.
Transport enterprises carry out the Covid-19 prevention and control in accordance with the regulations of the Transport branch.
