International outreach
To serve as an important premise for the planning and development of Binh Duong province in a new situation consistent with the first phase of the 4th Industrial Revolution, in 2016, the provincial authority deployed the construction of the "Binh Duong Smart City Project" with the triple helix model has initially gained important achievements.
By the active support of the government of Indhoven City, Consulate of the Netherlands in Ho Chi Minh City, Brainport Group and Becamex IDC Corporation, Binh Duong provincial authority has continuously and successfully organized conferences and seminars of major internationalization of smart cities in 2016 and 2017. It has successfully applied the triple helix cooperation model suitable to the local realities and has step by step and effectively implemented the action plan of Binh Duong Navigator with main parts of people, technology, business, and fundamental elements. Programs to promote innovation, science and technology researches, and modern education such as STEM/STEAM, Binh Duong provincial Innovation Center, TechLab technology laboratories, FabLab, and business incubators among others have been being deployed actively and strongly by the government as well as institutes, schools and businesses.
Over the past time, Binh Duong province by its innovation programs of promoting the Smart City Project has made strong breakthroughs and expanded international relations while creating a new position and opening up many great opportunities for Binh Duong province to actively promote bilateral cooperation and expand multilateral cooperation relationships. Up to now, the provincial authority has established bilateral cooperation with 10 foreign provinces and cities to become an official member and a reliable partner of 4 multilateral international cooperation organizations including the World Technopolis Association (WTA), Intelligent Community Forum (ICF), Asian economic cooperation forum (Horasis), and World Trade Center Association (WTCA).
By a suitable development orientation and its own efforts, Binh Duong provincial authority has achieved some encouraging results and officially become the first Vietnamese member of the ICF. Continuously in 2018 and 2019, Binh Duong provincial authority has been honored by ICF as one of the 21 cities and regions as of the world's typical smart city development strategy (SMART 21). This has proven very effective steps on the way towards the goal of building a smart city in the province to elevate Binh Duong to a new position in the international arena.
To create new momentum
Following the recent achievements, aiming to create a new driving force on the path of smart, sustainable urban development and faster integration in the process of globalization, Binh Duong provincial authority has developed Binh Duong New City World Trade Center (WTCA BDNC). The project would create more motivation for the province to develop and strengthen regional connectivity.
Dr. Nguyen Viet Long, Director of Binh Duong Smart City Office, said that in 2021-2025, the Binh Duong Smart City Project would still be specially invested into and developed by its great goal of more in-depth focus on the digital economy and society. Binh Duong province with its new potential and position in the international arena has at time to come up with bolder, stronger and more specific projects to create the impetus and spread for the whole region and Vietnam. Within the framework of a smart city, Binh Duong provincial authority has determined to focus resources on implementing a number of specific and effective action programs to quickly develop its economy and meet business needs.
Determined to successfully build Binh Duong smart city, for the time to come, the provincial authority continues to perfect the triple helix model, linking parties and mobilizing resources from the whole society. In addition, Binh Duong provincial authority will create breakthroughs in services, urban areas, e-commerce and financial investments into technology in 3 cities of Thu Dau Mot, Di An, and Thuan An which are the basis for smart urban planning, in which, the new city will continue as the nuclear role and the being-formed World Trade Center of the new Binh Duong city will become a bright spot.
In fact, in order to effectively implement the project of above mentioned scale, the provincial authority will focus on quick development of the transportation network while preventing congestion and building smart logistics with the system of ports, rivers, and railways, forming a supplying chain ecosystem as well as focusing on broadband infrastructure of largely shared database, technology application, and administrative reforms. In particular, in the 4th Industrial Revolution era, high-quality human resources and innovative environment will play the most important role in making socio-economic breakthroughs and it should always be the most important key point of the project of smart city. Along with the roadmap to reposition the brand name of the province on the international arena, Binh Duong province's synchronous implementation of the above breakthrough projects will create new motivation to strongly attract resources for the outstanding development in the new era.
