Explaining comments to evaluate the implementation results of the Congress Resolution
Regarding the implementation results of the Congress Resolution, there were many comments of delegates proposing to further evaluate the role and contribution of the labor force outside the province to the economic development of the province. Mr. Mai Hung Dung said that in recent years, all levels and branches from the province to grassroots have always agreed with the view that the labor force outside the province is one of the resources that play an important role in the development process of the province. Therefore, the province is always interested in implementing well social security policies, constantly improving the material and spiritual lives of labors. However, the Presidium consulted the Congress not to individually evaluate the contribution of this force, because in the content of evaluating the role of contributions of all classes of people, it has covered all the subjects in society, including the labor force outside the province.
Particularly for the proposal to clearly state the cause of the two unsatisfactory targets in the Resolution is the ratio of doctors/10,000 people and the number of patient beds/10,000 people. Mr. Mai Hung Dung said that, in recent years, Binh Duong has a high mechanical population growth rate; it is estimated that, annually, the province has increased more than 80,000 people from outside the province to work and live; up to now, the proportion of people outside the province accounts for 53.5% of the province's population; this has helped the province to have human resources to meet the labor needs of the province, but also creates great pressure on the province in terms of infrastructure, social security, order and security, especially medical care and education. In the past term, the province has mobilized the maximum resources to focus on health and education development, and well solve social problems, in which, facilities, equipment and human resources of the Health branch are interested in investing, the grassroots health network has been gradually strengthened and completed. The socialization of health care has been promoted, attracting many participants, including, developing private hospitals with foreign investment capital. In 2020, Binh Duong and the whole country have made efforts to control the Covid-19 pandemic well, prevented cases from occurring outside the community, which is a great effort of the entire political system of the province, in which, especially the Health branch.
However, with high mechanical population growth, the province has strived to nearly reach two targets on the ratio of doctors/10,000 people to 7.5 doctors (Resolution with over 7.5), the number of hospital beds/10,000 people to 21.3 (Resolution with 27). To ensure the successful implementation of the targets set out by the Resolution of the 11th Congress, including Health targets and objectives, the Presidium asked for the comments of the Congress to assign the 11th Provincial Party Executive Committee to continue to lead and direct all levels, branches, localities and units to make efforts to overcome difficulties from the pressure of mechanical population growth to well solve problems of people's health care, education, and social security.
Explaining directions, targets and tasks for the term 2020-2025
Giving comments to the general targets and key tasks, strategic breakthroughs, there are suggestions in the coming time, it is necessary to orient strategy and planning for Binh Duong to become a center of urban development, industry, education - training, science - technology, a center for international link and integration of the region.
In this issue, Mr. Mai Hung Dung said that this is a contribution of strategic direction, with a view of sustainable development, integration and quality on the basis of science and technology, high quality human resources. The Presidium proposed the Congress to take over, and at the same time assigned the 11th Provincial Party Executive Committee to study and develop a plan with specific schedule and solutions.
For the proposal to clarify the basis to determine the general target: "By 2030, Binh Duong will become a modern industrial center, by 2045 it will be a smart city of the region and the country". Explaining at the Congress, Mr. Mai Hung Dung affirmed that the construction of the above general target was built by the 10th Provincial Party Executive Committee on the basis of receiving comments from the Central Organizing Committee and Central Economic Committee, and at the same time basing on the actual situation of the locality. In particular, for the target up to 2030, Binh Duong to become a modern-oriented industrial center is a feasible target, because in the current period, based on the expected targets in the draft Industrial province criteria set of the Ministry of Planning and Investment and other provinces and cities, some main targets are: the proportion of industry in economic structure, proportion of non-agricultural labor, urbanization rate, GRDP per capita, HDI index, rate of households using electricity and Internet, etc. of Binh Duong province today have reached and exceeded higher. Therefore, compared with the average level of the whole country and the Southern key economic region, that Binh Duong is expected, by 2030, to become an industrial center in the direction of modernity, is a highly feasible target.
For the target, up to 2045, Binh Duong will be a smart city of the region and the country, set by the 10th Provincial Party Excutive Committee on the basis of the Project on sustainable smart city development in Vietnam in the period 2018 - 2025 and the Government's orientation to 2030 (according to Decision no. 950/QD-TTg, dated August 01, 2018), the framework model for the construction of a smart city meeting regional standards from now to 2030 by the Ministry of Information and Communications along with the initial achievements in the implementation of the province's Smart City Project in recent years, Binh Duong has basically met the standards and requirements set out in comparison with the domestic and international standards. Thus, it is appropriate to set progress and vision to 2045 as a smart city of the region and the whole country.
Explaining specific targets
Delegates proposed to adjust the Target of province's Gross Regional Domestic Product (GRDP) to strive to reach 9%/year. GRDP per capita will reach VND 210 - 215 million by 2025. Mr. Mai Hung Dung suggested not to adjust this target because the targets of economic growth and GRDP per capita in the Political Report submitted to the Congress were balanced towards high striving on a multi-year database, calculated and forecasted by specialized agencies; at the same time, it has consulted with Ministries and Central branches that it is suitable with the general situation of the country.
In response to the questions of delegates about the feasibility of the economic structural target with the proportion of industry and services accounting for over 90% in the world and domestic economy seriously affected by the Covid – 19 pandemic, Permanent Vice Chairman Mai Hung Dung added that in the past term, with the aim of accelerating the economic restructuring in the direction of prioritizing the development of industry - services associated with the urbanization process, the Provincial Party Committee has identified industrial development as the focus and accelerated the industrial restructuring in the direction of improving productivity, efficiency, competitiveness and creating a driving force for the urban and service development in the province. Along with that, the Provincial Party Committee implemented a breakthrough program to continue developing high-quality services for industrial and urban development of the province in the period of 2016 - 2020 and achieved many important results.
In particular, in 2020, the Covid-19 pandemic and world economic recession occur, negatively affecting the socio-economic development and people's life, Binh Duong is one of the localities in which the Central departments, Ministries and branches highly appreciate the spirit of proactively implementing the dual goal of pandemic prevention and control and making efforts to promptly support enterprises to develop production and business, ensure jobs, stabilize life, and help workers overcome difficult times. In the first 9 months of 2020, Binh Duong continues to receive a big wave of investment with a total investment capital of social development estimated at VND 88,575 billion, up 10.2% over the same period.
Setting key objectives, targets and tasks in the term 2020-2025, the Provincial Executive Committee has analyzed, evaluated and considered the actual situation of the province, the socio-economic situation that the Central Executive Committee has identified in the next 5 years to forecast; therefore, the economic structure target has the proportion of industry and services accounting for over 90% in the term 2020 - 2025, the Provincial Standing Party Committee, the Executive Committee of the Provincial Party Committee unanimously stated that it is a reality.
Specific directions and tasks in all sectors and fields
Regarding the economic growth model, the delegates proposed to identify and evaluate specifically the economic growth model of Binh Duong. Reporting to the Congress, Mr. Mai Hung Dung affirmed, with the structure of industry and services set out over 90% of the economic structure, this has shown that the economic model of the province in the coming term continues to be industry – service which accounts for the main proportion. In addition, the province continues to seriously implement the tasks, solutions and direction of the Central Government in implementing vigorously renovating the growth model, restructuring the economy, improving productivity, quality, competitiveness and efficient use of local resources.
For the development of various types of services, many suggestions proposed more clearly the solution to develop the logistics service industry and build a network of logistic infrastructure, develop the supply chain to support production, consumption of goods in the country, export and import. Mr. Mai Hung Dung informed that, in the period 2016 - 2020, the Provincial Party Committee issued Program no. 24-CTr/TU dated August 16, 2016 on continuing to develop high quality services to serve industrial development and urban area of the province, in which basic and long-term targets, tasks and solutions were set out; up to now, the province has achieved initial results. In the coming time, in order to deeply, broadly integrate and catch up with the 4.0 technology Revolution, towards building a smart city, taking advantage of the connectivity advantages of the Southern key economic region, the province will continue to focus on developing logistics services and building a network of logistic infrastructure with specific solutions mentioned in the Breakthrough Action Program summited at the Congress on "Focusing on developing high quality service industries in association with industrial and urban development towards civilization and modernization".
Regarding the synchronous development of the infrastructure system, a number of comments proposed to evaluate and clarify the development of transport infrastructure, urban, industrial and commercial zones, in the past term; solutions of prioritizing sustainable urban development, building synchronous infrastructure, connecting industrial parks - urban areas in the South and North of the province, connecting waterways - roads to exploit ports on Saigon river and logistic areas. Mr. Mai Hung Dung reported to the Congress, the province has always paid attention to mobilization of investment resources for development of socio-economic infrastructure, in the Document to be submitted to the 11th Congress, a strategic breakthrough program (on transport infrastructure) and 01 key task (on synchronous development of the urban system) were also proposed. In the period 2020 - 2025, the province will focus on mobilizing and attracting many resources with many investment modes to develop transport infrastructure, especially important external traffic works towards synchronous and uninterrupted direction, giving priority to properly connecting provincial roads and district roads with the national traffic system and provinces and cities in the Southern key economic region. Together with the programs of urban development, new-style rural development, housing development projects for poor households, housing program for families with meritorious services, etc. as a premise for the development of residential areas, housing and improvement of the rural infrastructure system, gradually improving the material and spiritual life of the rural people, narrowing down the distance between urban and rural areas in the province. At this Congress, the Executive Committee proposed 28 Lists of key projects to be implemented in the term 2020-2025 (including 15 traffic works, 04 industrial - service infrastructure works). To promote investment in construction of these breakthrough infrastructure projects, the province will lead and direct branches and localities to build a list of specific projects and works for each year.
For suggestions for additional evaluation of the implementation of the set targets for the contents of the planning organization, adjustment and implementation, the Permanent Vice Chairman of the Provincial People's Committee reported to the Congress, in recent years, the organization of urban planning and subdivision planning in the province has been implemented synchronously, regularly reviewing to ensure the suitability between planning types and the reality, general socio-economic development orientation of the province and of each urban area; in which, the province's general planning, subdivision plan, and new-style rural construction planning are now covered, reaching the rate of 100%. Currently, according to the Law on Planning, the task of provincial regional planning was also passed by the province and approved by the Prime Minister.
