Effective model of "Friendly Government, friendly office" in Binh Duong

BEGIC - ​After 2 years of implementation in all agencies, units and localities in the province, the models of "Friendly Government of the people, by the people, for the people" and "Friendly office to serve the people" (Referred as "Friendly Government, friendly office") in Binh Duong have achieved encouraging results, creating  profound changes in ideology and responsibility of the contingent of cadres and civil servants from provincial to grassroots level.

Many innovative practices

With the determination to bring into play the results gained from the pilot implementation of "Friendly Government, friendly office" in 35 agencies, units and localities in the province " on December 30th 2015, provincial People's Committee issued Plan No.4760/KH-UBND to develop the model for all agencies, units and localities with the goal of building friendly administrative system to better serve the people.

On that basis, all agencies, units and localities have thoroughly grasped and implemented contents of the model to all cadres, civil servants and laborers; formulated and promulgated documents guiding and organizing the implementation, step by step materialized contents of the model suitable to practical situation and political tasks at their respective agencies and units.

Most of agencies, units and localities have developed action plans  of "5 things to know, 3 ways to express under the direction of the provincial People's Committee. 5 things to know include knowing how to  listen to people,  explain   to help  people understand,  make people believe, say sorry and thank you to people. 3 ways to express include respecting people, leading good behaviours to people , and staying close or friendly to people). The motto panels are arranged in suitable places, easy to observe. Forms of letters of thank, apology,, congratulation and sympathy as well as leaflets to survey the satisfaction of people about administrative procedures are available.

In particular, many agencies, units and localities have been flexible in creating, constructing and implementing more mottos, models and practices. Specifically, Di An town has created and added the criteria of 4 things to keep doing . That include keeping smiling to people, behaving   gently with people,  understanding the requests of people, and helping people) into the motto of the province "5 things to know, 4 things to keep doing , 3 ways to express" of Di An town in particular. People's Committee of Dong Hoa ward, Di An Town has deployed the model "Those in excess to give, in need to receive" to take care of needy people  in the area With the policy of promoting administrative reform through practical actions to bring benefits to the people, the People's Committee of Ben Cat town has piloted the m​odel of "Mobile birth registration, marriage registration" for people, especially the laborers who are in demand for birth and marriage registration but do not have time to go to Commune People's Committee for registration. People's Committee of My Phuoc ward, Ben Cat town implements model of "Smile to people", "People come, people ask, people need": friendly welcome, thorough explanation and enthusiastic serve. "Street and alley lighting" model of People's Committee of Khanh Binh ward, Tan Uyen town has mobilized people to invest in lighting system of KB05 road with 5,2 km long.

For the people to serve

Sharing experience in implementing model "Friendly Government, friendly office" in the locality, Mr. Doan Hong Tuoi, Chairman of People's Committee of Tan Uyen Town , said that the important lessons from Tan Uyen town is to adjust working style of OSS's civil servant and officials. In addition, People's Committee of town has attached importance to construction of "Office smile", regularly encourage and demand cadres and civil servants to serve people with respect, democratic, close, gentle and polite working style. The localities and units of town have also publicized the standards in the language of communication, dealing with people, clearly publicizing administrative procedures and telephone numbers of leading officials who receive feedback and proposals related to the handling of dossiers and procedures; strengthening the dialogue with the people, enterprises, creating friendly government image.

Mrs. Nguyen Thi Ngoc Chau, Chairman of People's Committee of Vinh Phu ward, Thuan An town said, implementing model "Friendly Government, friendly office", local authority has periodically consulted with the people about service attitude of cadres and civil servants. From the comments of the people, leaders have considered and proposed solutions to improve and strengthen the quality of service, building collective cadres who are people with enthusiasm, knowing prestige, keeping promises, in case of late appointment must publicly present "Letter of apology" to the people.

 N It is clearly to say that, trust and responsibility are is "secret" successes of Binh Duong in the process of construction and development. An important contribution to this result is the efforts of the province in building the government of the people, by the people, for the people; building a professional, modern, friendly, close and wholeheartedly contingent of civil servants serving the people. Sharing this regard, Mr. Dang Minh Hung – Vice Chairman of Provincial People's Committee reiterated the teachings of President Ho Chi Minh: "People are the power, the firm support of the government, have the people is have everything, opposite to lose the people is lost everything. Whatever difficult, if people contribute, it is easy to overcome". Thereby confirming the importance and the need to continue to maintain and promote the model effectively in the coming time.

Continue to perfect the model

At the preliminary conference on building a model of "Friendly Government, friendly office" in 2016-2017 on December 14th 2017, Vice Chairman of the provincial People's Committee Dang Minh Hung pointed out the remaining constraints in building "Friendly Government, friendly office" in the province in the past time. That is the work of dialogue and response to proposal and reflection sometimes not meet the wishes of the people; a number of cadres and civil servants does not have right attitude while on duty or in direct contact with people; openness and transparency in some localities, especially in sharing information on land-use planning, projects, voluntary contributions of the people etc. have not done well.

In order to promote achievements and overcome limitations, Mr. Dang Minh Hung  urged the agencies, units and localities to continue strengthening the work of leading, directing and accelerating administrative procedures reform; organizing w​​ell the work of dialogue and response to proposal as well as settlement of complaints and denunciations; enhancing the responsibility of the heads in directing and inspecting the implementation of administrative disciplines and orders. as well as continuing the implementation  of 4760 Plan of the provincial People's Committee, building up a contingent of friendly cadres and civil servants for the people's service, building an administration in the spirit of civic life, close to the people, understanding the people, learning the people and taking responsibility for the people.
