Based on the results of pilot implementation in 35 agencies and units, on December 30th2015, the provincial People's Committee issued the Plan No.4760/ KH-UBND to deploy the establishment of model "Friendly government of the people, by the people, for the people" and "Friendly offices for the sake of serving the people" to all agencies and units in the province.

Inspection and supervision works are regularly maintained to urge and remind the contingent of cadres, civil servants and officials to strictly implement contents in building the model, especially seriously observing policies and regulations on citizen reception, strengthening administrative discipline in performing public duties. Most of agencies and units have set up their action motto " 5 knows, 3 expresses" (5 knows: Listening to the people, saying for the people to understand, doing to make people believe, apologizing and saying thanks; 3 expresses: Respectful, civilized, close expression).

Timely implementing forms of letter (thanks, apology, congratulations, condolences) and surveying paper on people's satisfaction level when they come to solve work.

Some agencies, units and localities have been flexible and creative in implementing many mottoes, models and good ways of doing such as: Di An town added "4 always" (always smiling, always being gentle, always understanding thoroughly, always being helpful) in the motto of action; Ben Cat town piloted the model" Mobile registration of birth and marriage certificates"; Thuan Giao ward, Thuan An town deployed the model "Verifying signatures at home in case of elderly, disabled people"; the model " Lighting up streets, alleys" of People's Committee of Khanh Binh ward, Tan Uyen town etc.

Speaking at the conference, Mr. Dang Minh Hung acknowledged and praised results achieved in building "friendly government, friendly offices" in the province. In the near future, the Vice Chairman asked agencies, units and localities to continue strengthening the work of leading, directing and stepping up administrative reform; well organizing dialogues, citizen receptions, settlement of complaints and denunciation; enhancing responsibility of the heads in directing and inspecting the implementation of administrative disciplines and rules. In addition, they should continue effectively implementing Plan 4760 of the provincial People's Committee, building up a contingent of friendly cadres and civil servants for the sake of serving the people, building an administration in the spirit of respecting the people, staying close to the people, understanding the people, learning from the people and being responsible to people.

On this occasion, the provincial People's Committee rewarded 25 teams with excellent achievements in building the model " Friendly government, friendly offices" in 2016-2017.
