To actively grasp opportunities, minimize negative impact of the 4th Industrial Revolution, the Government and the Prime Minister issued many documents directed drastic such as: Directive No.16/CT-TTg dated May 4th 2017 on strengthening capacity to access the 4th Industrial Revolution, Decision No.844/QD-TTg dated May 18th, 2017 approving the project "Supporting the national innovation ecosystem up to 2025"... with many specific solutions, including solutions for improving the National Innovation Index, contribute to averaging ASEAN 4 countries on business environment indicators and support for national start-ups ecosystems. On that basis, provincial People's Committee issued Decision No.2091/QD-UBND dated August 4th 2017 promulgating the plan to improve Innovation Index in Binh Duong province period 2017-2020; Decision No.2513/QD-UBND dated September 20th 2017 promulgating the Scheme implementation plan "Supporting the national innovation ecosystem up to 2025 in the province of Binh Duong period 2017-2020 ".
Vice Chairman of the provincial People's Committee Dang Minh Hung asked participants to understand document's content of the Government and the provincial People's Committee, in particular, indicators and targets to 2020, roles and responsibilities of departments, agencies, units and localities in implementing assigned tasks and solutions.
The conference has implemented 04 basic contents: Overview of the Global Innovation Index (GII); Plan to implement the task of improving the Innovation Index in Binh Duong; Directive 16/CT-TTg of the Prime Minister on capacity building for access to the 4th Industrial Revolution; Plan for implementation of the project "Supporting the national innovation ecosystem up to 2025" in the province of Binh Duong period 2017-2020.

Solutions
to strengthen capacity to access the 4th Industrial Revolution according
to Directive 16/CT-TTg dated May 4th 2017 of the Prime Minister:
- Focus on
promoting development, creating real breakthrough in terms of infrastructure,
human resources applications and information technology –communication.
- Continue to
improve the competitive business environment to promote the development of
businesses, create conditions for businesses to quickly absorb and develop new
production technologies.
- Review
strategies, action programs, proposals for development of plans and key tasks
to deploy in line with the development trend of the 4th Industrial
Revolution.
- Concentrate on
promoting national innovation ecosystem in the direction of developing specific
and appropriate mechanisms and policies to strongly develop innovative startup
businesses.
- Vigorously
change policies, contents and methods of education and vocational training in
order to create human resources capable of receiving new production technology
trends.
- Raise the
awareness of leaders at all levels, branches, localities, businesses and the
whole society about the 4th Industrial Revolution.
