Accordingly, in order to promote the implementation to install the Bluezone app for the Covid-19 pandemic prevention and control, the Provincial People's Committee requests departments, commitees, branches, unions, provincial non-business units, People's Committees of districts, towns and cities to continue to seriously and drastically deploy their subordinate units to perform the tasks under Directive no. 12/CT-UBND. PORTAL - On the afternoon of August 17, Phu Giao district held a meeting of the Steering Committee for Covid-19 pandemic prevention and control. Mr. Doan Van Dong - Deputy Secretary of the District Party Committee, Chairman of the District People's Committee, Head of the Steering Committee for the Covid-19 pandemic prevention and control chaired the meeting.
According to the report of the district Health Center, although in Binh Duong province as well as in Phu Giao district no cases of Covid-19 have been reported yet, however, the pandemic prevention and control have been deployed aggressively by Phu Giao district, ensuring a good response to cases of pandemic. BEGIC - Faced with complicated developments in the Covid-19 pandemic, the Prime Minister, the Ministry of Information and Communications, Binh Duong Provincial People's Committee have drastically directed the installation of Bluezone app. The Provincial Portal (PP) interviewed Mr. Lai Xuan Thanh - Director of Department of Information and Communications about this issue.
The PP: Could you please tell us the meaning and effect of installing Bluezone app in the current context?
Mr. Lai Xuan Thanh: Facing the complicated development of the Covid-19 pandemic, the installation of Bluezone app on a personal smart phone is very necessary to warn the risk of Covid-19 infection, protect yourself and your family, and help in timely detecting, tracing and zoning, minimizing the risk of spreading in the community actively. This app has the function to automatically statistic and record the contact between people who have Bluezone installed through a low-energy Bluetooth connection (consumes less than 10% of battery capacity/day). The PP: Sir, how to install Bluezone app?
Mr. Lai Xuan Thanh: To install Bluezone app, users access the App Store (iOS) or Google Play Store (Android) and find the software called Bluezone implemented by the Department of Information Technology, Ministry of Information and Communications (note that there is Bluzone app with same name but no similar functionality), then press download and install to the device. After completing the installation, users need to give the app access to receive alerts from Bluezone. Once authorized, the app will automatically turn on Bluetooth connectivity to recorgnize contact with other users in the same Bluezone community. For Bluezone to work properly, your phone must always have Bluetooth turned on. However, Bluezone uses Bluetooth BLE (Bluetooth Low Energy) technology with low energy to save battery power, so users can be completely assured of using it.
The PP: As the presiding unit, how has the Department of Information and Communications deployed the installation of Bluezone app in the province, sir?
Mr. Lai Xuan Thanh: Determining that the implementation of Bluezone app installation is very urgent in the Covid-19 pandemic prevention and control, the Department has participated in the online video conference for deployment of Bluezone which was held by the Ministry of Information and Communications. The Conference for deployment and guidance has the participation of staff in charge of information technology at departments, branches, reporters of Binh Duong Newspaper, Binh Duong Radio and Television Station, provincial Portal, etc. and is transferred signals to the People's Committee of districts and communes to collect information and implement.
The guidance for smartphone users to install Bluezone app is also done on the Provincial Portal and Zalo Binh Duong SmartCity app; sending civil service Emails to all civil servants and officials of the province to request to install Bluezone app and guide their relatives to install this app. In addition, the Department also cooperated closely with the Authority of Information Technology Application, the Authority of Telecommunications, the Authority of Grassroots Information - Ministry of Information and Communications to propagate and handle issues related to Bluezone app, broadcast Audio, Video clips to propagate about Bluezone app on radio and television program channels, give priority to popular time frames (such as early news, news programs) and time frame with advertisement; running the words "Prime Minister suggests people install Bluezone app" at the bottom of the screen in news programs. BEGIC – The Ministry of Information and Communications assigns a target, by August 20, 2020, the whole province of Binh Duong reaches 60% of the population installing Bluezone app.
Following the direction of the Provincial People's Committee in Official dispatch no. 3768/UBND-VX dated August 6, 2020 on the application of information technology in the Covid-19 pandemic prevention and control, Department of Information and Communications coordinated with other agencies and units to implement the installation instructions and propaganda through many channels. As of August 17, 2020, according to data provided by the Ministry of Information and Communications, the number of Bluezone users in the province was 466,977 devices (accounting for 19.24% of the population) installed to use Bluezone app.
In order to implement the targets of the Ministry of Information and Communications, Viettel Binh Duong has proposed to the Department of Information and Communications the plans on installation of Bluezone app for the people. In order for the implementation of Viettel's personnel support plan to favorably approach enterprises in the province, the Department of Information and Communications proposed the provincial Labor Federation, Binh Duong Industrial Zones Authority to cooperate with the Department to actively propagate and mobilize employers, workers and employees to strictly implement measures to prevent and control Covid-19 in the new situation. Mr. Lai Xuan Thanh - Director of Department of Information and Communications said: "Thanks to the active integration of the entire political system in the deployment of Bluezone app, even after just over a week of launching, Binh Duong province has nearly 400,000 people installed Bluezone app (accounting for over 16% of the population of the province)". Mr. Lai Xuan Thanh also said that, according to the latest statistics of the Ministry of Information and Communications, Binh Duong is in the top 7 provinces and cities directly under the Central Government with the most number of people installing Bluezone app.
In order for all people to be accessed to Bluezone app to support effectively the pandemic prevention and control, in the coming time, the Department of Information and Communications together with other departments, committees, branches, and localities will continue to strictly implement direction of the provincial People's Committee. BEGIC - Provincial People's Committee issued a document on the implementation of Notice No. 272/TB-VPCP dated August 3, 2020 of the Government Office on the conclusion of Prime Minister Nguyen Xuan Phuc at the meeting of Standing Government on Covid-19 pandemic prevention and control.
Accordingly, the Provincial People's Committee requests Directors of Departments, Branches, Chairmen of People's Committees of districts, towns and cities based on Notice No. 272/TB-VPCP dated August 3, 2020 of the Government Office on the conclusion of Prime Minister Nguyen Xuan Phuc at the meeting of Standing Government on Covid-19 pandemic prevention and control, the directing documents of the Central and the actual situation of the locality in implementing the Covid-19 pandemic prevention and control in the past time to urgently organize the implementation accordingly and effectively. At the same time not to be subjective, not to let the pandemic outbreak; urgently review pandemic prevention and control plans of agencies, units and localities to work out solutions to effectively meet pandemic prevention and control requirements in the new situation.

BEGIC - Bluezone app was launched by Ministry of Information and Communications, Ministry of Health on April 18, 2020. The app that uses Bluetooth Low Energy technology, Bluezone warns if users had close contact with people infected with Covid-19, helping to reduce the risk of spreading the pandemic in the community.
When users install Bluezone, if there is an infection, users only need to go to the app to know immediately whether or not they have been in contact with this person.
Smartphones installed with Bluezone can communicate with each other within a distance of 2m, recognizing close contact. If F0 appears from data entered by a competent authority, the system will send to all Smartphones in the Bluezone community. At that time, the contact history with F0 will be compared by Bluezone on the smartphones to analyze and compare. If there is a match, the app will immediately warn users of the risk of Covid-19 infection. Bluezone can also help warn people of F2 group (close contact with F1).
Bluezone has 05 important characteristics. Firstly, data security: The app only stores data on users' smartphones, not transferring it to the system. Only when users become F0 do they need to share this data with authorities. Second, no data collection about the location of the users. Third, anonymity: People join the community anonymously with others; only authorized Health agencies can know those infected and suspected by close contact with people infected with Covid-19. Fourth, transparency: The project is opened source code under GPL 3.0 copyright; users of countries all over the world are free to learn about system activity at source code, free to use, research, modify and share. Fifth, no battery drain: Bluezone uses Bluetooth Low Energy technology so it is possible to turn on Bluetooth all day but use only about 10% of the battery.

BEGIC - On the afternoon of August 3, at the Administrative Center of Binh Duong province, the provincial People's Committee held its regular Session in July 2020 to assess the socio-economic, security - defense situation in the province in July. Mr. Tran Thanh Liem - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the Session.

In July 2020, the situation of Covid-19 pandemic in the world and in the country continued to be complicated and unpredictable; socio-economic activities that were starting to recover were likely to continue being affected by the pandemic again in some localities in the country. In the month, the province's Index of Industrial Production (IIP) increased by 9.4% over the previous month, accumulated 7 months of IIP increased by 6.1% over the same period in 2019. Export turnover was estimated at USD 2 billion 613 million, up 18.2% over the previous month, accumulated 7 months reached USD 14 billion 221 million, up 0.6% over the same period. Trade surplus maintenance reached nearly USD 3 billion. Total retail sales of goods and services revenue increased by 0.8% over the previous month, accumulated 7 months increased by 10% over the same period, estimated at VND 144,000 billion. The average consumer price index in 7 months increased by 3.38% over the same period. Agricultural production was stable.
By July 15, 2020, domestic investment attraction was nearly VND 7,500 billion of domestic investment capital and USD 236 million of foreign investment capital; accumulated 7 months attracted VND 33,185 billion of domestic investment capital (up 0.7% compared to the same period) and USD 1 billion 089 million of foreign investment capital (reached 77.8% of the plan in 2020). Estimated new budget revenue reached VND 3,500 billion; accumulated 7 months of revenue reached VND 33,300 billion, as 87% over the same period, reaching 54% of the provincial People's Council's estimate. The total disbursement value of public investment capital in 7 months was VND 2,701 billion, achieving 20.1% of the plan, decreasing over the same period.
Social security was ensured; the province supported VND 70.6 billion for some people who were in difficulties due to Covid-19 pandemic and created jobs for 20,400 employees.
The Session focused on discussing measures to prevent and control Covid-19 pandemic before the situation of pandemic reappeared in some localities in the country. According to the Director of Binh Duong Department of Health Luc Duy Lac, up to now, the province has noted 3,674 cases of going to/from Da Nang, Quang Nam and Quang Ngai. Among these, 3,652 cases are quarantining at home, place of residence and 22 cases in concentrated quarantine. Currently, Binh Duong has not detected cases of Covid-19.

BEGIC - Binh Duong Department of Health issued the Official Letter on the medical isolation plan for foreigners of companies in the province.
Accordingly, for people from abroad, returning to Binh Duong from Tan Son Nhat airport, Military Region 7 will coordinate each flight for medical isolation concentrated in provinces and cities: Ho Chi Minh City, Binh Duong, Ba Ria - Vung Tau, Dong Nai. Military Region 7 will notify Binh Duong Military Command 2-3 days in advance before dispatching people on a flight to Tan Son Nhat airport for medical isolation in Binh Duong province. During this time, Binh Duong province will coordinate and mobilize relevant departments, agencies and branches to arrange medical isolation for the prescribed subjects. in medical quarantine at Thuan An Health Center (taking test sample for 01 case
due to signs of fever), 01 case was quarantined to monitor health at home (in
Phu Loi Ward, Thu Dau Mot City) and was sampled for test due to going to Da
Nang C Hospital. The result was negative.
On the afternoon of July 29, 2020, 03 cases returning
from Da Nang were detected and sampled, including: 01 person in Thu Dau Mot
City and 02 people in Da An City, are waiting for the results.
BEGIC - Implementing the direction of the Ministry of Transport on strengthening measures to prevent and control Covid-19 pandemic on passenger transport vehicles; direction of the Binh Duong provincial People's Committee on implementing Notice no. 253/TB-VPCP dated July 25, 2020 of the Government Office, the Department of Transport announces the organization of passenger transport in Binh Duong province.
Accordingly, stopping the transport activities of inter-provincial fixed passenger transport routes, the transport activities of contract vehicles, travel vehicles to/from and in Da Nang city. Case of transport activities, which do not go through Da Nang city, still operate normally.

The Department of Transport shall base on the guidance of the Ministry of Transport in Official Dispatch No.3864/BGTVT-VT of April 22, 2020 on the implementation of the Prime Minister's direction at the Government's Standing Committee on Covid-19prevention and control on April 22, 2020 to organize the implementation accordingly.
The Provincial Public Security shall assume the prime responsibility and coordinate with the concerned units in strengthening the patrol and supervision work and continue promoting the crackdown on criminals to ensure national defense, social order and safety in the province (promptly prevent and strictly handle cases of illegal racing, gathering people causing disorder in public places etc.).

Total retail sales of goods and services in the first quarter of 2020 increased by 11.65% over the same period but the growth rate was 3% lower than the increase of the first quarter of 2019. Export turnovers in the first quarter of 2020 is estimated at USD $5,839 million, up 3.6% over the same period, lower than 9.8% compared to the growth of the first quarter of 2019. Import turnover in the first quarter of 2020 is estimated at USD $ 4,200.1 million, up 4.3% over the same period, 1% lower than the growth rate of the first quarter of 2019.

"Large Korean businesses in Binh Duong and Kumho Company also have policies to support workers and efforts to overcome difficulties in the current disease situation. But for small and medium-sized enterprises, we hope that Binh Duong province has policies on tax reduction and social insurance to support workers during the pandemic" - Mr. Cho Gyu Sik said.

In that spirit, the Provincial People's Committee issued an Action Plan to remove difficulties for production and business, ensuring social security to respond to Covid-19 to promote production and business activities, to offset and minimize losses caused by Covid-19 pandemic.
The provincial People's Committee requested the Department of Finance to timely advice and implement measures and policies of the Central Government and the Ministry of Finance to promulgate in support of enterprises, especially policies on tax and fee exemption and reduction; at the same time, advising on the plan to reduce fees and charges within the provincial authority in order to remove difficulties for those affected by Covid-19 pandemic.
The State Bank of Binh Duong province has asked credit institutions to monitor the business and production situation of businesses, citizens and borrowers affected by the Covid-19 pandemic. Since then, timely apply measures to support and appropriately remove difficulties such as restructuring the repayment term, considering exemption and reduction of interest, keeping the debt group, reducing fees etc., in accordance with the direction of the Government, the State Bank of Viet Nam. Currently, commercial banks in the province are reviewing, planning to extend debt, reduce loan interest rates for cases affected by pandemic.
The Provincial Social Insurance shall cooperate with the relevant agencies to guide the implementation of the suspension of payment of social insurance premiums for enterprises affected by Covid-19 pandemic and excluding the interest on late payment of fines. The Tax Department and the Customs Department shall consider not organizing periodic inspections in 2020 for enterprises showing no signs of violation so that enterprises can concentrate on solving difficulties and maintain operations etc.
Department of Industry and Trade shall take the lead in coordinating to review the situation, the demand for input materials, propose solutions to diversify and ensure sufficient supply for production activities in the province. According to Mr. Nguyen Thanh Toan - Director of Department of Industry and Trade, the Department will continue to monitor and forecast the needs of domestic and international markets to take measures to ensure raw materials for business production and plans to organize production, distribution, circulation and supply of goods to meet consumer demand. In addition to strengthening the domestic market, supporting to remove difficulties for retail activities, the Department continues to improve the effectiveness of trade promotion, diversify import and export markets and find new markets; prepare necessary conditions, actively deploy plans and solutions to export goods to the EU market after the Vietnam-EU Free Trade Agreement (EVFTA) takes effect (from mid-2020).
In parallel, the Department of Information and Communications shall instruct the media to timely provide official, public, transparent and objective information on the results of the Covid19prevention and control to stabilize psychology, consolidate trust, create social consensus, which contributing to fighting off pandemic and promoting the province's socio-economic development.
