Participants attended 03 online meeting rooms of the province and online bridges in districts, towns and cities, ensuring the regulations on prevention and control of Covid-19 disease.

​BEGIC - On the morning of May 5, at Hoa Lu Border Gate (Binh Phuoc Province), Binh Duong province's leadership delegation was led by Mr. Tran Thanh Liem - Deputy Secretary of the Provincial Party Committee and Chairman of Binh Duong People's Committee presented gifts to the authorities and people of Kratie Province (Cambodia) including cash and medical equipment to support the disease prevention and control. 

Welcoming and working with the delegation were Mr. Va Thon - Governor of Kratie Province and other local departments, agencies.

The total value of support for Kratie Province is over VND 1.1 billion, of which, cash is USD 30,000 and medical supplies and equipment include: 2,000 protective suits; 7,500 cloth masks; 12,500 medical masks; nearly 600 liters of hand sanitizer; 50,000 medical gloves; 225 kg Chloramine.

On behalf of the leaders of Binh Duong province, Mr. Tran Thanh Liem was delighted to share the achievements in the Covid-19 disease prevention and control in Binh Duong province. To date, thanks to the strict implementation of isolation measures, Binh Duong province has not been positive for any case of Covid-19. Currently, Binh Duong province is reducing social isolation, mobilizing resources to focus on supporting people and policy beneficiaries to soon stabilize their lives; at the same time deploy solutions to support businesses to restore production and business activities. Mr. Tran Thanh Liem emphasized that through the grant of support, Party Committee, authorities and people of Binh Duong province wish to share with Kratie authorities and people to improve the effectiveness of the disease prevention and control so that the people of the two countries can soon restore trade and stabilize their lives.

Mr. Va Thon – Governor of Kratie Province said that Kratie has not recorded any positive cases with Covid-19. On behalf of Kratie provincial government and people, he thanked the noble hearts and gestures of the government and people of Binh Duong Province for the interest and support in the disease prevention and control, at the same time, he believed that with these supports, the locality will better promote the effectiveness of disease prevention and control in the coming time, contributing to stabilizing the lives of people in Kratie province.

On the morning of the same day, at Moc Bai Border Gate (Tay Ninh Province), Mr. Dang Minh Hung - Vice Chairman of Binh Duong People's Committee presented the gift of Binh Duong province support to Kandal province (Cambodia). Also attending the gift presentation were Mr. Nguyen Huynh Dinh - Vice Chairman of Vietnam Fatherland Front Committee of Binh Duong Province and Senior Lieutenant Colonel Dinh Trong Co - Deputy Commander of Military Command of Binh Duong Province.

On the Kandal side, there were Mr. Ney Cha Ray - Deputy Governor of Kandal Province and some leaders of the provincial authorities.

At the meeting, Mr. Dang Minh Hung - Vice Chairman of Binh Duong People's Committee graciously visited the situation of Covid 19 prevention and control in Kandal province; at the same time, awarded to the Kandal provincial government and people: 25,000 medical masks, 15,000 cloth masks and many other medical equipment, and USD 30,000 in cash. These were gifts that the Party Committee, authorities and people of Binh Duong province shared difficulties and join hands with the government and people of Kandal province to prevent and control the current Covid 19 disease.

Mr. Ney Cha Ray - Deputy Governor of Kandal Province thanked the leaders of Binh Duong Province and affirmed that this gifting of Binh Duong is very practical with the prevention and control of the current Covid -19 pandemic in Kandal Province. Thereby, contributing to strengthening the solidarity and long-term attachment between Kandal and Binh Duong provinces.

On this occasion, Mr. Dang Minh Hung - Vice Chairman of Binh Duong People's Committee also presented the support of Binh Duong province of USD 10,000 to the Khmer - Vietnam Association in Cambodia to prevent and control Covid-19. Mr. Lai Xuan Chien – Ambassador, Deputy Head of the Representative Office of Embassy of Vietnam in Cambodia received the gifts.

BEGIC - ​Following the direction of the Ministry of Transport and the People's Committee of Binh Duong province, the Department of Transport of Binh Duong province announces the organization of passenger transportation in Binh Duong province from 00:00 on April 23, 2020 until there are is direction.

Accordingly, passenger transport by bus: Permitted to operate up to 50% of the trips according to the approved chart. Passenger transportation by fixed routes: Up to 30% of charted routes are permitted for routes connecting to a province/city in risk group and up to 50% of the charted routes for a low-risk group (at least 01 trip/ route). Passenger transport by contract car or passenger car: Only operate up to 50% of the total number of vehicles of the transport business unit. Passenger transport by taxi: Permitted to operate and strictly comply with the provisions of Official Dispatch No.3837/BGTVT-BCD of April 22, 2020 of the Ministry of Transport on the guidance on Covid-19 disease prevention and control for taxi drivers.

In case of going to the provinces and cities under the risk group that are only allowed when transporting emergency patients, accidents, maternity etc.

Transporting passengers across the river: Permitted to operate in service of transporting passengers up to 01 trip/route/day; for 03 cross-river passenger wharves: Ba Mieu ferry, Hieu Liem ferry and Bach Dang ferry terminal continue to comply with Document 1230/TB-SGTVT dated April 7, 2020 of Binh Duong Department of Transport. During the trips, if passenger presents with fever, cough, shortness of breath, it is necessary to inform the service staff, call the Department of Health or the Ministry of Health's hotline (phone number: 1900 3228 or 1900 9095) and visit the nearest health facility for timely advice and treatment.

Attending were Mr. Dang Minh Hung - Vice Chairman of the Provincial People's Committee. Participants attended 03 online meeting rooms of the province and online bridges in districts, towns and cities, ensuring the regulations on prevention and control of Covid-19 disease.

According to the report, up to now, Binh Duong has not recorded any cases of Covid-19 infection and basically completed the concentrated isolation work at the provincial level, leaving only 11 cases isolated at home and residence. The Health sector has completed a plan to procure medical equipment for Covid-19 treatment according to the guidance of the Ministry of Health under an initiative and prevention plan on the basis of efficiency and savings, with an estimated budget of nearly VND 90 billion for 2 periods in May 2020 and in case of emergency.

The Steering Committee sets out the following tasks and solutions: Well implement the management of each residential area, organize investigation, epidemiological surveillance and early detection of risk sources; pay special attention to cases related to flights from disease areas to Viet Nam which stay in Binh Duong province; strictly apply isolation measures. At the same time, maintain and operate the isolation areas of routes; Ensure 4,000 beds are always in a position ready to receive objects into isolation. Treatment facilities from provincial to local levels continue to implement regulations on prevention and control of pandemic; at the same time, to improve the capacity of medical examination and treatment, and establishing satellite hospitals with higher-level hospitals such as Hospital for Tropical Disease of Ho Chi Minh City, Cho Ray Hospital, Children's Hospital 1, Children's Hospital 2; applying technology in examination, consultation and treatment. Continuing to well perform the home health examination and counseling, limiting health facilities to common diseases. Improve the efficiency of dealing with public services, online public services, reduce administrative procedures, work online, apply technology in solving jobs.

At the conference, representatives of departments and agencies at bridge points presented the implementation of the Prime Minister's Resolution 42/NQ-CP on supporting to those affected by Covid-19 pandemic. The representative of the Department of Education and Training said that he is focusing on preparing facilities and conditions to ensure that students return to school, if nothing changes, it is expected that on May 4th students can go back to school. Previously, to ensure the good performance of the task of receiving and quarantining the reception according to the norms of the Military Region, 8/9 districts and towns had recruited schools and dormitories as the concentrated isolation areas and currently, localities are coordinating surveys and reorganizing new locations to ensure facilities for students returning to school.

 Commenting on the long-lasting disease situation, Mr. Tran Thanh Liem - Deputy Secretary of the Provincial Party Committee, Chairman of the provincial People's Committee said that in the coming time, we have to accept living with the disease, but it is necessary to have strict measures to ensure a safe living in all areas: Safe schooling, safe transportation, safe workplace activities, safe production, safe medical examination and treatment, etc.

 Chairman of the provincial People's Committee noted that, despite the easing of social gap, the units, departments, localities were absolutely not negligent and subjective. This is also a favorable opportunity for the province to focus on promoting economic growth; remove difficulties for production, implement measures to ensure social security. At the same time, continue to prepare to cope with situations in disease prevention, purchase medical supplies, medical equipment for prevention and control of pandemic. Regarding the implementation of Resolution No. 42/NQ-CP of the Prime Minister, the Chairman assigned departments and branches to continue studying to have a specific application plan for each subject, the review needs to promote the role and responsibility of grassroots cadres, the implementation must ensure the right people, openness, transparency and accuracy so as not to take advantage of policies for self-seeking purposes.​

BEGIC - ​The Provincial People's Committee issued an Express Dispatch on strengthening the Covid-19 prevention and control in the new situation. This Official Dispatch replaces the Dispatch No. 1972/UBND-VX dated April 23, 2020 of the Provincial People's Committee.​

Agencies, units and localities in the province continue to organize and arrange cadres, civil servants, officials and employees to work at state agencies in the situation of pandemic in accordance with the spirit of Official Dispatch No.1430/UBND-NC dated March 27, 2020 of the Chairman of the Provincial People's Committee, until there is a new direction.

Heads of the party committees and local authorities shall base themselves on the practical situation of their locality to continue to organize the Party Congress at all levels and important political events in the province in the spirit of Official Dispatch No. 2916-CV/TU of April 22, 2020 of the Provincial Party Committee.

All levels and branches must not be subjective and neglect in the disease prevention and control; continue to enhance the propaganda and information to each people with specific, practical, appropriate and effective content so that people always uphold the initiative and sense of responsibility among the people in order to realize implement measures to prevent and protect ourselves and the community, especially encouraging people to participate in using the application, voluntarily making NCOVI public health reports and reporting information related to disease on software under the direction of competent agencies (at https://ncovi.vnpt.vn or https://moh.ncovi.vn), at the same time actively support the functional forces to fulfill their assigned tasks. Besides, it is necessary to regularly strengthen the inspection and supervision of the observance of these regulations and strictly handle cases of non-compliance, violations, misrepresentation and untrue news; At the same time, do not overly impose administrative management measures, which restricting essential activities related to people and inhibiting the local socio-economic activities.

The Department of Education and Training shall coordinate with the Department of Labor, Invalids and Social Affairs, the People's Committees of districts, towns and cities and relevant units based on the directions of the Central Government, the situation of Covid-19 disease in order to decide to allow students in the province to go back to school from May 4, 2020; continue to enhance the application of information technology in direction, administration, teaching and learning; at the same time, properly guide the conditions to ensure the safety of students returning to school and handle ca​ses of suspected Covid-19 in schools in Official Dispatch No.1398/BGDĐT-GDTC of April 23, 2020 of Ministry of Education and Training.

The Department of Transport shall base on the guidance of the Ministry of Transport in Official Dispatch No.3864/BGTVT-VT of April 22, 2020 on the implementation of the Prime Minister's direction at the Government's Standing Committee on Covid-19prevention and control on April 22, 2020 to organize the implementation accordingly.

The Provincial Public Security shall assume the prime responsibility and coordinate with the concerned units in strengthening the patrol and supervision work and continue promoting the crackdown on criminals to ensure national defense, social order and safety in the province (promptly prevent and strictly handle cases of illegal racing, gathering people causing disorder in public places etc.).

The Department of Health shall take the initiative in coordinating with the concerned departments to continue perfecting the disease prevention plans and scenarios at all levels to suit the new situation; urgently coordinate relevant units to purchase equipment, medicines, medical supplies etc. and prepare human resources to serve the Covid-19 prevention and control in a timely manner; suitable and feasible with each local level; direct facilities to be prepared for treatment of Covid-19 disease and prepare additional hospitals in case an disease occurs at a higher level.

The Provincial Military Command shall assume the prime responsibility and coordinate with the Health Services and the People's Committees of the districts, towns and cities in reviewing and selecting material facilities in the locality to formulate plans to establish a concentrated isolation area to suit the new situation and meet the targets assigned by the Military Region 7 Command to quarantine suspected Covid-19 cases under the direction of the competent authorities; at the same time ensure all necessary conditions for the timely management and operation of this quarantine area according to regulations in an appropriate and effective manner.

​BEGIC - ​According to a report of Binh Duong Department of Health, up to 4pm on 23/4/2020, Binh Duong did not have positive cases for SARS-CoV-2.​

On April 23, 2020, a sample of one case in isolation is collected at Thuan An Medical Center. This is a case of traveling with a flight VN125 with BN22 from Da Nang to Ho Chi Minh City on 14/4/2020, this case was sampled for testing before the end of isolation as prescribed by the Ministry of Health.

The cumulative number of suspected cases up to now is 85, 84 are negative for SARS-CoV-2 virus and 1 case is waiting for the result.

Total number of isolated cases: 40 people. Total isolated cases of isolation are: 4,963 people.

​​The Covid-19 pandemic has a great impact on many industries

According to the evaluation of Binh Duong People's Committee, although the results of the province's socio-economic development goals in the first quarter of 2020 have still been good, however the Covid-19 pandemic has had a great impact on many sectors and fields. In general, the disease has disrupted the supply chain of many domestic and foreign products and goods; the domestic product consumption market plummeted; contracts for sale of goods with foreign countries were interrupted, thereby affecting the industrial production process of the province, especially the textile, footwear, electronics etc.

Estimated Industrial Production Index in the first quarter of 2020 increased by 6.14% over the same period in 2019, 1.02% lower than the 7.16% increase of the first quarter of 2019. Total retail sales of goods and services in the first quarter of 2020 increased by 11.65% over the same period but the growth rate was 3% lower than the increase of the first quarter of 2019. Export turnovers in the first quarter of 2020 is estimated at USD $5,839 million, up 3.6% over the same period, lower than 9.8% compared to the growth of the first quarter of 2019. Import turnover in the first quarter of 2020 is estimated at USD $ 4,200.1 million, up 4.3% over the same period, 1% lower than the growth rate of the first quarter of 2019.

Businesses that have signed contracts and prepared sources of raw materials to maintain production until May 4-5, 2020, so far been relatively stable. However, due to the lack of raw materials, the shortage of foreign experts, the recruitment of labor is also facing difficulties, some businesses have to operate under capacity and operate moderately. The report of the Department of Planning and Investment shows that domestic registered business capital, the province's foreign investment attraction decreased, by only 54% compared to the same period in 2019; The number of businesses having difficulties in dissolving has increased by 63%.

As a large company with 100% capital of Korea but from the beginning of the year until now, Kumho Tire Vietnam Co., Ltd. is suffering a strong impact due to Covid-19 pandemic. Currently the company has to maintain production in a state of reduced output because of the lack of raw materials imported from China, while ensuring the minimum wage for workers.

Mr. Cho Gyu Sik - Deputy General Director of Kumho Tire Vietnam Co., Ltd. wishes that the local government should take measures to support businesses to stabilize production, together to overcome the difficulties. "Large Korean businesses in Binh Duong and Kumho Company also have policies to support workers and efforts to overcome difficulties in the current disease situation. But for small and medium-sized enterprises, we hope that Binh Duong province has policies on tax reduction and social insurance to support workers during the pandemic" - Mr. Cho Gyu Sik said.


Many businesses face difficulties due to shortage of raw materials and labor

At the online conference assessing the socio-economic situation, security and order of the province during the Covid-19 pandemic, Mr. Tran Van Nam - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation emphasized: "This is a very difficult time for businesses, a time when we must ever show our solidarity, accompany with businesses, actively share and support to solve difficulties and obstacles for businesses. We must create truly favorable conditions of access to capital, credit, finance, taxes, trade, electronic payments; review, cut administrative procedures and costs for businesses; assisting enterprises in enjoying policies on tax, insurance and other matters as directed by the Government and ministries and branches".

In that spirit, the Provincial People's Committee issued an Action Plan to remove difficulties for production and business, ensuring social security to respond to Covid-19 to promote production and business activities, to offset and minimize losses caused by Covid-19 pandemic.

The provincial People's Committee requested the Department of Finance to timely advice and implement measures and policies of the Central Government and the Ministry of Finance to promulgate in support of enterprises, especially policies on tax and​ fee exemption and reduction; at the same time, advising on the plan to reduce fees and charges within the provincial authority in order to remove difficulties for those affected by Covid-19 pandemic.

The State Bank of Binh Duong province has asked credit institutions to monitor the business and production situation of businesses, citizens and borrowers affected by the Covid-19 pandemic. Since then, timely apply measures to support and appropriately remove difficulties such as restructuring the repayment term, considering exemption and reduction of interest, keeping the debt group, reducing fees etc., in accordance with the direction of the Government, the State Bank of Viet Nam. Currently, commercial banks in the province are reviewing, planning to extend debt, reduce loan interest rates for cases affected by pandemic.

The Provincial Social Insurance shall cooperate with the relevant agencies to guide the implementation of the suspension of payment of social insurance premiums for enterprises affected by Covid-19 pandemic and excluding the interest on late payment of fines. The Tax Department and the Customs Department shall consider not organizing periodic inspections in 2020 for enterprises showing no signs of violation so that enterprises can concentrate on solving difficulties and maintain operations etc.

Department of Industry and Trade shall take the lead in coordinating to review the situation, the demand for input materials, propose solutions to diversify and ensure sufficient supply for production activities in the province. According to Mr. Nguyen Thanh Toan - Director of Department of Industry and Trade, the Department will continue to monitor and forecast the needs of domestic and international markets to take measures to ensure raw materials for business production and plans to organize production, distribution, circulation and supply of goods to meet consumer demand. In addition to strengthening the domestic market, supporting to remove difficulties for retail activities, the Department continues to improve the effectiveness of trade promotion, diversify import and export markets and find new markets; prepare necessary conditions, actively deploy plans and solutions to export goods to the EU market after the Vietnam-EU Free Trade Agreement (EVFTA) takes effect (from mid-2020).

Binh Duong accompanies and supports businesses overcoming difficulties caused by the Covid-19 pandemic 

Department of Labor, War Invalids and Social Affairs shall give statistics on the situation of foreign workers returning to work; have appropriate plans to support labor training and support workers who are laid off, lose their jobs due to the effects of Covid-19 pandemic; report on the status and solutions for managing foreign workers working in Binh Duong, especially laborers coming from disease areas or moving through disease regions to have plans to support enterprises in finding alternative labor sources in case of labor and foreign experts shortage.

In parallel, the Department of Information and Communications shall instruct the media to timely provide official, public, transparent and objective information on the results of the Covid19prevention and control to stabilize psychology, consolidate trust, create social consensus, which contributing to fighting off pandemic and promoting the province's socio-economic development.​

BEGIC - On the afternoon of April 6th, the Korean Consulate General sent a dispatch to the Department of External Relations of Ho Chi Minh City about a Korean citizen after leaving Viet Nam on March 31 at Tan Son Nhat International Airport with the 1st test result of nose and throat samples was positive for Covid-19 on April 2 at Incheon Medical Station (Korea). After that, the above citizen had the 2nd and 3rd test results on April 3rd and 5th were negative. The final test result on April 6th was also negative for Covid-19 so the above citizen will be discharged soon.

The above case was identified as Mr. L.K.N. (Korean), entered Viet Nam from the end of January 2020 and worked at S.W.V Company mold room (Uyen Hung Ward, Tan Uyen Town). When Mr. L.K.N arriving in Korea, he is confirmed positive for Covid-19. After receiving notice from the Korean Consulate General and the Ho Chi Minh City Department of External Relations, Binh Duong province authorities have identified 46 people who have had close contact with Mr. L.K.N (including 7 Koreans: 3 people living in the company's dormitories and 4 people living in Ho Chi Minh City). All of the people in contact with Mr. L.K.N were placed in quarantine at the Provincial Military School and sampled to the Pasteur Institute for testing.

On the afternoon of April 6th, Binh Duong Department of Health received 39 negative results for Covid-19 from Pasteur Institute. Earlier, on April 5th, the test results of 4 cases in Ho Chi Minh City in close contact with Mr. L.K.N were also negative.

The Korean Consulate General requested the authorities to support to consider quitting the quarantine for 15 Korean citizens who have had direct and indirect contact with the above-mentioned citizen, who are being quarantined from April 4th.

a) Departments, committees, branches and People's Committees of districts, towns and cities shall urgently complete investment procedures and assign all plans of investment capital from the state budget in 2020; accelerate the implementation and disbursement of the remaining public investment plan for 2019 and 2020 (including ODA); focus on directing, soon completing and putting into use large and important infrastructure works, maximizing design capacity, socio-economic efficiency. Request departments, branches, and People's Committees of districts, towns and cities to regularly check and take measures to remove difficulties and obstacles to ensure the progress, volume and quality of works.

b) Department of Planning and Investment:

- Regularly check and evaluate the implementation of the public investment plan in 2020, promptly guide the removal of difficulties and obstacles to accelerate implementation, disbursement and ensuring disbursement of the remaining public investment capital in 2019 and planned capital in 2020.

- Lead and coordinate with relevant agencies to implement solutions to improve the business environment and attract domestic and foreign investment to make good use of development opportunities, especially catching opportunities to shift investment flows from other countries. Researching, innovating and improving marketing effectiveness; calling for investment through business dialogues. 

c) Department of Transport: Promptly support investors and districts, towns and cities to complete procedures and promote disbursement, implementing important transport projects, having spillover effects, creating motivation for socio-economic development of the province.

d) Departments, committees, branches and People's Committees of districts, towns and cities shall organize the good implementation of the OSS mechanism in resolving administrative procedures and strengthening innovation in how to solve administrative procedures through the implementation of online public services at levels 3 and 4; coordinating the effective implementation of the province's hotline 1022 in order to reduce conditions that cause difficulties and troubles for organizations and individuals; focusing all resources to create the most favorable and open conditions within the legal framework for all production, business, import and export activities of enterprises to timely assist in overcoming the damage caused by the epidemic during the epidemic occurrence, maintaining production and consumption, restoring and promoting production after the epidemic is over.

6. Focus on handling labor problems

Department of Labor - Invalids and Social Affairs shall continue to collect statistics of foreign workers returning to work. Assume the prime responsibility and coordinate with the concerned agencies in advising the provincial People's Committee to urgently focus on handling and resolving labor and employment problems in enterprises; take measures to diversify forms of propaganda and solutions to motivate employees' morale; work out appropriate plans to support labor training and support workers who are laid off or lose their jobs due to the effects of COVID-19 epidemic; report on the status and solutions for managing foreign workers working in Binh Duong, especially workers from epidemic regions or moving through epidemic regions; have plans to support businesses to find alternative labor sources in case of labor and foreign experts shortage.

7. Promoting communication information

Department of Information and Communications, Department of Culture, Sports and Tourism shall coordinate with relevant agencies to direct media agencies to timely provide official, public, transparent and objective information on the results of COVID-19 prevention and control in Viet Nam to stabilize psychology, consolidate trust and create social consensus; promote the propagation of solutions of the Government, ministries, branches and localities in proactive, synchronous and drastically preventing and coping with the evolution of epidemics and focus on removing difficulties, promoting production and business, ensuring social security, health and life of the people.

BEGIC - According to a report of Binh Duong Department of Health, up to 16:00 on 31/3/2020, Binh Duong has not had any cases of COVID-19.

Since the beginning of the epidemic, up to now, Binh Duong has had 32 suspected cases and tested samples, resulting in 32 negative cases with SARS-CoV-2.

Number of normal health cases in isolation is monitored: 293 cases, including 53 cases are being isolated in the Provincial Isolation Area.

(BEGIC) - According to the report of Binh Duong Department of Health, as of 17:00 on 30/3/2020, 06 suspected cases of contact with BN159 were sampled and sent to the Pasteur Institute of Ho Chi Minh City for testing that had negative results with SARS-CoV-2.


Since the beginning of the outbreak, Binh Duong has not recorded any cases of COVID-19; There were 32 suspected cases and laboratory sampling, resulting in 32 negative cases with SARS-CoV-2.

Number of normal health cases in isolation is monitored: 408 cases, including 53 cases are being quarantined in the Provincial Isolation Area.

Number of people stopped quarantining (full 14 days): 4.277 cases.
