Removing bottlenecks and barriers to accelerate development At the working session, leaders of the 03 provinces of Binh Duong, Dong Nai, and Tien Giang presented difficulties and obstacles, and proposed that the Government and ministries remove bottlenecks, clear obstacles, and create growth momentum for the localities and the region. Mr. Bui Minh Tri - Vice Chairman of Binh Duong Provincial People's Committee said that during the implementation of the Central Conclusions, the Politburo, Government Resolutions, and the Prime Minister's directions, there are still many difficulties such as: The legal corridor framework system still limits the authority of the localities, investment resources for the province's socio-economic infrastructure are limited because Binh Duong is one of 18 provinces and cities with a relatively low percentage of local budget regulation compared to the province's actual development needs... In addition, the implementation of models applying high economic efficiency science and technology to production and business activities is still limited and not widespread. 

Representatives from ministries and sectors respond to the recommendations of local authorities. To address the aforementioned issues, Binh Duong Province proposes that the Government review and consider issuing specific mechanisms, creating "green corridors" within these mechanisms, to enable localities to capitalize on existing opportunities and promptly pursue the clear goals and orientations set forth by the Politburo in Conclusion No. 123-KL/TW and Government Resolution No. 25/NQ-CP regarding growth targets for industries, sectors, and localities, ensuring the national growth target of 8% or higher in 2025. Additionally, it is necessary to adjust the budget allocation ratio for Binh Duong Province to exceed 40%, and to increase investment in provinces within the Region in general and Binh Duong in particular, especially in transportation infrastructure, healthcare, education, and human resource training. Furthermore, mechanisms and resources should be supplemented to support businesses and investors in relocating and repurposing existing industrial parks and clusters in the southern districts of the province to the northern districts, creating new spaces for development. The Government is also urged to finalize the policy framework for encouraging social investment. In response to Binh Duong's proposal regarding the complex and prolonged procedures for investment, construction, and sale of social housing, where social housing projects are exempt from land use fees but still required to undergo land use fee calculation procedures for exemption, a representative from the Ministry of Construction stated that a detailed report has been submitted. The pilot resolution includes provisions that simplify procedures compared to the time-consuming procedures for typical investment and construction projects. This pilot plan also anticipates integrating and streamlining several procedures. The Ministry of Construction has compiled feedback from localities to develop the Resolution. The Ministry will propose six policy mechanisms to simplify social housing investment procedures, which are expected to be approved by the National Assembly in the near future.

The investment scale is 8 expressway lanes with parallel roads on both sides and corridors for planting trees and arranging technical infrastructure works.
Mr. Tran Hung Viet - Director of the Provincial Transport Construction Investment Project Management Board, reports to the provincial leadership on the progress of package XL1, which is the construction of the Tan Van intersection. The XL1 construction package for the Tan Van interchange has a length of 2.4km, including 22 branch lines and 8 overpasses. The construction unit has deployed 17 construction teams, 90 pieces of machinery and equipment, and over 250 personnel working on site. To date, the site clearance progress has reached 99%, with the total construction output reaching nearly 20%. The construction unit continues to coordinate with local authorities and households to acquire the remaining land and is accelerating the construction progress. Technical infrastructure relocation is expected to be completed in April and early May 2025.
The XL1 construction package for the Tan Van intersection is currently being implemented. Reporting to the delegation, Mr. Tran Hung Viet, Director of the Provincial Transport Construction Investment Project Management Board, stated that the construction package for the Binh Chuan intersection and the joining of the Binh Goi bridge from Thuan An City (Binh Duong Province) across Cu Chi District (Ho Chi Minh City) are expected to be completed by September 2025, with the bridge joining scheduled for April 30th of this year. By December 2025, the project aims to achieve approximately 80% completion, focusing on the main expressway route. As of now, 76.5 hectares of land have been handed over for the implementation of the construction packages, reaching 95.7%. The determination is to complete 100% of the site clearance in March 2025 to allow the construction units to carry out the project packages as planned.

An Binh Station includes a hub station planned for approximately 173 hectares, along with TOD development areas, which are oriented to become an integrated railway industry development zone, inland port commercial areas, automobile mechanical trade and service centers, bonded warehouse service centers, and more. It is expected that by 2050, An Binh Station will handle approximately over 24 million tons of cargo and 25 million passengers.

Binh Duong Province has adjusted the planning to 190 hectares from the public land fund due to the expired land lease of Song Than Industrial Park. This orientation has been integrated into the planning of Binh Duong Province and updated into the planning of railway station routes in the region. It is expected to have full features to connect the region. 
Provincial Party Secretary Nguyen Van Loi speaks at the working session at An Binh Station. Speaking at the working session, Mr. Nguyen Van Loi – Secretary of the Provincial Party Committee emphasized that Binh Duong is the first locality in the country assigned by the Government to research and invest in a free trade zone. Therefore, road and railway routes must connect to the free trade zone to create new development momentum. In particular, An Binh station, with its special role and position, needs to be oriented to develop as a "wholesale market" for the province's production activities and the southern region - where there is a system of warehouses, freight forwarding, and cargo transshipment for railway routes and international intermodal transport functions. The Provincial Party Secretary noted that Di An City is oriented to develop as a science and technology, commercial service, civilized, and modern urban area, a livable place. Therefore, the city must accelerate projects to achieve this goal. Regarding the An Binh station project, Di An City leaders need to focus on mobilizing people to carry out compensation and site clearance for the project. The consulting unit, in coordination with Becamex, should research a plan to connect the railway from An Binh Station to the province's future free trade zone. Thereby creating favorable conditions for the socio-economic development of the province and the region.

Mrs. Nguyen Thu Cuc, Chairwoman of Thu Dau Mot City People's Committee, presented a summary report on the General Planning of Thu Dau Mot City until 2045. The General Planning Scheme of Thu Dau Mot City until 2045 has identified 3 urban spatial zones: the Creative City, the Historic City, and the Ecological City, with open indicators such as population, mixed land area and residential land ratio, building height, construction density, underground space and basement areas, etc. These are also general guidelines to serve as the basis for implementing lower-level planning schemes. The adjustment of the General Planning of Di An City until 2045 defines regional and intra-regional transportation infrastructure, overpass planning, and elevated roads. The General Planning proposes 16 new urban development areas, 09 priority urban development areas towards urban embellishment, and 07 urban development areas towards urban reconstruction. The city's General Planning Scheme has identified and allocated approximately 513 hectares of urban public green space. The Binh Duong Industrial Park will be converted into urban, commercial, and service functions before 2030. In 2024, Binh Duong attracted over 2 billion USD in FDI, exceeding the set target and ranking second nationwide, only after Ho Chi Minh City. This is the result of a development strategy focused on green industrial parks and new-generation industries, laying the foundation for attracting quality investors in the fields of high technology, digital economy, and artificial intelligence. A prime example is the Lego Factory project of the Lego Group (Denmark), which is expected to open a new chapter in Binh Duong's FDI attraction and initiate a wave of greener and higher-quality investments from European enterprises into the province." The consulting unit presented the Pre-feasibility Study Report for Urban Railway Line No. 1 (Binh Duong New City – Suoi Tien, Ho Chi Minh City). Urban Railway Line No. 1 will traverse four cities: Tan Uyen, Thu Dau Mot, Thuan An, and Di An, featuring 19 stations and a Depot in Phu Chanh Ward, Tan Uyen City. The province's first metro line is technically designed as a double-track line with a gauge of 1,435 mm and a design speed of 120 km/h, with a total investment of approximately 64,370 billion VND. The project is expected to commence construction in 2027 and be completed for operation from 2031.

The intersection between the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway and the North Tan Uyen - Phu Giao - Bau Bang Arterial Road The Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project, within Binh Duong Province, has a total length of approximately 52km, planned with a scale of 06 expressway lanes and a design speed of 100 km/h. In phase 1, the project is invested in the form of a public-private partnership (PPP), with a scale of 04 expressway lanes, continuous emergency stopping lanes along the entire route, a roadbed width of 25.5m, a total investment of approximately 17,400 billion VND, including construction costs of over 8,833 billion VND, and a construction period of 36 months from the effective date of the contract; it is expected to be completed in 2027. This expressway connects from Ho Chi Minh City's Ring Road 3 to Chon Thanh town (Binh Phuoc province), creating a driving force for the development of the Southeast region, expanding urban and industrial space. When the Chon Thanh - Gia Nghia expressway is completed, it will continue to connect to the Central Highlands region, creating regional linkages, promoting socio-economic development, and ensuring national defense and security. The project also contributes to realizing the goal of 5,000 km of expressways set by the Party and Government in the 2021-2030 period.
Mr. Nguyen Van Loi – Secretary of the Provincial Party Committee inspectes the progress of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project Reporting to the Delegation on the project's progress, a representative of the Binh Duong Provincial Transportation Works Construction Investment Project Management Board stated that, to implement component project 1 for site clearance of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway section passing through Binh Duong Province, the land area to be acquired is 322 hectares; 1,411 individuals and organizations are affected, of which approximately 194 cases require resettlement. Currently, local authorities are compiling land acquisition dossiers, have completed the selection of land valuation consultants, and are conducting surveys, with the expected approval of land prices in March and April 2025. Coordination is underway with Phuoc Hoa Rubber Company to acquire land within the project's acquisition scope, amounting to over 81 hectares. 
The Provincial Party Secretary requests localities with the expressway passing through to expedite land recovery and handover of site clearance. Directing the acceleration of site clearance progress, Provincial Party Secretary Nguyen Van Loi proposed that the People's Committees of Phu Giao District, Bac Tan Uyen District, Bau Bang District, and Tan Uyen City direct relevant units to complete the approval of land compensation unit prices as soon as possible. He requested that the unit prices for the entire route be submitted by March 15th, and at the same time, accelerate the preparation of land recovery dossiers and handover of construction sites. Specifically, for Phu Giao District, where the project route spans 22.5km, the Secretary urged the district leaders to focus on quickly and efficiently completing site clearance, creating consensus among the people. The Provincial Party Secretary requested Phuoc Hoa Rubber Company to coordinate in completing site handover procedures and arranging resettlement for the people. He demanded that the new accommodation meet or exceed the quality of the old accommodation for the people. The construction of the Tan Van intersection is assesses as the most difficult and complex on the entire Ho Chi Minh City Ring Road 3. The representative from the Ho Chi Minh City Department of Transport stated that, upon review, the traffic volume data at the Tan Van intersection of the Ring Road 3 project remains unchanged compared to the time the investment policy for the Project was established. During the process of formulating and submitting the investment policy for approval, the scale was selected to match the forecasted traffic volume, transportation needs, relevant regulations, and standards, and was appraised by specialized agencies of the Ministry of Transport. Binh Duong Provincial People’s Committee approved the sub-project in accordance with the Project’s investment policy approved by the National Assembly. According to assessments by consulting units, by 2026, when the Ho Chi Minh City Ring Road 3, Ben Luc - Long Thanh Expressway, and Bien Hoa - Vung Tau Expressway are put into operation, traffic flow through the Tan Van Interchange will be redistributed, with a predicted decrease (especially in the direction from Dong Nai Bridge to Tan Van - My Phuoc). In the current phase, the investor and consultants should prioritize a thorough review of the project design documents, assess the level and scope of impact of the phased investment items that may cause difficulties when implementing the complete Tan Van Interchange construction phase, in order to organize appropriate design adjustments and address existing issues. (Bau Bang District) and Kumho Viet Nam Co., Ltd. (Ben Cat City) to offer encouragement and support, as well as to address any challenges and obstacles the companies may be facing in their operations. | At the visit and working session, Mr. Yeh Ming Yuh - General Director of Polytex Far Eastern Co., Ltd., stated that the company belongs to the Far Eastern Group, one of the world's top 500 enterprises. The company invested in building a factory in Bau Bang Industrial Park in 2015, specializing in the production of synthetic fibers, finished dyeing and weaving, and garment manufacturing with an initial investment of 274.2 million USD. Mr. Yeh Mig Yuh – General Director of Polytex Far Eastern Co., Ltd. speaks at the meeting. Mr. Yeh Ming Yuh expressed his gratitude to the PPC for facilitating the successful expansion of the company's second phase. In 2025, the company plans to expand its investment by an additional 700 million USD. Additionally, he requested the PPC to direct relevant departments and agencies to expedite the completion of environmental impact assessments, issue land titles for the worker dormitory, and construct a 110kV substation due to the company's machinery and equipment requiring a 110kV power supply.

The Vice Chairman of the PPC expressed his understanding of the company's difficulties, particularly regarding its electricity needs. He requested that relevant departments and agencies promptly address these issues to ensure the company's stable production and future development. Regarding matters beyond the province's authority, Mr. Bui Minh Thanh stated that the province will petition the central ministries and agencies to facilitate and remove obstacles to the sustainable development of the enterprise. At the same time, the province hopes that the company will continue to operate efficiently and contribute to the socio-economic development of the province.

Kumho Viet Nam Tire Co., Ltd. was established in My Phuoc 3 Industrial Park in 2007. The company specializes in manufacturing passenger cars and light truck tires with an initial investment of 308 million USD.

In 2025, the company is investing in the expansion of its production facilities phase 2 and phase 2 (expansion).
