Delegates attend the ceremony K-Home New City, scaling 26.69 hectares, is being developed as the first Singapore-standard residential project in Viet Nam, and the first EDGE green building standard social housing project in Binh Duong. According to the planning, K-Home New City will provide the market with approximately 3,310 products, including commercial townhouses, social housing for business, linked social housing, and high-rise apartments. Specialy, K-Home New City integrates a system of amenities comprising 10 parks and green spaces with a total area of over 71,000m2, an international-standard preschool and inter-level school spanning over 10,000m2, a commercial and culinary street, 2 swimming pools, a medical center, a clubhouse, an outdoor multi-purpose sports area, a BBQ area, a meditation area, etc. This amenity system can fully meet all the living needs of residents.

At the same time, the province has planned suitable land funds to establish high-quality universities to serve the human resource training needs of the entire region. In the near future, the province will review the planning of 1,500 hectares of land to develop general education, universities... The Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project, within Binh Duong Province, has a total length of approximately 52km, planned with a scale of 06 expressway lanes and a design speed of 100 km/h. In phase 1, the project is invested in the form of a public-private partnership (PPP), with a scale of 04 expressway lanes, continuous emergency stopping lanes along the entire route, a roadbed width of 25.5m, a total investment of approximately 17,400 billion VND, including construction costs of over 8,833 billion VND, and a construction period of 36 months from the effective date of the contract; it is expected to be completed in 2027. This expressway connects from Ho Chi Minh City's Ring Road 3 to Chon Thanh town (Binh Phuoc province), creating a driving force for the development of the Southeast region, expanding urban and industrial space. When the Chon Thanh - Gia Nghia expressway is completed, it will continue to connect to the Central Highlands region, creating regional linkages, promoting socio-economic development, and ensuring national defense and security. The project also contributes to realizing the goal of 5,000 km of expressways set by the Party and Government in the 2021-2030 period.

Reporting to the Delegation on the project's progress, a representative of the Binh Duong Provincial Transportation Works Construction Investment Project Management Board stated that, to implement component project 1 for site clearance of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway section passing through Binh Duong Province, the land area to be acquired is 322 hectares; 1,411 individuals and organizations are affected, of which approximately 194 cases require resettlement. The construction of the Tan Van intersection is assesses as the most difficult and complex on the entire Ho Chi Minh City Ring Road 3. The representative from the Ho Chi Minh City Department of Transport stated that, upon review, the traffic volume data at the Tan Van intersection of the Ring Road 3 project remains unchanged compared to the time the investment policy for the Project was established. During the process of formulating and submitting the investment policy for approval, the scale was selected to match the forecasted traffic volume, transportation needs, relevant regulations, and standards, and was appraised by specialized agencies of the Ministry of Transport. Binh Duong Provincial People’s Committee approved the sub-project in accordance with the Project’s investment policy approved by the National Assembly. According to assessments by consulting units, by 2026, when the Ho Chi Minh City Ring Road 3, Ben Luc - Long Thanh Expressway, and Bien Hoa - Vung Tau Expressway are put into operation, traffic flow through the Tan Van Interchange will be redistributed, with a predicted decrease (especially in the direction from Dong Nai Bridge to Tan Van - My Phuoc). In the current phase, the investor and consultants should prioritize a thorough review of the project design documents, assess the level and scope of impact of the phased investment items that may cause difficulties when implementing the complete Tan Van Interchange construction phase, in order to organize appropriate design adjustments and address existing issues. Mr. Vo Anh Tuan – Chief of the Office of the Provincial People's Committee, stated that the draft Resolution specifies the land rental exemption policy after the period of exemption during the basic construction phase, as regulated in Clause 2, Article 39 of Decree No. 103/2024/ND-CP of the Government, for the specified projects. Specifically: In the northern area (Dau Tieng, Bau Bang, Phu Giao, Bac Tan Uyen): land rental exemption for the entire lease period. In the southern area (Thu Dau Mot, Thuan An, Di An, Ben Cat, Tan Uyen): Land rental exemption for the entire lease period for projects such as schools offering multiple levels of education in partnership with foreign countries; environmental sector projects (excluding cremation facilities and incineration plants). For industries such as collection, treatment, recycling, and reuse of concentrated waste; hazardous waste treatment, co-treatment of hazardous waste; centralized domestic wastewater treatment systems with a designed capacity of 2,500 m³/day (24 hours) or more for urban areas of grade IV or higher; collection, transportation, and treatment of concentrated ordinary solid waste; production of gasoline, diesel fuel, and biofuels certified as conforming to standards; biomass coal; energy from wind, solar, tidal, geothermal, and other renewable energy sources: preferential policies as stipulated will not apply. Speaking at the meeting, Mr. Vo Van Minh - Chairman of the Provincial People's Committee stated that in 2024, the province's economy continued to grow impressively with a GRDP of 7.48% (higher than the 5.00% growth rate in 2023). Per capita GRDP reached 181.2 million VND, leading the country. Total import and export turnover reached over 60 billion USD, with a trade surplus of more than 10 billion USD. The Industrial Production Index (IIP) increased by 7.6% compared to 2023. The industrial structure is undergoing a significant transformation, shifting away from labor-intensive industries towards high-tech and creative industries.

With these positive results, Binh Duong is currently ranked 2nd in the country in attracting foreign direct investment, following Ho Chi Minh City and Ha Noi. As of January 2025, Binh Duong has attracted over 42.5 billion USD in foreign direct investment, with 4,429 projects from 65 countries and territories. In addition, the province has also focused on attracting domestic investment, with a total registered capital of 818.674 billion VND from 74,704 enterprises. Concluding the conference, the Chairman of the Provincial People's Committee, Mr. Vo Van Minh emphasized that to achieve double-digit growth, Binh Duong urgently needs the joint efforts and contributions of enterprises. Relevant agencies and departments will synthesize the enterprises' recommendations and advise the Provincial People's Committee on solutions to remove obstacles and create favorable conditions for businesses to develop in the future. Regarding the orientation of relocating enterprises, Chairman Vo Van Minh emphasized that this is a key political task that must be persistently implemented, ensuring consensus and serving the harmonious interests of workers, businesses, and the State. It is necessary to conduct surveys, assess the current situation, and organize consultations with experts, business owners, and workers to evaluate the feasibility of converting functions and relocating enterprises. A clear implementation plan and roadmap must be established, along with pilot projects to evaluate and learn lessons before scaling up. To prepare for relocation, the province has prepared land funds, built modern industrial parks and clusters in line with the provincial planning, and constructed housing for workers. The current land of enterprises after relocation will be used for the development of commerce and services. Notably, the province encourages but does not force enterprises to relocate, and specific relocation criteria have been defined. Not all enterprises outside industrial parks and clusters are required to relocate; only those that do not meet the criteria set by the province must relocate. The province is also investing in building a synchronous and modern transportation system connecting to industrial parks and clusters to create the best conditions for relocated enterprises. At the same time, there will be appropriate policies to encourage enterprises to relocate.

The Ho Chi Minh City – Thu Dau Mot – Chon Thanh expressway project, passing through Binh Duong province, has a total length of approximately 52km. It is designed with a six-lane configuration and a design speed of 100 km/h. In the first phase, the project will be implemented under a Public-Private Partnership (PPP) model. It will include a four-lane expressway with emergency lanes along the entire route, a roadbed width of 25.5 meters, and a total investment of approximately 17,400 billion VND, of which construction costs account for more than 8,833 billion VND. The project is expected to be completed within 36 months from the effective date of the contract, with an estimated completion date in 2027. This expressway connects Ho Chi Minh City's Ring Road 3 to Chon Thanh Town, Binh Phuoc Province, driving development in the Southeast region, and expanding urban and industrial areas. Upon completion of the Chon Thanh – Gia Nghia expressway, it will further connect to the Tây Nguyên region, facilitating regional connectivity, promoting socio-economic development, and ensuring national defense and security. The project also contributes to realizing the goal of 5,000 kilometers of expressways set by the Party and Government for the 2021-2030 period.

With the commencement of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project in Binh Duong Province, the Prime Minister requested Binh Duong Province to review all procedures to ensure transparency, prevent corruption, and recalculate the schedule, aiming to complete the project by September 2, 2026 (earlier than planned). The Prime Minister also emphasized the importance of ensuring quality, aesthetics, safety, and environmental protection, and called for thorough inspections, supervision, and resettlement support for affected residents, guaranteeing that their new living conditions are at least as good as their previous ones. Handing over the Decision on transfer and nomination of candidates: Ms. Nguyen Thanh Loan - Chief of Office of the Inspection Committee of the Provincial Party Committee ceased to participate in the Inspection Committee of the Provincial Party Committee for the 2020-2025 term and introduced her to hold the position of Vice Chairwomen of the Provincial Women's Union; Mr. Ho Phuong Nam - Chairman of the Ben Cat City Party Committee's Inspection Committee came to work at the Inspection Committee of the Provincial Party Committee and introduced him to participate in the Inspection Committee of the Provincial Party Committee for the 2020-2025 term; decision to transfer Mr. Bui Duc Trung - Member of the Inspection Committee of the Provincial Party Committee to cease being a member of the Inspection Committee of the Provincial Party Committee, appoint him to participate in the Executive Committee, the Standing Committee of the Ben Cat City Party Committee and introduce him to be elected as Chairman of the Ben Cat City Party Committee's Inspection Committee for the 2020-2025 term.

Speaking at the meeting, Provincial Party
Secretary Nguyen Van Loi acknowledged and commended the contributions of
retired comrades to the province's development. Regarding the comrades who have
been reassigned and appointed to new positions, the Secretary of the Provincial
Party Committee expressed his hope that they will have a clear understanding of
their new roles, responsibilities, and positions, quickly adapt to the work,
and effectively organize and direct the leadership of their superiors and coordinate
the activities of subordinates. He expressed his confidence that these comrades
will strive to fulfill their assigned political tasks, making significant
contributions to the socioeconomic development of the locality in the coming
time.
