Binh Duong: Accelerating progress on key roads connecting the region

PORTAL - On the morning of December 4, the provincial leadership delegation led by Mr. Nguyen Van Loi – Secretary of the Provincial Party Committee inspected and surveyed key traffic routes connecting the region that Binh Duong province is implementing including Road along the Saigon River, Ring Road 3 of Ho Chi Minh City passing through Binh Duong province and the project to upgrade and expand National Highway 13.

The Saigon Riverside Road will contribute to improving the riverbank landscape and beautifying the urban area.

The Saigon riverside road is important in exploiting the transportation and tourism of Binh Duong province, developing urban areas along the river, and contributing to urban renovation and embellishment. It is the main urban road contributing to minimizing traffic flow along the North-South axis for the Cach Mang Thang Tam route (DT.745), National Highway 13, My Phuoc—Tan Van Road, etc. It connects a number of bridges across the Saigon River and parallels Ho Chi Minh City's riverside road.

The basic alignment follows the bank of the Saigon River, passing through a number of projects such as An Son port cluster, Ba Lua port, An Tay port cluster, Ring Road 3, Ring Road 4, etc.

Basically, the entire route along the Saigon River through Binh Duong province has only been invested in building on some sections passing through Thuan An City and Thu Dau Mot City.


Mr. Nguyen Van Loi – Secretary of the Provincial Party Committee listened to reports from departments and localities on the Saigon Riverside Road project.

Mr. Tran Hung Viet - Director of the Provincial Traffic Construction Investment Project Management Board, reported that the road along the Saigon River in Thuan An City has a total length of about 13.6km, passing through wards like Vinh Phu, Lai Thieu, Binh Nham, An Son (of which the section from Binh Nham canal to Chau Van Tiep street is 1.68 km long in Binh Nham ward invested in construction with about 11.2 km remaining to be built). The existing infrastructure is the Saigon River embankment with an earthen and stone structure, a road surface width of 5m-6m, cleared area of 18m.

The section passing through Thu Dau Mot City is connected to the section in Thuan An City at Ba Lua Canal and ends at Ong Co bridge. The total length of 16.7km (including Nguyen Van Cu Street passing through Chanh My ward), passing through wards like Phu Tho, Chanh Nghia, Phu Cuong, Chanh My, Tuong Binh Hiep, and Tan An through the planning areas of Ba Lua port area, Phu Thinh villa area, Chanh My garden villa area, Chanh My ecological urban area, Tan An urban development area, etc. Of which, Bach Dang Street, Bach Dang extension and Nguyen Tri Phuong Street (section from Thu Ngu bridge to Thay Nang canal) have been invested in construction, the remaining sections on the route have not been invested in construction about 13.04km.

Efforts to ensure progress on Ring Road 3 and National Highway 13

Regarding the project to upgrade and expand National Highway 13, Mr. Nguyen Thanh Tam - Chairman of the People's Committee of Thuan An City said that the total length of the section through Thuan An City is about 12.7km, including 488 households, individuals, and 53 organizations within the clearance scope of the project. Up to now, Thuan An City People's Committee has approved compensation and support funds for 486 households, individuals, and 52 organizations with an amount of more than 2,750 billion VND (reaching 99%). There are 02 households, individuals, and 01 organization reviewing legal documents to approve compensation and support plans. The city has paid compensation and support, reaching 94% of the total approved amount.

Regarding the relocation of the power grid, Thuan An City has coordinated with the Land Fund Development Center, Becamex Company, and Electricity Authority to focus on handling power poles, premises, safety corridors, existing infrastructure, technical handling of customer stations, etc. Up to now, the section from Vinh Phu Welcome Gate to Ong Bo Bridge's four-way intersection has been installed with 55% of the new pole volume. The section from the Ong Bo bridge to the Huu Nghi intersection has only 98% of the pole volume. Relocation of medium and low voltage power grids reaches 96% of the volume, and relocation of telecommunications cables reaches 95%. It is expected to be completed in December 2024, and the relocation of the transformer station reaches 100% of the volume. The section from Tu Do intersection to Le Hong Phong four-way intersection has installed new poles reaching 100%, and the relocation of medium and low voltage grids reaches 100%; Relocation of transformer station reaches 85.7%; Relocation of telecommunications cables reaches 95% and expected to be completed in December 2024.​

Regarding the Ring Road 3 project, the total area of land reclaimed for the implementation of the project is about 79.91 hectares with 1,535 affected cases. To date, the total reclaimed area is about 77.08 hectares, reaching 96.4%. Compensation payment reached 94.9%, and site handover for bidding packages reached 83.2%.

Reporting to the provincial leaders, Mr. Vo Van Hong - Chairman of Di An City People's Committee said that the section passing through Di An City is bidding package XL1 (Tan Van intersection). There are 532 affected cases with a total area of land reclaimed is about 17.76 hectares. Di An City has urgently accelerated the progress of site clearance compensation, has recovered 100% of the land, and handed over 16.49 hectares of land, reaching 92.8% to deploy project construction.

Regarding construction work, according to Mr. Tran Hung Viet - Director of the Provincial Traffic Construction Investment Project Management Board, the construction units have implemented to ensure the progress of the signed contract. By December 2025, striving to complete about 80% of the project volume and complete the main expressway. In particular, 100% completion of packages XL2 (Binh Chuan intersection) and XL4 (Binh Goi bridge); 75% of package XL1 (Tan Van intersection), and 75% of package XL3 (section from Binh Chuan to Saigon River). However, the current situation of intermittent site handover, and difficulties in the source of sand materials for the foundation, etc. also affect the project construction progress.

Responding to the 500-day and night plan to complete the 3,000 km of expressway by 2025, Binh Duong province strives to speed up progress, complete the section from My Phuoc - Tan Van to National Highway 13 and overpasses, and try to open the entire route by June 2026.


Ring Road 3 is being urgently constructed.

Through a field survey on key roads connecting the region, Provincial Party Secretary Nguyen Van Loi requested Thuan An City to complete site clearance and relocation of the power grid before January 15, 2025, creating favorable conditions for the construction unit to accelerate the completion of the entire project. Striving to complete and inaugurate the project to upgrade and expand National Highway 13 on April 30, 2025.

Regarding the project to renovate and upgrade the Saigon River Road passing through Thuan An City, the Secretary of the Provincial Party Committee emphasized that this is an important project of the province in connecting the region, creating motivation and space for new development for the locality. Shortening travel time to Ho Chi Minh City contributes to attracting high-quality human resources. At the same time, it contributes to improving the riverbank landscape, preserving ecology, and preventing flooding. The Secretary requested departments to coordinate with Thuan An City to create capital from the auction of public land funds in the area along with capital from the provincial budget and some businesses to implement the project.

Regarding the Ho Chi Minh City Ring Road 3 project passing through Binh Duong province, the Secretary of the Provincial Party Committee requested localities, especially Thuan An City and Di An City, to continue to speed up compensation, land clearance work, and resettlement arrangements. Fully applying policies to ensure the rights of affected people. The Provincial Party Secretary also requested the contractor to work "three shifts, four crews" urgently and work through Tet to ensure project progress.
