Overview of the conference
In the first 6 months of 2024, with the spirit of "urgency and proactivity", along with the drastic direction and administration of the PPC, all sectors and levels have determined that the disbursement of public investment capital is a key political task, prioritizing resources to implement, focusing on removing difficulties, and problems, creating the most favorable conditions for investors.
Up to now, the PPC has allocated 100% of the capital plan for works and projects according to regulations, not allowing the situation of "capital waiting for works" to affect the efficiency of capital use.
As of June 27th, 2024, the disbursement value of the public investment plan of 2024 is 4,191 billion VND, reaching 27.4% of the capital plan assigned by the Prime Minister and 19.1% of the capital plan assigned by the Provincial People's Council. In which, the central budget disbursed 1,524 billion VND, reaching 47.9% of the plan; local budget capital disbursed 2,666 billion VND, reaching 14.2% of the plan.
The disbursement value of key projects is 2,819 billion VND, reaching 16.1% of the plan, lower than the provincial average.
Many investors have a disbursement rate of over 40%. Many investors are assigned large capital plans with disbursement rates to ensure progress.

However, according to the assessment, the province's disbursement rate has not met expectations so far, the amount of capital that has not been disbursed is quite large, concentrated in key works and projects. The causes of difficulties and obstacles are mainly related to the mechanisms and policies of the Law on Bidding, the Law on Public Investment; compensation and site clearance; coordination in solving difficulties and obstacles for investors.

Speaking at the meeting, Vice Chairman of the PPC Nguyen Van Danh said that the plan to put into use the key roads of Ring Road 3 and Ring Road 4 needs to be on schedule, not to affect the overall progress of the country. He suggested that departments, branches, and localities need to focus on removing obstacles in clearing compensation, especially related to the relocation of technical works.

Speaking at the conclusion of the conference, the Chairman of the PPC e Vo Van Minh assessed that up to now, the disbursement rate in 2024 is lower than in 2023. He suggested that departments, branches, and localities need to focus on key projects such as Ring Road 3; National Highway 13; Ho Chi Minh City Expressway; Ho Chi Minh City - Thu Dau Mot - Chon Thanh; Bach Dang 2 bridge; etc. The Chairman of the PPC requested the investor units to regularly inspect, supervise, and take strict measures to handle cases of prolonging the project implementation time due to the weak capacity of contractors or consultants.
