​PORTAL - On the morning of March 18, in Hanoi, the National Assembly (NA) Standing Committee held a Q&A Session at the 31st Session under the chair of NA Chairman Vuong Dinh Hue.

​The Session was attended by Mr. Tran Thanh Man - Permanent Vice Chairman of the NA; General To Lam - Member of the Politburo, Minister of Public Security; Members of the Party Central Committee, Members of the NA Standing Committee, and NA deputies working full-time and part-time at the Central Government; Members of the Party Central Committee, Ministers, Heads of branches and relevant agencies.

Presiding at the Binh Duong province bridge were NA delegates: Ms. Nguyen Thi Ngoc Xuan - Deputy Head of the Provincial NA Delegation; Mr. Nguyen Van Danh - Vice Chairman of the Provincial People's Committee; Mr. Nguyen Hoang Bao Tran - Vice Chairman of the Provincial Labor Confederation; Priest Nguyen Van Rien. There were also Ms. Nguyen Thi My Hang - Chairwoman of the Provincial Viet Nam Fatherland Front Committee; Ms. Nguyen Truong Nhat Phuong - Vice Chairman of the Provincial People's Council as well as leaders of provincial departments and branches.

 

Overview of the Q&A Session at the 31st Session of the NA Standing Committee.

The two groups of issues selected this time were in the fields of finance and diplomacy, in which diplomacy was the field chosen for questioning for the first time.

In his opening remarks, NA Chairman Vuong Dinh Hue affirmed that the selection of groups of issues to be questioned at this Session was carefully considered based on synthesizing information sources and proposals of NA Delegations, opinions of NA delegates, reviews on the scope of questioning at the 6th Session and NA sessions, NA Standing Committee sessions from the beginning of the term to the present. At the same time, it started from the practical situation, creating conditions for all Ministers to participate in answering questions. The NA Chairman requested NA delegates to ask clear and concise questions, debate frankly, and have highly constructive responsibilities according to regulations. He stated that during the questioning process, the chairman would invite some of the Government members to participate in explaining and clarifying the issue. At the end of the questioning session, the NA Standing Committee would issue a Resolution to serve as a basis for implementation and supervision…

 

Overview of the Q&A Session at Binh Duong bridge point.

In the morning session, under the direction of the Vice Chairman of the NA Nguyen Duc Hai, the NA Standing Committee questioned a group of issues in the financial sector with the main answering responsibility of Minister of Finance Ho Duc Phoc.

Issues raised include Management and supervision of insurance business activities and service activities in the field of Life Insurance business; Appraisal and licensing of operations of companies providing financial-related services; Implementation of laws on lottery, betting, casino, and prize-winning electronic games business activities; Customs procedures, Customs inspection and supervision; Prevent and fight against smuggling and illegal transportation of goods across borders; Price management and determination of prices of goods and services on the list of goods and services priced by the State.

Also participating in answering questions and explaining related issues were Deputy Prime Minister Le Minh Khai; Ministers of Planning and Investment, Industry and Trade, Public Security, and National Defense; and the Governor of the State Bank of Viet Nam.

 

Delegate Nguyen Hoang Bao Tran (Binh Duong Provincial NA Delegation) questions the Minister of Finance about personal income tax and value-added tax.

Participating in the Session, delegate Nguyen Hoang Bao Tran (Binh Duong Provincial NA Delegation) asked the Minister of Finance about the plan to increase the family deduction level when determining personal income tax (PIT). According to her, the family deduction of 11 million VND for an individual taxpayer and 4 million VND for a dependent when calculating personal income tax applied since July 1, 2020, is no longer appropriate in the context of an annual increase in the inflation index and difficult economic situation. In addition, she also questioned the direction of resolving value-added tax for goods that have completed on-site import and export customs procedures due to enterprises signing contracts with foreign organizations and individuals that have no presence in Viet Nam.

Responding to delegate Nguyen Hoang Bao Tran, the Minister of Finance shared feedback from people and the press about the family allowance being no longer appropriate due to rising prices. However, regarding the calculation of PIT and family deductions, the Ministry must comply with the provisions of the law. It must amend the PIT Law to change, and it is expected that the PIT Law will be amended in 2025. At that time, the Ministry will express its views and collect opinions from the people and agencies, then plan to present to the NA.

Responding to the issue of value-added tax (VAT) on imported goods according to Decree No. 90, the Minister of Finance said that businesses without foreign capital representatives in Viet Nam must go through Customs procedures. As for other businesses, regulations only apply to foreign traders who are not present in Viet Nam and have representatives in Viet Nam. Enterprises that do not have representatives in Viet Nam but contract with other business agencies in Viet Nam must still comply with the provisions of the Tax and Customs Law.

 

Delegate Nguyen Quang Huan (Binh Duong Provincial NA Delegation) questions at the meeting.

In the afternoon, under the direction of Vice Chairman of the NA Nguyen Khac Dinh, the NA Standing Committee questioned a group of issues in the field of diplomacy and the Minister of Foreign Affairs Bui Thanh Son was responsible for answering.

The group of issues raised for questioning includes The protection of Vietnamese citizens abroad; Law violations by Vietnamese citizens abroad and foreigners in Viet Nam; the Protection of the legitimate rights and interests of Vietnamese fishermen; the Current status of implementation of bilateral and multilateral agreements and solutions to promote the implementation of economic, trade and investment cooperation agreements; Supporting the expansion of export goods markets, helping Vietnamese businesses avoid fraud; Promotion of Vietnamese tourism to the world and visa exemption for citizens of other countries to enter Viet Nam to develop tourism; Management, arrangement, consolidation, improvement of qualifications and organizational capacity of the diplomatic apparatus (including Vietnamese representative agencies abroad); Solutions to strengthen the prevention and fight against corruption and negativity in diplomatic activities.

Also participating in answering questions and explaining related issues were Deputy Prime Minister Tran Luu Quang; Ministers of Public Security, National Defense, Justice, Agriculture and Rural Development, Industry and Trade, Planning and Investment, Finance, Culture, Sports and Tourism, Labor, War Invalids and Social Affairs Assembly, Home Affairs, Government Inspector General.
