Accordingly, departments, committees, branches and People's Committees of districts, towns and cities focus on widely propagating the basic contents of incident and accident prevention and rescue preparation according to the Government's regulations in Chapter II of Decree No. 83/2017/ND-CP dated August 17, 2017; developing a plan to launch the peak campaign of incident and accident prevention in the first quarter of 2023, then maintain and implement it regularly.
Organizing the review and strictly implementing the PPC's instructions in Plan No. 1926/KH-UBND dated May 10, 2018 and Official Letter No. 4626/UBND-NC dated September 21, 2020 on strengthening rescue; developing a specific plan for implementation at agencies, units and localities and sending it to the Standing Committee of Provincial Steering Committee for Fire Prevention and Fighting (FPF) and rescue before March 20, 2023.
At the same time, focusing on reviewing, fortifying and consolidating the force in charge of on-site rescue; strengthening the construction, practice and rehearsal of plans and options of the FPF force according to regulations; paying attention to allocating funds to ensure the effective implementation of measures for incident and accident prevention, and investing funds for procurement and provision of essential equipment and means necessary for the forces to perform the rescue tasks according to their assigned responsibilities and competence.
Leaders of departments, branches, localities, and heads of establishments are responsible for directing the review, promulgation of decisions and specific operational regulations to consolidate, perfect and ensure 100% of specialized FPF forces and grassroots and civil defense FPF forces effectively perform the rescue tasks and ensure that they are equipped with essential equipment and means to serve the rescue as prescribed. Completing the fortification, consolidation and equipment to ensure operation before June 30, 2023 and sending a report on performance results to the Provincial Steering Committee for FPF and Rescue (via the Provincial Police Department) before July 15, 2023.
The Provincial Police Department, People's Committees of districts and communes, heads of agencies, organizations and establishments within the ambit of their assigned functions, tasks and powers are responsible for periodically or irregularly self-inspecting conditions for ensuring safety of fire, explosion, incidents and accidents, and inspecting conditions, measures, options and plans for rescue; strictly handling cases of violations of regulations on safety of fire and explosion, incident and accident prevention and control as prescribed, etc.
The Department of Education and Training develops specific plans to put into teaching about incident and accident prevention; basic knowledge and skills on prevention and handling of incidents and accidents associated with propagating and teaching basic knowledge about FPF to students at schools in the province as prescribed.
