Over the past time, the province has promulgated many regimes and policies to support Population and Family planning work, promptly motivating and encouraging collectives and individuals to actively participate in the good implementation of this policy. However, some documents expired at the end of 2020, some regimes are no longer suitable because they were promulgated for too long or there are new regulations of the Central Government. Therefore, the promulgation of a new Resolution of the Provincial People's Council on the support regime for Population and Family Planning work is necessary to ensure that the province's support regimes are appropriate to the actual situation and effective.
Accordingly, it is proposed to merge 02 Resolutions (Resolution no. 20/2014/NQ-HDND8 dated July 24, 2014 of the Provincial People's Council on the support regime for Population and Family planning work in the province; Resolution no. 14/2015/NQ-HDND8 dated July 21, 2015 of the Provincial People's Council on support to buy Health insurance for Population and Family Planning collaborators in the period of 2016-2020) into 01 Resolution stipulating the support regime for Population and Family Planning work.
It is applied to population collaborators; poor and near-poor households according to the province's multi-dimensional approach.
Each year from the provincial budget (population fund) will be spent on Population and Family Planning activities. Specifically, supporting people who voluntarily stop giving birth (sterilization) 300,000 VND/case. For campaigns to strengthen propaganda and advocacy, to integrate reproductive health care and family planning, to improve population quality, to pay for transportation of subjects to perform sterilization and contraceptive implants: 0.2 liters of gasoline/km/case calculated according to the administrative boundary distance and petrol price at the time of use. The beneficiaries of contraceptives and associated service costs are poor and near-poor households according to the province's multi-dimensional approach.
Supporting remuneration (collaborator in charge of managing the number of households) for the areas of Thu Dau Mot City, Thuan An City, Di An Di An, Ben Cat Town, Tan Uyen Town: 0.25 times the base salary/collaborator/month (01 collaborator is in charge of managing from 250 - 350 households).
The areas of Bac Tan Uyen district, Bau Bang district, Phu Giao district, Dau Tieng district: 0.3 times the base salary/collaborator/month (01 collaborator is in charge of managing from 150 - 250 households; in special cases, for hamlets with large areas and scattered populations, 01 collaborator per 01 hamlet may be arranged).
At the same time, supporting 100% of Health insurance contributions for collaborators, except for the number of collaborators who have been supported by the state budget with Health insurance cards. Funds to support Health insurance cards for collaborators come from district, town and city budgets according to the current budget decentralization.
The Provincial People's Committee will submit for approval of this draft Resolution at the meeting of the Provincial People's Council in mid-2021.
