According to the assessment of the Provincial Traffic Safety Board, in the first 8 months of 2020, traffic accidents in the province strongly decreased in two criteria of the number of traffic accidents and injuries. Specifically, the whole province had 833 cases of traffic accidents, killing 177 people, injuring 855 people. Compared to the same period in 2019, a decrease of 140 cases (a decrease of 14.39%), a decrease of 142 injured people (a decrease of 14.2%) and damage to 1,517 vehicles, but an increase of 8 deaths (increase by 4.74%). Of which, there were 831 cases of road traffic accidents, killing 175 people, injuring 855 people; Railroad traffic accidents had 1 case, killing 01 person and waterway traffic accidents had 1 case, killing 01 person.
Recently, the Provincial Traffic Safety Board has focused on implementing the instructions of the National Traffic Safety Committee and the Provincial People's Committee to districts, towns, cities and member units of the Provincial Traffic Safety Board. The propaganda content closely followed the topic of the Year of Traffic Safety 2020 "No driving after drinking alcohol, beer" associated with the Law on Prevention and Control of Harmful Effects of Alcoholic Beverages.
Waterway transport order situation is secured
The patrol, control and handling of violations of the Law on traffic safety have been regularly maintained, in particular, the control and handling of violations of alcohol concentration regulations have been strengthened, and the implementation is promoted, any violation of alcohol concentration is punished very seriously. Therefore, it has created positive changes in the sense of law observance of the road users on the alcohol concentration regulation.

Senior Lieutenant Colonel Truong Minh Canh - Deputy Head of Traffic Police Division, Provincial Police said that after many rounds of operation, traffic accidents in the whole province had many positive changes, traffic accidents decreased compared to the previous time, road users have a better cooperative attitude. However, there are still some uncooperative drivers who try to extend the time to delay the alcohol concentration measurement progress from functional forces, so they are forced to handle according to legal regulations.
Pay attention to propaganda to raise awareness
Although in the first 8 months of 2020, traffic accidents reduced the number of cases and injuries, but the number of deaths caused by traffic accidents remained high. In particular, many serious to very serious accidents occurred in densely populated areas, industrial zones and roads with a lot of means such as Di An city, Thuan An, Thu Dau Mot.
According to data from the Provincial Traffic Safety Board, traffic accidents caused serious consequences mainly due to the violation of road users such as: 21 cases walking in the wrong part, lane (accounting for 12.8%); 11 cases not controlling the speed (accounting for 6.71%); 27 cases not paying attention to observing (accounting for 16.46%), 15 cases being unsafe navigation (accounting for 9.15%); 10 cases driving in the opposite direction (accounting for 6.1%).
Strengthening traffic safety assurance
Mr. Tran Ba Luan - Director of the Department of Transport, Deputy Head of the Provincial Traffic Safety Board, said that over the past time, the Department of Transport, the Provincial Traffic Safety Board have closely coordinated with relevant departments, branches and localities in implementing synchronous solutions to ensure traffic safety according to the set criteria. However, through the fact realization, the main cause of unfortunate accidents is mostly due to the low awareness of compliance by a part of road users, little understanding of the law and use alcohol while driving, overspeeding and overtaking. Binh Duong has a large number of workers working in industrial zones; therefore, the propaganda on traffic safety assurance plays a very important role, contributing to ensure safety for themselves and the community.
Understanding that importance, the member units of the Provincial Traffic Safety Board have coordinated with the media to ensure traffic safety in the province in various forms such as: "Behind the drivers's hands","Traffic safety" on radio and television, Traffic safety program on Binh Duong Newspaper; in which, focusing on propaganda, dissemination and legal education to ensure traffic safety, especially during peak holidays, New Year; at the same time, propagating safety measures when travelling in conditions of Covid-19 pandemic.
Binh Duong starts the year of traffic safety in 2020
In addition, coordinating with the departments, localities to organize the Ceremony to implement the Year of Traffic Safety 2020 with the theme "No driving after drinking alcohol, beer" and ensuring traffic safety on the occasion of Canh Ty Tet Holiday and Spring Festival 2020 with the participation of 800 people who are leaders of People's Committee, members of Traffic Safety Board from provinces, districts, towns and cities; transportation business units and many people attended. Implementing the program to award helmets for children in 2020 with the theme "Keeping your dreams" organized by the National Traffic Safety Committee in coordination with the Ministry of Education and Training, Honda Vietnam Company, which is taken place nationwide. Up to now, Binh Duong province has received 44,628 helmets from Honda Vietnam Company to give to grade 1 students in the 2020-2021 school year at the beginning of new school year.
Continuing to deploy solutions synchronously
In order to reduce traffic accidents on all three criteria, in the last months of the year, the Provincial Traffic Safety Board strengthens the propaganda widely with various forms for target groups, especially workers and teenagers and transportation units. Accordingly, organizing the implementation in an appropriate and effective traffic culture with peaceful river programs; propaganda, advocacy and handling of violations with high risk of traffic accidents such as: Going to the wrong part of the road, lane, not obeying traffic signals, violation of regulations on alcohol concentration, helmet etc.
In parallel with the oral propaganda, programs, talks, training conferences, the Provincial Traffic Safety Board also organized many emulation movements to ensure traffic safety; mobilized to participate in the Traffic Safety Propaganda Award 2020, the 8th "Golden steering wheel" award in 2020, The contest "Joining hands for traffic safety" on social VCNet networks organized by the National Traffic Safety Committee.

In addition, in order to proactively prevent traffic accidents, the Provincial Traffic Safety Board will promote the synergy of departments, sectors and unions and direct the Traffic Safety Boards of districts, towns and cities to propagate the law on traffic safety with suitable content and form for each target group. Particularly for the workers, the provincial Labor Confederation and the grassroots trade union at all levels actively propagated and integrated the contents of traffic safety into briefings, union activities, and causes of serious accidents occurred in the province for workers to prevent. At the same time, distributing documents, leaflets, posters at units and rental houses to raise awareness of workers in complying with the law when travelling, building a traffic culture among workers.
Propagating and disseminating the Law on Road Traffic Safety to workers
In situation that Covid-19 pandemic has not been finished, the Department of Transport has strengthened the direction of tightening the traffic safety management for passenger transport vehicles; actively prevent traffic accidents, especially at night from 22:00 p.m. to 5:00 a.m in the following day. To require traffic construction units, traffic infrastructure maintenance units and bridge and road BOT units to increase inspection, review and supplementation of the road signal system.
The traffic police force together with the police of districts, towns and cities in the province have strictly and effectively maintained the combination of Covid-19 pandemic prevention and control with patrol, control and strict handling of violation on traffic safety.
The Provincial Traffic Safety Board coordinates with the Department of Education and Training to implement and organize activities "Peak month of raffic safety for students going to school" in September and organize to sign commitments between families and schools on education and ensuring traffic safety for students.
With high determination of functional agencies, in the coming time, we will strive to reduce traffic accidents in the province in all 03 criteria, significantly reduce traffic congestion, and at the same time improve awareness of law observance about traffic safety order.
