| Binh Duong businesses leverage 90 “Golden Days” to shift growth strategy, diversify markets | Binh Duong businesses leverage 90 “Golden Days” to shift growth strategy, diversify markets | PORTAL - In the afternoon of April 10th, at the Binh Duong Provincial Administration Center, Mr. Bui Minh Tri - Vice Chairman of the Provincial People's Committee (PPC), presided over a working session to hear reports from relevant departments assessing the potential impact of the United States' anticipated countervailing duty policy on imports from Viet Nam and the extent of its influence on the operational status of businesses within the province. | Representatives from various industry associations and enterprises in the province attended the meeting. Businesses proactively develop response scenarios According to the report, Binh Duong is currently one of the leading dynamic economic hubs in the Southern region, with an estimated import-export turnover of 59 billion USD in 2024. This includes exports reaching 34.5 billion USD (an increase of 12.7%) and imports amounting to 24.5 billion USD (an increase of 12.2%), resulting in an estimated trade surplus of 10 billion USD. Exports from Binh Duong currently account for over 10% of the total export value of the entire country. 
Overview of the working session The US market consistently holds a significant share in the province's export activities, contributing over 43% to the total export turnover in recent years. From April 5th to 8th, 2025, Binh Duong recorded the cancellation of 44 export declarations valued at over 708 million USD, 273 orders were either canceled or put on hold by US customers, and at least 175 more orders are at risk of cancellation in the near future. The sectors most severely affected include wooden furniture, textiles, footwear, electronics, and plastics. Industry associations in Binh Duong have proactively developed their own scenarios, preparing for both possibilities: the US maintaining the current tariffs or further increasing them after 90 days. Despite considerable concerns, the majority of businesses are hopeful that the Government will successfully negotiate with the US regarding reciprocal tariffs. 
Industry associations and businesses present recommendations Mr. Nguyen Quang Vu - Chairman of the Binh Duong Leather and Footwear Association, opined that businesses should not solely focus on the US market but need to expand to other potential markets and attract more small-scale customers. The Association proposed the establishment of research and development centers for new products in Vietnam to help customers access, experience, and choose suitable designs. Additionally, markets such as Taiwan were also assessed as having significant growth potential if businesses capitalize on opportunities effectively. In the long term, the industry needs support for the development of supporting industries, especially raw materials such as rubber for shoe soles and component details. The Association also recommended the construction of specialized marketplaces where businesses can regularly showcase and sell products, instead of relying on large-scale fairs held sporadically. Trade connection events between provinces or inter-regional linkages also need to be organized more frequently. Amidst the current economic difficulties, the Association hopes that relevant agencies such as fire prevention and control and environmental authorities will implement reasonable inspection policies to avoid adding further pressure on businesses. Mr. Tran Thanh Trong - Chairman of the Binh Duong Electro-Mechanical Association, stated that goods exported to the US are specific items and have not been significantly affected as customers still accept higher prices. He noted that the Government is responding very promptly and hoped that the province would also step up activities to support businesses. He proposed strengthening the development of the domestic market and improving the quality of labor in the electrical industry, which is currently facing a shortage of highly skilled workers. Creating Favorable Conditions for Export Businesses At the working session, leaders of provincial departments and agencies pledged to accompany and support businesses, creating all favorable conditions for them; and offered short-term and long-term recommendations and solutions to help businesses proactively respond to tariff scenarios in the future. Mr. Nguyen Thanh Binh, Deputy Head of the Sub-Department of Customs Area XVI, informed that the Sub-Department had held dialogues with 400 businesses in the province to grasp the situation and update daily data on businesses exporting to the US. Simultaneously, it proactively established a Business Support Team; created information channels to address issues for businesses promptly; thoroughly implemented the spirit of responsibility, arranged staff to work even on holidays to process export procedures for businesses; and closely coordinated between units to ensure rapid customs clearance of goods. The Sub-Department also proposed accelerating tax refunds, limiting the transfer of goods to inspection channels, having the policy to extend the storage period for goods in bonded warehouses that are about to exceed the 24-month limit, temporarily suspending inspection and examination activities, etc., creating favorable conditions for businesses to focus on exporting. 
Leaders of departments and agencies deliver speeches at the working session Mr. Ha Van Ut - Director of the Industry and Trade Department, expressed his hope that the 90-day temporary suspension of tariffs by the United States would help businesses resolve many outstanding issues. He emphasized that these are 90 "golden days" for businesses to seize the opportunity to export orders; restructure value chains, improve structural weaknesses, transition to a sustainable and diversified growth strategy; and strengthen supply chains. The province has developed a plan to combat fraud, counterfeiting, and control the origin of goods to protect domestic businesses, and will continue to implement supportive policies to help businesses shorten the time for resolving administrative procedures; promptly address and resolve difficulties for businesses, etc. Through the exchange of opinions from industry associations and businesses, Mr. Bui Minh Tri – Vice Chairman of the PPC shared the difficulties faced by businesses. He also stated that in the near future, the province will implement more transparent measures to prevent the situation of businesses from "disguising" themselves and engaging in trade fraud in exports. Regarding the proposal for a mechanism to directly support businesses, he said that the province will study and have specific policies in the near future.

This marks LEGO Group's sixth factory globally and its second in Asia, playing a pivotal role in realizing the Group's long-term growth objectives by being closer to children and LEGO enthusiasts in the Asia-Pacific region. The initial phase is projected to have a production capacity of approximately 30,000 tons of products per year. Reporting to the Permanent Deputy Prime Minister, Dr. Ha Thuc Vien - Vice President of VGU, summarized several outstanding achievements and the development orientation of VGU. Established and operational since September 2008, the Vietnamese-German University is the result of bilateral international cooperation in higher education between the Government of Viet Nam, the Government of the Federal Republic of Germany, and the State Government of Hessen (Federal Republic of Germany), considered a "lighthouse" project in international cooperation on education and training between Viet Nam and Germany. VGU was formed and developed with the goal of becoming a research-oriented university, striving for excellence in teaching, research, and governance. The university's training focus is on key technical and technological fields, as well as economics and financial management, which are Germany's strengths. 
Mr. Nguyen Hoa Binh - Permanent Deputy Prime Minister, along with leaders from Binh Duong Province and a working delegation, visit the Vietnamese-German University (VGU). As of February 2025, the university has a total of 237 faculty and staff in both academic and administrative divisions. Among them, the academic division (lecturers, researchers, research and teaching assistants, and laboratory engineers) comprises 108 people, including 48 full-time lecturers (45 of whom hold doctoral degrees, accounting for 95.6%), all recruited according to German university standards and professor appointment procedures. Students and trainees enrolled in the university's training programs enjoy numerous advantages, including access to advanced education with excellent academic quality, direct instruction from leading professors with extensive professional and practical experience from top German universities, and a qualified faculty at the university. During the working session, the Vietnamese-German University proposed and requested Permanent Deputy Prime Minister Nguyen Hoa Binh's input on matters such as: VGU's desire for government support in developing specialized training programs in finance, risk management, and financial technology (fintech), as well as facilitating connections with German businesses to implement applied research projects.

For manufacturing and business enterprises, in addition to meeting the above conditions, they must also be included in the list of enterprises recognized in the Binh Duong Green Book 2024. Individuals and communities are eligible for consideration if they have outstanding achievements in environmental protection or have developed new, effective models within one of the award categories; have not violated the provisions of the Law on Environmental Protection and related legal regulations for at least 02 years up to the time of award consideration; and voluntarily register or are nominated by an agency, union, socio-political organization, or professional organization in the province for award consideration. Award-winning organizations, individuals, and communities will receive a Certificate of Merit from the Chairman of the Provincial People's Committee, along with a cash prize and the award's emblem. The company currently has approximately 800 employees; revenue in 2024 reached 900 billion VND; labor productivity is about 1.1 billion VND/person/year. Mr. Nguyen Thanh Lam, Managing Director of Lam Viet Joint Stock Company, said that as a business with many years of experience working with "demanding" markets around the world, Lam Viet Joint Stock Company continuously adapts to increasingly stringent requirements from partners. Therefore, items related to green transformation, digital transformation, circular transformation, and carbon transformation are invested by the Company. The company has applied the ERP system in each production stage, made public the origin of products, and allowed accurate retrieval of product information and the legal timber origin of the Company at each stage of production and consumption. At the same time, it builds a greenhouse gas inventory report from the software. The task group on attracting investment resources: the province focuses on directing sectors to urgently complete procedures for establishing 5-8 industrial parks, 5-7 specialized industrial clusters in accordance with the province's development orientation and planning. Focus on attracting investment to complete 3 logistics centers and 8 major commercial centers to sustainably increase the value of the service industry. Finally, the task group on human resource training, improving people's quality of life, attracting, and developing an education and training system for industries serving the development of the semiconductor industry, automation, training a highly skilled workforce according to the needs of enterprises, creating advantages for the transformation of new economic models and attracting investment. Removing bottlenecks and barriers to accelerate development At the working session, leaders of the 03 provinces of Binh Duong, Dong Nai, and Tien Giang presented difficulties and obstacles, and proposed that the Government and ministries remove bottlenecks, clear obstacles, and create growth momentum for the localities and the region. Mr. Bui Minh Tri - Vice Chairman of Binh Duong Provincial People's Committee said that during the implementation of the Central Conclusions, the Politburo, Government Resolutions, and the Prime Minister's directions, there are still many difficulties such as: The legal corridor framework system still limits the authority of the localities, investment resources for the province's socio-economic infrastructure are limited because Binh Duong is one of 18 provinces and cities with a relatively low percentage of local budget regulation compared to the province's actual development needs... In addition, the implementation of models applying high economic efficiency science and technology to production and business activities is still limited and not widespread. 
Representatives from ministries and sectors respond to the recommendations of local authorities. To address the aforementioned issues, Binh Duong Province proposes that the Government review and consider issuing specific mechanisms, creating "green corridors" within these mechanisms, to enable localities to capitalize on existing opportunities and promptly pursue the clear goals and orientations set forth by the Politburo in Conclusion No. 123-KL/TW and Government Resolution No. 25/NQ-CP regarding growth targets for industries, sectors, and localities, ensuring the national growth target of 8% or higher in 2025. Additionally, it is necessary to adjust the budget allocation ratio for Binh Duong Province to exceed 40%, and to increase investment in provinces within the Region in general and Binh Duong in particular, especially in transportation infrastructure, healthcare, education, and human resource training. Furthermore, mechanisms and resources should be supplemented to support businesses and investors in relocating and repurposing existing industrial parks and clusters in the southern districts of the province to the northern districts, creating new spaces for development. The Government is also urged to finalize the policy framework for encouraging social investment. In response to Binh Duong's proposal regarding the complex and prolonged procedures for investment, construction, and sale of social housing, where social housing projects are exempt from land use fees but still required to undergo land use fee calculation procedures for exemption, a representative from the Ministry of Construction stated that a detailed report has been submitted. The pilot resolution includes provisions that simplify procedures compared to the time-consuming procedures for typical investment and construction projects. This pilot plan also anticipates integrating and streamlining several procedures. The Ministry of Construction has compiled feedback from localities to develop the Resolution. The Ministry will propose six policy mechanisms to simplify social housing investment procedures, which are expected to be approved by the National Assembly in the near future.

The investment scale is 8 expressway lanes with parallel roads on both sides and corridors for planting trees and arranging technical infrastructure works. 
Mr. Tran Hung Viet - Director of the Provincial Transport Construction Investment Project Management Board, reports to the provincial leadership on the progress of package XL1, which is the construction of the Tan Van intersection. The XL1 construction package for the Tan Van interchange has a length of 2.4km, including 22 branch lines and 8 overpasses. The construction unit has deployed 17 construction teams, 90 pieces of machinery and equipment, and over 250 personnel working on site. To date, the site clearance progress has reached 99%, with the total construction output reaching nearly 20%. The construction unit continues to coordinate with local authorities and households to acquire the remaining land and is accelerating the construction progress. Technical infrastructure relocation is expected to be completed in April and early May 2025. The XL1 construction package for the Tan Van intersection is currently being implemented. Reporting to the delegation, Mr. Tran Hung Viet, Director of the Provincial Transport Construction Investment Project Management Board, stated that the construction package for the Binh Chuan intersection and the joining of the Binh Goi bridge from Thuan An City (Binh Duong Province) across Cu Chi District (Ho Chi Minh City) are expected to be completed by September 2025, with the bridge joining scheduled for April 30th of this year. By December 2025, the project aims to achieve approximately 80% completion, focusing on the main expressway route. As of now, 76.5 hectares of land have been handed over for the implementation of the construction packages, reaching 95.7%. The determination is to complete 100% of the site clearance in March 2025 to allow the construction units to carry out the project packages as planned. 
Mr. Pham Ngoc Thuan - General Director of Becamex IDC, reports on the investment plan for the 15.3km section coinciding with the My Phuoc - Tan Van road. Also during the survey, leaders of the Department of Construction and Becamex IDC Corporation reported to the provincial leaders on the construction plan for the 15.3 km section of Ring Road 3, which coincides with My Phuoc - Tan Van Road. Accordingly, Binh Duong proposed to invest in this 15.3 km section in the form of public investment with component projects such as a 4-lane elevated highway bridge, an urban road below, and the Tan Van intersection.

An Binh Station includes a hub station planned for approximately 173 hectares, along with TOD development areas, which are oriented to become an integrated railway industry development zone, inland port commercial areas, automobile mechanical trade and service centers, bonded warehouse service centers, and more. It is expected that by 2050, An Binh Station will handle approximately over 24 million tons of cargo and 25 million passengers.

Binh Duong Province has adjusted the planning to 190 hectares from the public land fund due to the expired land lease of Song Than Industrial Park. This orientation has been integrated into the planning of Binh Duong Province and updated into the planning of railway station routes in the region. It is expected to have full features to connect the region.

Mrs. Nguyen Thu Cuc, Chairwoman of Thu Dau Mot City People's Committee, presented a summary report on the General Planning of Thu Dau Mot City until 2045. The General Planning Scheme of Thu Dau Mot City until 2045 has identified 3 urban spatial zones: the Creative City, the Historic City, and the Ecological City, with open indicators such as population, mixed land area and residential land ratio, building height, construction density, underground space and basement areas, etc. These are also general guidelines to serve as the basis for implementing lower-level planning schemes. The adjustment of the General Planning of Di An City until 2045 defines regional and intra-regional transportation infrastructure, overpass planning, and elevated roads. The General Planning proposes 16 new urban development areas, 09 priority urban development areas towards urban embellishment, and 07 urban development areas towards urban reconstruction. An optimistic signal to start the new year with expectations of achieving many positive results was the issuance of investment certificates by the Provincial People's Committee on February 1, 2025, for 07 FDI projects with a total investment of nearly 1 billion USD. Notable projects include the Viet Nam-Singapore Industrial Park Joint Venture Co., Ltd. (VSIP) with the VSIP III infrastructure investment project; the new urban area project of VSIP Binh Duong Housing Development Co., Ltd.; the Timotion Viet Nam Manufacturing Plant project; and the Axman (Viet Nam) Co., Ltd. project at VSIP III. Urban Railway Line No. 1 will traverse four cities: Tan Uyen, Thu Dau Mot, Thuan An, and Di An, featuring 19 stations and a Depot in Phu Chanh Ward, Tan Uyen City. The province's first metro line is technically designed as a double-track line with a gauge of 1,435 mm and a design speed of 120 km/h, with a total investment of approximately 64,370 billion VND. The project is expected to commence construction in 2027 and be completed for operation from 2031.

The intersection between the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway and the North Tan Uyen - Phu Giao - Bau Bang Arterial Road The Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project, within Binh Duong Province, has a total length of approximately 52km, planned with a scale of 06 expressway lanes and a design speed of 100 km/h. In phase 1, the project is invested in the form of a public-private partnership (PPP), with a scale of 04 expressway lanes, continuous emergency stopping lanes along the entire route, a roadbed width of 25.5m, a total investment of approximately 17,400 billion VND, including construction costs of over 8,833 billion VND, and a construction period of 36 months from the effective date of the contract; it is expected to be completed in 2027. This expressway connects from Ho Chi Minh City's Ring Road 3 to Chon Thanh town (Binh Phuoc province), creating a driving force for the development of the Southeast region, expanding urban and industrial space. When the Chon Thanh - Gia Nghia expressway is completed, it will continue to connect to the Central Highlands region, creating regional linkages, promoting socio-economic development, and ensuring national defense and security. The project also contributes to realizing the goal of 5,000 km of expressways set by the Party and Government in the 2021-2030 period.
Mr. Nguyen Van Loi – Secretary of the Provincial Party Committee inspectes the progress of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project Reporting to the Delegation on the project's progress, a representative of the Binh Duong Provincial Transportation Works Construction Investment Project Management Board stated that, to implement component project 1 for site clearance of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway section passing through Binh Duong Province, the land area to be acquired is 322 hectares; 1,411 individuals and organizations are affected, of which approximately 194 cases require resettlement. Currently, local authorities are compiling land acquisition dossiers, have completed the selection of land valuation consultants, and are conducting surveys, with the expected approval of land prices in March and April 2025. Coordination is underway with Phuoc Hoa Rubber Company to acquire land within the project's acquisition scope, amounting to over 81 hectares. 
The Provincial Party Secretary requests localities with the expressway passing through to expedite land recovery and handover of site clearance. Directing the acceleration of site clearance progress, Provincial Party Secretary Nguyen Van Loi proposed that the People's Committees of Phu Giao District, Bac Tan Uyen District, Bau Bang District, and Tan Uyen City direct relevant units to complete the approval of land compensation unit prices as soon as possible. He requested that the unit prices for the entire route be submitted by March 15th, and at the same time, accelerate the preparation of land recovery dossiers and handover of construction sites. Specifically, for Phu Giao District, where the project route spans 22.5km, the Secretary urged the district leaders to focus on quickly and efficiently completing site clearance, creating consensus among the people. The Provincial Party Secretary requested Phuoc Hoa Rubber Company to coordinate in completing site handover procedures and arranging resettlement for the people. He demanded that the new accommodation meet or exceed the quality of the old accommodation for the people.
