PORTAL - The 9th meeting (thematic) - the 10th Provincial People's Council approved many important resolutions, in which they agreed to propose the implementation of the Ho Chi Minh City - Chon Thanh Expressway Project and the investment policy of Ring Road No. 4.
According to the Resolution on agreeing to propose the implementation of the Ho Chi Minh City - Chon Thanh Expressway Project, the project will invest in the section from Ring Road No. 3 to Binh Phuoc province with a length of about 60.4km; in which the section from Ring Road No. 3 to Binh Duong - Binh Phuoc province border is about 53.3km long, the section through Binh Phuoc province is 7.1km long. Site clearance is according to the planning scale (60m wide) and investing in completed expressway with scale of 06 express lanes, 02 emergency stopping lanes, including intersections.
The Ho Chi Minh City - Chon Thanh Expressway, the section through Binh Duong province, is invested in two phases. Phase 1 will invest in the section from Khanh Van Bridge to Binh Duong - Binh Phuoc province border (about 45.6km through Binh Duong province): Site clearance according to planning scale (60m wide) and investment in 04 full expressway lanes (with emergency stop lanes throughout the route). Section from Ring Road No. 3 to Khanh Van Bridge: Maintaining the status quo invested in DT.743 and DT.747B projects, the total width of the foundation is from 36m - 38m (keeping the planning with the road width of 60m).

Phase 2 will invest in a completed expressway with a scale of 06 expressway lanes (section from Ring Road No. 3 to Binh Duong - Binh Phuoc province border).
Investment location in the section through Binh Duong province (phase 1): Tan Uyen city, Bac Tan Uyen district, Phu Giao district, Bau Bang district, Binh Duong province.
The method of implementing the section through Binh Duong province (phase 1) is expected to follow the method of public-private partnership (PPP), preliminary total investment is estimated at 16,196 billion VND; in which, site clearance is 7,388 billion VND; construction and installation is 8,808 billion VND.
According to the Resolution on construction investment policy of the Ho Chi Minh City's Ring Road No. 4 project, the section from Thu Bien bridge - Saigon river (phase 1), the Ring Road No. 4 project has its starting point at the position where the Ho Chi Minh City's Ring Road No. 4 connects with the current Thu Bien bridgehead of Binh Duong province in Thuong Tan commune, Bac Tan Uyen district, Binh Duong province. The ending point of the road is in the area in front of the abutment of Phu Thuan Bridge in An Tay commune, Ben Cat town, Binh Duong province. Total length is about 47.85 km. Scale of expressway, design speed: 100 km/h; grade I traffic works.
Deputies vote to approve the Resolution on construction investment policy of the Ho Chi Minh City's Ring Road No. 4 project
The road crosses the administrative boundaries of Tan Uyen city, Ben Cat town, Bac Tan Uyen district in Binh Duong province. The project implementation period is expected to be from 2023 to 2026. The demand for land use is about 419.6 ha, of which the main road is 413.4 ha and the connecting road is 6.2 ha.
Expected type of PPP project contract: Build - Operate - Transfer (BOT). Preliminary total project investment is about 18,247.9 billion VND.
Speaking at the meeting, Secretary of the Provincial Party Committee Nguyen Van Loi asked the PPC, departments, branches, districts, towns and cities to focus on speeding up the progress of key transport projects in the province. Therefore, the demand for electricity is tending to increase, in Binh Duong, in May, June and July 2023, specifically, on May 07, 2023, although it is a weekend break (Sunday) and after the public holiday April 30 to May 01, the demand for the electricity system in the province has increased to a record level (37.3 million kWh), the highest since the beginning of the year; the maximum consumption capacity on May 08, 2023 is 2,406.65 MW, the highest since the beginning of the year.

By 2022, there are 19 out of 27 projects prioritized for investment all having project approval decisions or investment policies, many items in each project have been completed or are under construction, the total investment capital has been disbursed for projects over 2,180,863 billion VND (compared to the 5-year plan of 25,903,897 billion VND, reaching 8.42%); 14/16 key tasks have also been implemented, of which 02 tasks have been completed, serving as the basis for the next steps in the coming time, 11/16 tasks are being implemented, the remaining 03 tasks have not been implemented due to the review that need to be adjusted accordingly, the total budget for the implementation of tasks by 2022 is over 3,746 billion VND (compared to the 5-year plan of 101,855 billion VND, reaching 3.7%).
The meeting also approved the draft Plan for environmental protection and response to climate change in Binh Duong province for the 2021-2025 period (adjusted). The reason for the adjustment is that the Central Government has issued new projects and plans, so it is necessary to adjust and update the Provincial Plan accordingly.
Accordingly, the draft adjusted Plan adds 16 more targets, bringing the total number of implementation targets to 24; implementing 41 investment priority projects (increasing 14 projects); performs 21 key tasks (increasing 5 tasks); estimated cost is about 38,903 billion VND (increasing 12,898 billion VND).

For Project 06, the whole province has deployed 23/25 services. 100% of online public services at levels 3 and 4 are deployed on the Provincial Public Service Portal (1,290/1,290 services). As of March 01, 2023, 139,525 accounts have been created on National Public Service Portal and Provincial Public Service Portal. Having received 607,725/1,005,735 level 2 electronic identification (eID) documents, reaching 60.43%. According to the statistics of Department C06, Ministry of Public Security, as of March 16, 2023, the total number of approved eID documents is 556,290 documents; total activated accounts is 172,986/1,005,735, reaching 17.2% (ranked 3rd nationwide in terms of number of successfully activated accounts).
The whole province has issued 1,919,976/1,972,053 Citizen Identity Cards (ID cards), reaching 97.36%. Performing medical examination and treatment by chip-based Citizen ID cards with integrated Health Insurance (HI), as of March 27, 2023, there are 1,680,901 HI cards that have been integrated/authenticated by the SI agency with the Citizen ID card number; 177/177 HI healthcare facilities have looked up HI card information by chip-based Citizen ID cards with 726,878/879,666 successful searches.

Currently, people only need to carry Citizen ID Card without having to bring a paper HI card with them when going to healthcare facilities for medical examination and treatment. "Correct, sufficient, clean" data creates a solid "root" to promote online public services to serve people and enterprises. The features of the current VNeID app have been widely deployed for people to use; however, the app does not have many utilities, information about driver's license, vehicle registration, etc. is slow to display, prolongs the time to roam the documents to the receiving software, leading to the settlement and return of results to citizens that do not guarantee the prescribed time.

It can be seen that Project 06 still has "obstacles", "bottlenecks" that Binh Duong need to remove in 2023. The public investment capital plan of Binh Duong province in 2023 is 21,782 billion 939 million VND. As of April 30, 2023, the implementation volume reached nearly 824 billion VND, the disbursement value reached nearly 1,598,969 billion VND, reaching 7.4% of the plan assigned by the province and reaching 13.1% of the plan assigned by the Prime Minister. There are 13 investors whose disbursement rate is higher than the provincial average; 06 units are lower than the provincial average and 12 units have not been disbursed. In general, the district-level investors have better disbursement results than the provincial-level investors.
For key projects, in 2023, the province will allocate capital for 38 projects with a total capital of over 14,561 billion VND, accounting for 66.8% of the total plan. According to the results of the SIPAS Index in 2022, the satisfaction level of people and organizations with the public administration services in Binh Duong province reached 85.52%; ranked 4th out of 63 provinces and cities, up 18 places compared to 2021 (in 2021 Binh Duong ranked 22nd out of 63 provinces). Binh Duong Industrial Zones Authority (referred to as the Authority) is an agency directly under the PPC performing the function of direct State management of industrial parks in the province according to the provisions of the Government's Decree No. 35/2022/ND-CP providing for the management of industrial parks and economic zones and other relevant laws; the management and organization of performing the function of providing public administrative services and other supporting services related to investment and production and business activities for enterprises in industrial parks.
The Authority is established under the decision of the Prime Minister, subject to the direction and management of the PPC in terms of organization, staffing, program, work plan and operating budget; subject to the professional direction, guidance and examination of the Ministries and ministerial-level agencies in charge of relevant sectors and fields; is responsible for closely coordinating with specialized agencies under the PPC in the management of industrial parks; performs the tasks of specialized agencies of the PPC when decentralized or authorized; and performs the tasks and powers of specialized agencies under the PPC in accordance with law.

The Dispatch has come up with common solutions in implementing and removing obstacles, through which, localities have appropriate implementations with reality.
As for Binh Duong, in 2022 and the first quarter of 2023, there were 20 fires in the province, causing 32 deaths and 22 injuries; property damage was estimated at 51.9 billion VND. The main cause of the fire was the failure of the electrical system and electrical equipment. Compared to the same period in 2021, the number of fires decreased by 4 cases and compared with the first quarter of 2022, decreased by 3 cases.

At the meeting, local leaders reported on the actual situation, along with difficulties and problems in FPF management. The main problems are: Business establishments are facing difficulties in funding to overcome according to FPF safety requirements; constructions converted to use purposes after construction do not ensure FPF safety; due to decentralization of management, currently the FPF force at commune and ward level is limited in number and expertise; funding for establishment of grassroots FPF teams is still limited; the overlap of the FPF criteria, the establishment owner's inability to grasp the criteria in time, and the limited capacity of the consulting unit, leading to inappropriate FPF designs; establishments do not has funds for maintenance, organization of FPF activities; etc.

Many recommendations are also proposed such as: There should be policies to support enterprises in FPF; there must be separate criteria for each type of warehouse and workshop; strengthening the local FPF force, especially at the ward and commune level; there should establish a professional FPF force; having policies to support the FPF forces at ward and commune level; building socialization policy for FPF. At the same time, there should be an agreement between the FPF agency and the construction management agency at each level; having a decentralization of authority to approve FPF design to reduce waiting time; there should be a regulation on coordination in FPF management for industries prone to fire and explosion; etc.

Concluding the conference, the PPC Chairman Vo Van Minh said that the PPC will issue a Directive to guide the implementation of removing difficulties and obstacles in FPF. He suggested that departments, branches and localities continue to strictly implement fire and explosion prevention and control. In addition, it is necessary to apply practical and flexible solutions, come up with plans suitable to the actual situation in order to remove difficulties so as to both ensure the responsibilities of each branch, each level, each agency, unit and locality in FPF, and help establishments and enterprises to smoothly implement regulations on FPF safety during production and business. The localities review, summarize and report difficulties and problems beyond their competence as a basis for the province to propose to higher levels. Continuing to maintain solutions to prevent, replicate and promote the effectiveness of good models in FPF; monitor and evaluate the FPF results in residential areas, households, houses in combination with production and business in the province.In particular, it is necessary to promote the propaganda and dissemination of FPF knowledge more and more widely to all classes of people.
