Reporting on the Draft Plan to develop criteria and support policies and pilot implementation of the conversion of functions and relocation of businesses located outside of southern industrial zones and clusters into the northern industrial zones and clusters, Mr. Nguyen Thanh Toan – Director of the Department of Industry and Trade said that, in 2024, the province would develop criteria to determine those businesses that need to convert functions and relocating; develop and improve relocation support policies; organize a workshop to collect opinions on criteria for determining and policies to support relocation; implement pilot relocation of businesses (expected to relocate 05-07 businesses); Summarize and evaluate the results of pilot implementation of function conversion and relocation.

Regarding the development of policy groups to support relocation, it is proposed to have policy groups to support workers and support businesses. In particular, for employees: Support for employees during production stoppage; Only pay unemployment benefits to workers who have to quit their job due to relocation; Support vocational training for workers at new locations; Social Insurance policies ensure workers' rights; Specific policies to support social housing for affected workers. For businesses: Support for industrial promotion; Trade promotion support; Investment incentive policies for production and business investment projects in industrial parks; Science-technology development and innovation; Loan support; Support for land and factory rental at new locations. Especially, propose new policies to support businesses in relocating and converting functions such as a policy on changing the purpose of premises, factories, and land use following provincial planning; Debt lending policy, an extension of payment time for conversion of land use purpose; policies to support loan interest for investment in building new production facilities; policies to support fees for implementing administrative procedures.
Orientation of industrial zones and clusters for relocation: Arrange 5% of land fund for industrial zones throughout the province; Cay Truong 2 Industrial Park and the remaining industrial parks follow the province's planning; 07 existing industrial clusters; 12 industrial clusters in Dau Tieng district; 07 industrial clusters in Bac Tan Uyen district and 09 industrial clusters in Phu Giao district.

At the meeting, representatives of leaders of departments, branches, and units contributed to determining relocation criteria as well as developing policies to support function conversion and relocation. According to the delegates, for general policies, the province applies according to regulations, but for the province's policies, it is necessary to consider specifically, especially the loan policy with preferential interest rates. Businesses that are not subject to mandatory relocation of the province should also have support policies to encourage businesses to relocate; the criteria for mandatory relocation need to be specifically listed...

Concluding the meeting, the Chairman of the PPC Vo Van Minh emphasized that the relocation and conversion of functions of businesses located outside the southern industrial zones and clusters to the northern is the province's major orientation to building Binh Duong toward sustainable development and smart urban areas; it also aims to rebuild the province's urban areas. Therefore, he requested research units to develop solutions and tools to encourage businesses to relocate and convert functions. They must implement step by step according to the roadmap and mainly support; and focus on solution groups to minimize forced relocation. Departments and branches must advise on the early completion of the relocation policy, identify areas to relocate to and determine relocation criteria.
