​PORTAL – On the morning of March 1, at the Binh Duong Provincial Administrative Center, Mr. Mai Hung Dung – Member of the Provincial Standing Party Committee, Standing Vice Chairman of the Provincial People's Committee (PPC) had a working session with the Delegation of the Kansai Bureau of Economy, Trade and Industry (Meti Kansai), led by Mr. Morishita Tsuyoshi - General Director of the International Affairs Department, Head of the delegation for the Project on technology transfer and human resource training in the environmental sector in Binh Duong Province.

​The working session was attended by Mr. Matsumoto Izumi - First Secretary of the Embassy of Japan in Viet Nam.

 

Overview of the working session.

The Project on technology transfer and human resource training in the environmental sector was signed with a memorandum of understanding (MOU) by the Binh Duong PPC and Meti Kansai and has been implemented since November 2022. Through training courses, the qualifications of environmental management staff have been improved. They have also supported the development and promulgation of plans and regulations on environmental protection, pollution control, and response to climate change in Binh Duong province.

At the working session, the Delegation of Meti Kansai introduced some environmental solutions such as putting efforts to improve water quality in the Kansai area, promoting energy saving and carbon neutrality at wastewater treatment plants in Japan, the status of greenhouse gas emissions in Binh Duong province, introduction to the joint credit mechanism (JCM) and typical examples, etc. Moreover, the Delegation also presented a Project to build an industrial park following a model towards carbon neutrality.

The departments, branches, businesses, and specialists discussed and gave opinions related to the model of green industrial park development, training workforces, policy mechanisms and state management of the environment, renewable energy usage, JCM, etc.

Mr. Morishita Tsuyoshi - General Director of the International Affairs Department said that, as it was paying attention to environmental protection activities and the greenhouse effect, in the coming time Binh Duong must make more specific moves in emissions-inventory-related training to issue JCM certification and achieve the goal of reducing greenhouse gas emissions. Meti Kansai has cooperated with the province in implementing training sessions and the introduction of environmental technology. Currently, Meti Kansai has been researching the formation of industrial parks that can achieve the carbon-neutral goal in places where Meti Kansai has implemented environmental projects, specifically in Viet Nam, Thailand, Malaysia, etc.

Speaking at the working session, Mr. Mai Hung Dung - Standing Vice Chairman of the PPC said that the projects had provided a lot of useful information, especially the application of technical solutions in waste treatment, recycling, and energy saving at businesses. At the same time, the visit to state management and enterprises manufacturing equipment and environmental technology in Japan, etc. has helped the province gain practical access and improve knowledge to solve environmental problems such as wastewater, industrial waste, renewable energy, and energy saving. With the results achieved from the project, he hoped that the Ministry of Economy, Trade and Industry of Japan and Meti Kansai would pay attention to and consider having a plan to continue coordinating and supporting Binh Duong province to implement environmental protection and energy-saving activities well and effectively, as well as to build green growth and circular economy models, meeting the province's sustainable development goals.
