In May 2023, the PPC continued to focus on directing and supporting enterprises to recover, develop production and business, invest in construction, export and import; solve problems of real estate projects, social housing, production and business. At the same time, implementing solutions to speed up the implementation and disbursement of public investment capital; improving the quality and shorten the appraisal time of investment projects; compensation and site clearance; administrative procedure reform, digital transformation; carefully preparing the contents for submission to the 9th meeting (thematic) in 2023 - the 10th Provincial People's Council.
Overview of the meeting
The socio-economic situation in the month had positive changes; industrial production, trade, services, exports and imports increased slightly compared to the previous month.
The index of industrial production in May 2023 was estimated to increase by 2.7% over the previous month and increase by 6.9% over the same period in 2022; Accumulating 5 months, the index of industrial production increased by 2.1% over the same period.
Total retail sales of goods and services in May was estimated at 25,899 billion VND, up 3.2% over the previous month and up 17.7% over the same period; accumulated 5 months reached 123,648 billion VND, up 14.5% over the same period. The 5-month average consumer price index increased by 3.1%, the price of gold increased by 0.5%, the price of the USD increased by 3.1%.
Export turnover was estimated at 3 billion USD, up 17.1% over the previous month and 2.8% over the same period; Accumulating 5 months, export turnover reached 12 billion 471 million USD, down 17.9% over the same period last year. Import turnover was estimated at 2 billion 068 million USD, up 16.6% over the previous month and down 10.8% over the same period; accumulating 5 months, import turnover reached 8 billion 919 million USD, down 13.5% over the same period.
By May 15, 2023, the province attracted domestic investment with 4,595 billion VND of registered business capital; accumulated in the first 5 months of the year, has attracted 24,303 billion VND (down 21.6% over the same period). Foreign investment attracted 49 million USD; accumulated 5 months has attracted 885 million USD (equivalent to 36% over the same period).
New budget revenue was estimated at 4,200 billion VND; accumulated 5 months reached 28,200 billion VND, equaling 94% over the same period, reaching 42% of the provincial People's Council's estimate. Expenditure on local budget balance was 1,400 billion VND; accumulated 5 months reached 5,700 billion VND, up 5% over the same period, equaling 19% of the provincial People's Council estimate.

At the same time, the province paid attention to fully implementing regimes and policies for the families of martyrs, war invalids and people with meritorious services to the revolution on holidays and anniversaries; monitored labor and employment situation. During the month, having consulted more than 12,000 people on jobs; 4,340 people got jobs. High performance sports achieved good results at SEAGames 32; proactively preventing and controlling infectious diseases; security, politics, social order and safety were maintained, traffic accidents reduced all 3 criteria.
However, production and business activities of enterprises were still very difficult due to the shortage of orders; investment attraction slowed down, disbursement of public investment was low compared to the plan, etc.
In the coming time, the PPC will focus on promoting the real estate market and supporting enterprises to recover and develop. Expeditiously preparing the final seminar on provincial planning for the 2021-2030 period, with a vision to 2050; reviewing and adjusting urban general planning, district regional planning, and district-level local planning; submitting to the Ministry of Construction for appraisal the general planning task of Thu Dau Mot urban area; formulating plans for urban embellishment and development, clearing dirt roads for lanes and alleys; orienting the planning of traffic axis along Dong Nai and Thi Tinh rivers. Preparing conditions to start construction of Ring Road No. 3 right in June 2023; studying the investment plan for An Tay port, expanding An Son port; accelerating the resettlement arrangement, site clearance and construction of National Highway 13, etc.

Concluding the meeting, the PPC Chairman Vo Van Minh basically agreed with the contents presented at the meeting. He asked departments, branches and localities to continue to focus on implementing drastically and effectively the tasks and solutions to remove difficulties for production and business of people and enterprises, promoting socio-economic development. Efforts should be made to speed up disbursement of public investment capital, especially for key projects.
The PPC Chairman specifically noted that departments and branches pay attention in performing the task of digital transformation; well prepare the conditions for the implementation of not accepting paper documents in handling administrative procedures from June 01, 2023.
The meeting also considered and commented on the following
contents: Approving the list of investment projects using land to organize the
selection of investors to implement the An Tay River Port Project; construction
unit price, adjustment of land price list and specific land pricing in the
area; decentralization of authority to decide on permission to exempt or reduce
land use fees for people with meritorious services to the revolution and
martyrs' relatives; Proposals for formulation of resolutions on: Amending and supplementing Resolution No.
21/2019/NQ-HDND dated December 12, 2019 of the Provincial People's Council
regarding regulations for part-time workers at commune level; support regime
for officials working at the Provincial School of Politics and the District
Political Center, etc.
