Binh Duong is also the locality that continues to top the PCI 2021 rankings in the Southeast region, followed by Ba Ria - Vung Tau, Ho Chi Minh City, Binh Thuan, Dong Nai, Tay Ninh, Ninh Thuan and Binh Phuoc.
Among the 10 PCI sub-indices in 2021, Binh Duong has 5 increasing sub-indices including: Land access & Tenure, Transparency, Time costs, Informal charges, Business support policy; 05 decreasing sub-indices including: Entry costs, Policy bias, Proactivity, Labor training, Law and order.
Quang Ninh continues to lead the PCI 2021 rankings for the 5th consecutive year with an evaluation score of 73.02, down 2.07 points compared to 2020. The next positions belong to Hai Phong, Dong Thap, Da Nang, Vinh Phuc thanks to positive changes in the sub-indices.
According to Mr. Dau Anh Tuan - Head of VCCI's Legal Department, a bright point of PCI 2021 is that although the pandemic is very complicated, the reform flow from the locality in Vietnam seems to be maintained. Median province scores in PCI continues to rise with dramatic improvements in administrative procedures, impressive reductions in informal charges, although there are many concerns about the difficulty of land procedures and licensing procedures after business registration.
