As proposed by the Department of Information and Communications, building an intelligent traffic system in Binh Duong province is to ensure the ability to collect, process and share data on traffic operation status in real time; provide and guide travel for road users through an online portal. Applying modern technology in inspection, patrolling, control and handling of violations, in which focusing on investing in building a camera system with automatic technology application to identify and detect violations on key roads managed by the province such as National Highway 13, My Phuoc-Tan Van road, Provincial Highway, urban areas, densely populated areas and intersections with locally managed roads. Organizing investment in the camera system with automatic technology application to identify and detect violations on roads implemented by BOT project investors. Organizing, implementing and guiding the investment of applications, smart camera systems in industrial parks to ensure traffic safety, security and order, fire, rescue, medical emergency, etc. Applying technology to monitor and handle the illegal use of roadsides and sidewalks for business, trade, and vehicle maintenance, affecting road traffic order and safety.
The purpose of camera installation is to improve the effectiveness and efficiency of state management and law enforcement activities in the field of ensuring traffic order and safety; raise awareness and sense of self-discipline of law observance of road users; build a safe traffic culture in the community, improving knowledge and skills for road users.
To implement the plan, the Department of Information and Communications proposes solutions on management, institutions and policies; solutions on system deployment; solutions on state management, connection and sharing of data; at the same time, assigns the implementation organization to relevant departments, branches and units.
Receiving comments from the units, Chairman of the Provincial People's Committee Vo Van Minh noted that the plan for camera installation at locations needs to be consistent, to avoid duplication; clearly assign responsibilities to departments, branches, localities and units to invest in the system. The investment unit selects service providers to ensure quality and efficiency. District-level roads are assigned to districts, towns and cities for self-investment; BOT roads are invested by BOT road investors; roads in industrial parks are assigned to industrial park investors. The Department of Information and Communications cooperates with other departments and branches to soon complete the draft plan and submit it to the Provincial People's Committee for consideration and promulgation as a basis for implementation.
