Latest guidance on the employees' participation in traffic

​PORTAL - The Department of Transport promulgates Official Dispatch no. 3662 providing temporary guidance on the participation in traffic of employees working at production and business enterprises, establishments and households.

This Official Dispatch replaces Official Dispatch no. 3629/SGTVT-QLGT dated October 06, 2021 of the Department of Transport on guiding the circulation of workers involved in production in production and business enterprises, establishments and households.

Accordingly, employees (currently living in Binh Duong province) working at production and business enterprises, establishments in Binh Duong province participate in traffic within the scope of each zone (zone 1: Thuan An City, Di An City and Tan Uyen Town; zone 2: Thu Dau Mot City, Ben Cat Town; zone 3: Dau Tieng, Bau Bang, Phu Giao, Bac Tan Uyen districts) must meet the following conditions: Have received 2 full doses of vaccine or 1st dose after at least 14 days or have been treated for Covid-19, discharged from hospital and completed 14 days of home health monitoring.

When participating in traffic from zone 1 to zone 2, zone 3 and vice versa: Have received 2 full doses of vaccine or have been treated for Covid-19, discharged from hospital and completed 14 days of home health monitoring; have a negative test certificate (or electronic confirmation on PC-Covid) valid within 07 days from the time of sampling (Test certificate can be issued by enterprises, production and business establishments and households to their employees).

Traveling between zone 2 and zone 3: Have received 2 full doses of vaccine or 1st dose after at least 14 days or have been treated for Covid-19, discharged from hospital and completed 14 days of home health monitoring. Have a negative test certificate (or electronic confirmation on PC-Covid) valid within 07 days from the time of sampling (Test certificate can be issued by enterprises, production and business establishments and households to their employees).

In addition, employees must have a Certificate of circulation. Specifically, for employees working in production and business enterprises: The certificate of circulation must be certified by the enterprise. For employees working in production and business establishments and households: The certificate of circulation must be certified by the locality of residence and the establishment's owner, the employer's household. 

The circulation of employees and experts between Binh Duong province and neighboring provinces and cities: After reaching agreement between Binh Duong province and neighboring provinces and cities, the Department of Transport will provide the earliest guidance on the travel of employees and experts.

People's Committees of communes, wards and commune-level towns certify circulation service certificates for employees working in production and business establishments and households within 24 hours (since receiving the employee's request), avoid mass gatherings (employees can confirm through the representative of their quarter or hamlet where they live), comply with the "5K" rule.

Production and business enterprises certify circulation service certificates for employees in the fastest way, avoid mass gatherings, comply with the "5K" rule and take responsibility for their certification.
