Soon bringing the province back to the "new normal"
Mr. Vo Van Minh said that implementing the motto of taking communes, wards and towns as "fortresses", people as "soldiers", the province has promptly directed, developed and implemented options, plans and scenarios for the Covid-19 prevention and control at various levels, mobilized the entire political system from the province to the grassroots and the people in the province to actively participate in the pandemic prevention and control.
Specifically, consolidating the Provincial Steering Committee for Covid-19 Prevention and Control, establishing the Provincial Command for Covid-19 Prevention and Control and Subcommittees, Coordination Center, Combat Information Center System, the hotlines; the Special working group to direct pandemic prevention and control in the "red zone", "green zone", the rapid response team at 03 levels, the Mobile medical station, the Covid safety Group, etc.
The Standing Committee of the Provincial Steering Committee holds daily briefings and regularly coordinates with the Working Group of the Ministry of Health; organizes production according to the "03 on-the-spot" or "1 road, 2 locations" plan; promulgates a plan to build "green zones" on the Covid-19 map to bring Binh Duong back to the "new normal"; implements the 03 green model "Green Factory, Green Boarding house and Green Worker" in the "green zone", implements the greening of the "red zone" in the province; tightens the management of each area during the time of social distancing; regularly patrols, inspects, controls and strictly punishes violations, especially resolutely not to "tight outside, loose inside"; supplies food and foodstuffs for people in "locked-down" wards, actively ensures social security, promptly and effectively implements the policies promulgated by the Central government and the province.
The Chairman of the Provincial People's Committee affirmed that up to now, the pandemic has been basically controlled; Dau Tieng, Bau Bang, Phu Giao and Bac Tan Uyen districts have announced the "green zone"; the remaining localities will strive to control the pandemic from September 15, 2021 to restart socio-economic activities after social distancing.
Restoring socio-economic activities
In addition to drastically implementing the instructions of the Central Government, Provincial Party Committee and Provincial People's Council on the Covid-19 prevention and control to soon bring the province back to the new normal, the Provincial People's Committee has directed departments, committees, branches and People's Committees of districts, towns and cities to urgently advise the Provincial People's Committee to promulgate transparent and timely directing documents to minimize the negative impacts of the pandemic on the socio-economic development of the province.
According to Mr. Vo Van Minh, the Provincial People's Committee promulgated Plan no. 4370/KH-UBND dated September 01, 2021 on implementing tasks and solutions for socio-economic recovery and development in Binh Duong province after the period of social distancing; in which focusing on implementing 02 groups of solutions with 08 groups of specific tasks of each agency and unit of the province.
In addition, in order to soon return the entire province to the new normal on September 15, 2021, the Provincial People's Committee assigned the Department of Planning and Investment to preside over and coordinate with departments, committees, branches and People's Committees of districts, towns and cities in developing a Plan to restore socio-economic activities in the new normal after the period of social distancing with the goal of gradually opening up, recovering the economy, creating jobs and social security; allowing all production and business activities to operate when ensuring safe conditions for pandemic prevention and control.
Immediately, well managing the distancing and locking down the "red zone", "red location", more rapidly testing to quickly detect and separate the source of F0 infection from the family and community. Implementing the route to loosen distancing of the "green zone" (from September 10 to September 15, 2021 allowing circulation within wards and communes; after September 15, 2021, allowing circulation within inter-districts, towns and cities; after September 20, 2021, allowing circulation throughout the province); identifying cases where people are not allowed to go out; guiding families, quarters, hamlets, agencies and units to self-test; completing Mobile medical stations in localities, industrial parks and industrial clusters; applying information technology to manage the entire population according to QR codes on the platform of the national database.
Ensuring social security, supporting people in difficulty
In addition to the policies of the Central Government, the province has promptly promulgated social security policies, taken care of people's lives in accordance with the situation and requirements of pandemic prevention and control in each time and period: Supporting rent for workers who have to rent boarding houses; providing food and foodstuff support to disadvantaged employees staying at boarding houses; supporting members of the Covid-19 community Groups; especially, supporting to increase food expenses in addition to the Government's prescribed policy for F0 patients and medical staff serving treatment of patients in quarantine areas; supporting food, foodstuffs in emergency response for people in wards implementing "lockdown". So far, it has spent for 2,979,533 cases, with an amount of 1,590.6 billion VND.
All students have equal access to learning
Before voters' concern about the situation of preparing for the 2021-2022 school year, the Chairman of the Provincial People's Committee said that this school year, the province has 728 schools (an increase of 9 schools), with a total number of students at all levels about 518,000 students (an increase of more than 20,000 students). Facing the complicated situation of the pandemic, the province decided to organize the opening ceremony of the 2021-2022 school year on September 15, 2021 in the "online" form and online teaching and learning from September 16, 2021 to October 30, 2021.
Based on the pandemic situation, the Department of Education and Training develops a flexible teaching form, suitable to the actual situation of each school and each grade level; organizes cleaning, disinfection, environmental sanitation, etc. for schools as concentrated quarantine sites; installs and deploys the use of the Covid-19 prevention and control support system at each school unit. Actively monitoring and managing the health of students, teachers, lecturers, officials and employees at educational institutions; proposing the Ministry of Health to consider and supplement vaccines for students aged 12-18 to ensure the completion of the program and quality in the 2021-2022 school year.
In case students have to temporarily stop going to school for pandemic prevention and control, schools will teach and review for students by online and other appropriate forms. Requesting parents to continue to take care of their children's health and ensure their learning conditions; together with the school to complete the program according to the school year plan.
