Thoroughly stopping religious ceremonies and activities with gatherings of 20 people or more at religious, belief and worship establishments; cultural, sports and recreational activities in public places.

Temporarily suspending operations of non-essential business and service establishments in the area such as: Bars, discos, massage, karaoke, cinemas, video games, billiards, fitness, gym, yoga, beauty salons (except barbershops), beauty salons, skin care, physical therapy facilities, etc. Limiting the movement of people, especially from provinces and cities with pandemic to locality and vice versa, continuing to stop public transport to limit travel and gather crowds, except for means of transporting goods.

For hamlets, quarters, communes and commune-level towns identified as "the new normal" (ie "green zone"), removing unnecessary checkpoints and barriers between the "green zones" (between hamlets and bordering hamlets which are "green zones", between commune and bordering commune which are "green zones"). Those who have not been vaccinated or have not received enough doses of Covid-19 vaccine must take samples for SARS-CoV-2 antigen rapid tests at the Checkpoints for pandemic prevention and control. Positive cases will be handled according to regulations. Negative cases must undergo concentrated medical quarantine for 07 days from the date of return or arrival at the locality and quarantine at home for the next 07 days.

At the same time, allowing individual business households to resume operations but must strictly manage the source of goods and means of supplying goods from outside the area to the district according to regulations (vehicles supplying goods must have a travel log, install Bluezone, health declaration software). At stores and booths, it must draw distancing line between sellers and customers and between customers and customers as regulated, ensuring strict compliance with the "5K" message of the Ministry of Health.
