​The implementation of growth targets in the final months of 2021 mainly depends on the results of pandemic prevention and control and the ability to recover production and business of enterprises. Therefore, the effectiveness and duration of pandemic control will determine the stability of labor, the process of recovering enterprise activities and bringing the locality into the "new normal" in the period after distancing. Based on the assessment of the situation, the national growth scenario and the actual situation of the locality, the Provincial People's Committee develops two growth scenarios in the last months of 2021.

The scenario of the pandemic which is controlled in October 2021, the production and business situation of enterprises is restored quickly, so the Industrial Production Index is restored at over 8%, exports are maintained at over 22%, total social investment reaches over 14%, etc., the expected growth rate of gross regional domestic product (GRDP) will reach about 7% (Plan proposed 8.5 – 8.7%).

For the case that the pandemic will not be controlled until December. Accordingly, the Industrial Production Index only recovers at about 7.5 - 8%, exports are maintained at over 7.6%, total social investment reaches over 12.3%, etc., the expected growth rate of GRDP will be only about 6.4% (lower than the Plan).

The Provincial People's Committee agrees not to adjust the socio-economic development plan in 2021 to keep the highest determination to mobilize the total strength of the entire political system, all classes of people and the enterprise community to work together and strive to achieve each target and field at the highest level in difficult conditions.

First of all, in September 2021, requesting departments, committees, branches and localities to be faster in pandemic prevention and control; make the most of the time and resources to fight the pandemic with a proactive, drastic, flexible and creative spirit in line with the new situation of the pandemic and the screening strategy "make it clean at each stage of work"; call and mobilize people to actively respond to and participate in pandemic prevention and control, etc. At the same time, deploying the construction of safe production facilities, industrial parks and clusters.

In the last months of 2021, focusing on 5 key solutions: Restoring production and business for enterprises; opening the flow of investment and development capital; creating breakthroughs in administrative reform, well implementing social security; promoting propaganda; and ensuring political security, social order and safety.
