​PORTAL - The Department of Health guides treatment and health care at home for F0 people (people infected with Covid-19).

It is applied to people with Covid-19 (F0) newly detected in the community eligible for quarantine at home as prescribed.

Conditions for F0 quarantine at home: F0 with no symptoms or mild symptoms (no respiratory failure: SpO2 > 96%, respiratory rate < 20 breaths/min), under 45 years old, no underlying disease, no current pregnant, not being obese.

F0 can take care of themselves such as eating, bathing, washing clothes, cleaning, etc.; have a personal SpO2 meter to monitor SpO2 regularly and continuously; have the ability to contact medical staff to be monitored, supervised and when there is an emergency. For children, the elderly, and people with underlying medical conditions who cannot take care of themselves, they need someone to support and care for them when they are quarantined at home.

Conditions of facilities: Have a separate room for F0, airy window, private toilet, private phone number, available phone number of medical facilities, phone number of the district, town and city's rapid response teams to contact when necessary. Have a personal table or chair placed in front of the door of the quarantine room to receive food and necessary personal items; personal trash can with lid and trash bag included. Have hand and surface sanitizer, throat rinse or physiological saline (0.9%), medical mask, thermometer.

Health care activities for F0 quarantined at home

Activity 1: Identify and make a list of F0 people quarantined at home in the area. Manage the list of F0 people under quarantine at home in districts, towns and cities; wards, communes and commune-level towns by the function of "quarantined person" according to Decision no. 4038 dated August 21, 2021 of the Ministry of Health on "Interim guidance on the management of people infected Covid-19 at home". Managing those who self-declared as F0 through the "electronic health declaration" app due to self-testing, those who have suspected symptoms but have not been screened through the report of the Covid-19 community Group.

Activity 2: Guide F0 to take health care by themselves at home. Wear a mask regularly, except when eating, drinking and personal hygiene. Change the mask twice a day or, as needed, disinfect hands with alcohol before removing the mask. Regularly disinfect hands; Disinfect objects and contact surfaces such as tabletops, doorknobs, toilets, basins, etc.

Measure body temperature, SpO2 at least twice a day, or when feeling signs of fever, shortness of breath. Make a health declaration at least once a day or when there are unusual symptoms through the "Electronic health declaration" app and local health. Eat nutritious food, drink plenty of water. Exercise in place, practice breathing for at least 15 minutes a day. All members living in the same house as F0 must declare their health through the "Electronic health declaration" software at least once a day or as needed.

Activity 3: Take medical examination and monitor the health. Health stations of communes, wards and commune-level towns make a "Health monitoring sheet" of people quarantined at home based on the daily health declaration information of the quarantined person according to Decision no. 4038 dated August 21, 2021 of the Ministry of Health on "Interim guidance on the management of people infected Covid-19 at home"; through the "Electronic health declaration" app; through "Health monitoring sheet" to grasp symptomatic F0 cases, the medical staff call and text to ask about and screen for risk symptoms, promptly inform the rapid response team of wards, communes, commune-level towns, districts, towns and cities to transport patients to hospitals for treatment. The mobile medical team (under the Health station) performs home visits and examinations for suspected F0 cases in the high-risk group in the area (the lonely old people, people with mental illness, etc.) to promptly take to the collection and treatment facilities.

Activity 4: Guide to use treatment prescriptions at home. Medicines for treatment at home include: antipyretics, health-enhancing drugs (vitamins, micronutrients, and traditional medicine), antiviral drugs, corticosteroids, oral anticoagulants in certain contraindications (particularly antiviral drugs will be guided to use when there is guidance of the Ministry of Health).

Activity 5: Take samples for testing at home (rapid test or PCR) for F0 people on 14th day to prepare for the end of the quarantine period. Guide for caregivers or people living in the same household with F0 people when having symptoms of suspected Covid-19 to go to a health facility for a screening test.

Activity 6: Provide health advice and emergency support for F0 people quarantined at home. When having one of the symptoms such as fever over 38°C, cough, sore throat, diarrhea, loss of taste, chest pain, heaviness in the chest, feeling short of breath, contact a medical staff via Call Center "0274.1022". When there are signs of severe change such as dyspnea manifested by shortness of breath, rapid breathing more than 30 times/min, lethargy, languor, cyanosis of lips, SpO2 < 95% (if having a SpO2 meter at home), immediately contact the Call center “115” or the phone numbers of the ward, commune, district rapid response teams for emergency care and timely transportation to the hospital.
