Accordingly, the results of large-scale screening tests across the province in the 1st phase have basically helped the Provincial Steering Committee for Covid-19 Prevention and Control to summarize the scale, location, and infection level of outbreaks and specifically quantify the number of infected people, the number of suspected cases in enterprises and community.
However, in the implementation process at units and localities, there are still some limitations in logistics, the implementation stage is not synchronized, not really scientific, etc.
In order to ensure that the sampling and testing work is more proactive, quickly localizing, and effectively quelling the pandemic, the Chairman of the Provincial People's Committee requested the heads of units and localities to immediately focus on implementing a number of key contents. Assigning the Department of Health to organize training and guide on methods and manner of taking test samples for 2,000 volunteers, ensuring sufficient human resources for sampling and data entry to support the medical force.
Southern localities (red zones on the Covid map) focus on localization, rapid testing, early quarantine, narrowing the pandemic area, and quelling the pandemic as quickly as possible. Northern localities (yellow zones) must be proactive, drastic, and urgently clean up F0 cases, minimizing F1, F2 to quickly turn into green zones. The places that are currently "green zones" must be determined to maintain and protect them in order to soon stabilize the situation, and at the same time make strongholds and firm buffer zones for the Southern localities.
Taking advantage of the "golden time", with the spirit of "making clean at each stage of work", units and localities, in the next 10 days, strive to complete the 2nd phase of taking samples for large-scale screening tests in the community and in the enterprises, towards simultaneous deployment both inside and outside the industrial parks.
The Industrial Zones Authority and the district People's Committee, in coordination with the Provincial Police, organize to strictly implement the direction of the province, strengthen propaganda, inspection and supervision; only allow operations for enterprises that are eligible and safe. Enterprises suspending their operations must organize order, safety and screening tests before allowing workers and employees to leave the enterprises and return to the localities where they reside.
The Department of Information and Communications and relevant units and localities develop a plan for data entry and coding of test samples in a synchronous, unified, scientific and strict manner from the stage of handing over, receiving and transporting supplies, biological products, and equipment for taking test samples, etc., to organizing, arranging for sampling, returning results, which must ensure safety, timeliness, efficiency and on schedule.
Based on Decision no. 2787/QD-BYT dated June 05, 2021 of the Ministry of Health and implementing the motto of "4 on the spot", the District People's Committee is requested to proactively handle the situation according to the guidance of the Ministry of Health, at the same time, continue to implement low-risk F1 quarantine at home and quarantine right at the company or factory if all conditions are met according to regulations.
For enterprises that cannot arrange F1 collection areas, the Provincial Military Command is assigned to preside over and coordinate with the Industrial Zones Authority, units and localities to calculate the plan to arrange quarantine locations in or near industrial parks; at the same time, localities must also actively arrange places for these F1.
