Discussing solutions for completing socio-economic development targets, removing traffic congestion

PORTAL - On the morning of October 30, at Binh Duong Administrative Center, the Provincial Standing Party Committee had a meeting to listen and comment on solutions to implement socio-economic development targets, development of transport infrastructure and dealing with flooding spots in the province. Mr. Tran Van Nam - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation chaired the meeting.

Strive to achieve the highest socio-economic targets

In 2020, the international and domestic situation will have many changes due to the complicated and spreading Covid-19 pandemic all over the world. Almost sectors and fields are affected. Many socio-economic activities have to be halted or stopped to take measures to prevent and control pandemics. The province has focused on seriously implementing the guiding documents of the Government, the Prime Minister, the Provincial Party Committee and the Provincial People's Council on "dual goals" (focusing on the implementation of measures of Covid-19 disease prevention, control and developing socio-economic). Although heavily affected by the Covid-19 pandemic, with the drastic direction of the Provincial Party Committee, the Provincial People's Committee and breakthrough solutions, strategies and socio-economic situation has achieved positive results; political security, social order and safety in the area are stable and maintained.

Giving presentation at the meeting, Mr. Nguyen Thanh Truc - Vice Chairman of the Provincial People's Committee said that by the end of the year the province is expected to complete and exceed 21/31 main targets of the plan. The expected targets that have not been finished including: The total product growth in the province is estimated at 6.78% (the plan is 8.6-8.8%); Per capita GRDP per capita is estimated at 151.5 million VND / year (15.5% of the plan); Collection of State budget is estimated at 59,675 billion Dong, reaching 96% of the estimate (plan is 62,200 billion VND); The index of industrial production was estimated to increase by 8.5% (the plan is 9.55%); total goods and service revenue is estimated to increase 15% (the plan is 19%); value added of service industry is estimated to increase 7.3% (the plan is 10.1%); export turnover is estimated to increase by 5% (the plan is 15%); import turnover is estimated to increase by 10.9% (the plan is 15.5%); the number of patient beds per ten thousand people (excluding hospital beds in medical stations / regional polyclinics / polyclinics) reaches 20.2% (the plan is 21.3%).

Delegates discuss at the meeting

At the meeting, delegates agreed to strive to achieve the highest results of socio-economic development targets in 2020. Accordingly, the key solution in the last 2 months of the year is to focus on improving the investment environment, monitoring the performance, and promptly solving difficulties for businesses and investors. Besides, that is innovative methods and ways to attract investment to make the current wave of capital and technology transfers in the region and in the world, thereby creating a premise for breakthrough of the province's economy in 2021. Local departments and branches continue to speed up and remove difficulties and problems to promote disbursement of public investment capital; especially strictly handle cases of intentionally slowing down, avoiding duties, responsibilities, and violations of regulations. At the same time, mobilize all resources from all economic sectors to invest in the development of infrastructure systems in the area, focusing on the construction of transport and logistics infrastructure, industrial zones, clusters, and the socio-cultural infrastructures in order to meet the increasing demand of the local people. Along with the socio-economic development, the province will focus on well implementing social security, especially taking care of family under preferential treatment policy, people with meritorious services, employees, and support subjects affected by the pandemic. Strengthen discipline and rules; speed up administrative reform, simplify administrative procedures; promptly solve difficulties and problems between levels, branches and units; Avoid pushing responsibility on others, no backlog of work.

Find solutions to remove traffic jams and inundation

For many years, Binh Duong province has always paid attention to invest in developing transport infrastructure, building and developing socio-economic in the direction of industrialization - modernization - urbanization. The transportation system is invested synchronously and uninterruptedly connects urban centers, industrial parks, raw material areas within the province with national highways and transport hubs and other provinces and cities in the southern key economic region. However, with rapid socio-economic, industrial and urban development, mechanical population growth leads to increase traffic, especially vehicles with large tonnage and traffic in transit from the provinces and cities in the region, so the traffic infrastructure has not kept up with the speed and needs for development of the province. At some intersections, there are still traffic congestion at peak hours, affecting the socio-economic development of the province such as Highway 13, My Phuoc - Tan Van route; DT.743a; DT.743b; DT.743c, etc.

At the meeting, delegates also discussed solutions to solve, in which focusing on the group of propaganda solutions, administrative and non-project management such as promoting propaganda and raising awareness for people when traveling, strengthen patrol, control and strictly handle traffic accidents, regulate traffic reasonably at rush hour. The delegates also proposed a group of "long-term" solutions on  investment planning for the transport axis system through the following projects: Improvement of public transport infrastructure in Binh Duong province has been approved by the Government; creating landscape, preventing traffic congestion on My Phuoc - Tan Van route; DT.746, DT.747b; DT.743 ...; pilot installation of traffic monitoring camera system on some points; solve problems of site clearance, speed up the construction progress of works; upgrade, expand a number of important arterial traffic axes in Highway 13.

Regarding the inundation situation, according to the report of the Provincial People's Committee up to now, functional sectors have reduced by 55 inundation areas compared to the beginning of the year, currently remaining 60 areas. Many solutions are proposed at the meeting such as: To completely settle problems of site clearance; Early appraise reports on investment policy approval for 05 projects assigned in 2020 (Suoi Giua drainage axis; settlement of inundation points in Ong Danh canal basin; Suoi Cai dredging and reinforcement project from the Tho Ut bridge to Dong Nai; construction of tidal control culvert for Ba Lua - Vam Bung canal; repair and upgrade An Tay - Phu An girdle shaped dike); continue to prepare for investment in projects on drainage axis in urban and industrial zones in the period 2021-2025 and the next stage; implement urgent projects affecting production, circulation, environment, people's daily life etc.

Concluding the meeting, Secretary of the Provincial Party Committee Mr. Tran Van Nam said that the results of the socio-economic targets achieved in the first 10 months of 2020 have reflected the efforts of whole political system in the context of difficulties due to the heavy effects of Covid-19 pandemic. With comments of delegates, the Secretary of Provincial Party Committee agreed with solutions to strive to achieve the highest level of socio-economic development targets in 2020; Consistency is required for cyclic criteria. Particularly for infrastructure issues, the Secretary of the Provincial Party Committee emphasized that this is one of four breakthrough programs of the province in the term 2020-2025 which have extremely important meaning in socio-economic development; departments are requested to carefully manage investment, consistent coordination in determination and implementation. In the remaining 2 months of 2020, departments and localities will continue to remove difficulties and create all favorable conditions for businesses in compliance with the law.
