PORTAL- On the morning of October 07, at Binh Duong Administrative Center, The Standing Committee of Provincial People's Council held the 43rd session to consider and give opinions on some contents submitted by Provincial People's Committee. Mr. Ho Quang Diep - Member of Provincial Standing Committee, Standing Vice Chairman of Provincial People's Council chaired the session.
Mr. Mai Hung Dung - Member of Provincial Standing Committee, Standing Vice Chairman of Provincial People's Committee, Vice chairman of Provincial People's Council, leaders of the Provincial People's Council and departments, boards and branches.
At the session, they considered the reports of Provincial People's Committee on regularly reducing and saving cost in the last 6 months of 2020 of provincial agencies and units; decentralizing the authority to decide on allocation of expenses for the use of cars for general work when traveling on business trips by agencies and units under the management of Binh Duong province.
It also considers contents of the Proposals which is expected to be submitted to Provincial People's Council Session at the end of 2020, including: Principles, criteria and norms for the allocation of public investment capital from provincial budget for the period 2021-2025; to abrogate Resolution No. 41/2016 / NQ-HDND dated August 12,2016 of the Provincial People's Council on current price list of protection forests in Dinh Thanh commune, Dau Tieng district, Binh Duong province; regulations on subsidies and social benefits in the community, in social protection establishments, social houses, funding support for care and nurturing and other social assistance policies for the social protection subjects in Binh Duong province; to stipulate the level of housing support for people with meritorious services to the revolution in Binh Duong province; to arrange 02 deputy commanders of Military Command Boards among the number of people working part-time in grade I communes, wards and towns in Binh Duong province; to set the allowance level for leaders of hamlets and districts, the labor day allowance for militia and self-defense force in Binh Duong province.
The session overview
Through verification, the Provincial People's Council Committees have agreed that it is necessary to issue regulations. In which, building and repairing gratitude houses for people with meritorious services to the revolution is a humane policy which is shown in many legal documents, especially the Ordinance on preferential treatment for people with meritorious services to the revolution. Over the past time, the expenditure on building and repairing houses for people with meritorious services to the revolution has been made from mobilization of the "Return the favor" fund; the Provincial People's Committee has regulated support level for new construction with 80 million VND / house, for repair with 40 million / house. However, up to now, this support level is no longer appropriate due to increasing cost of labor and construction materials, and the mobilization of "Return the favor" fund is still in difficulty.
Therefore, the proposal to develop a Resolution regulating the support level for building and repairing gratitude houses for people with meritorious services to the revolution in Binh Duong province from provincial budget is necessary to continue the inheritance and promote the effectiveness of "Return the favor" policies. Specifically, the proposed support level for new construction is 100 million VND / house and an additional 20 million VND / house for ones built on soft ground; the support level for new construction is 50 million VND / house and an additional 10 million VND / house for ones built on soft ground.
Regarding the regulation of allowances for leaders of hamlets and districts, the monthly allowance is proposed with a coefficient of 1.2 (equivalent to 1,788,000 VND); one labor working day allowance for a militia and self-defense with a coefficient of 0.15 (equivalent to 223,500 VND) multiply by the number of days on duty. If patrolling at night from 22:00 to 06:00 next morning (as specified in Point a, Clause 1, Article 34 of the Law on Militia and Self-Defense in 2019), they are entitled to the regime in accordance with the Law on Labor, but not more than 10 nights / month / 01 Militia and Self-Defense and not more than 30% of Militia and Self-Defense Force specified in Clause 1, Article 11 of Decree No. 72/2020 / ND-CP of the Government.
To conclude the session, Mr. Vo Van Minh - Chairman of Provincial People's Council basically agreed with contents of the proposals of Provincial People's Committee and the verification report of Provincial People's Council. He proposed Provincial People's Committee to direct units drafting documents to continue completing the title, words, legal bases, the necessity for documents issuance according to comments at the session.
