SIPAS at province, district and commune levels is determined to assess the quality of public administrative service provided by state administrative agencies at all levels in the province. Through the results of sociological investigation, grasping the legitimate requirements and aspirations of individuals and organizations in order to propose appropriate and practical solutions for state administrative agencies to improve and enhance the quality of provision of public administrative services.
Subjects for determining SIPAS are state administrative agencies at province, district and commune levels providing public administrative services to individuals and organizations.
Subjects and scope of sociological investigation are individuals and organizations that have performed and received results of settlement of public administrative services under the jurisdiction of state administrative agencies at province, district and commune levels in 2020.
The investigator conducted a sociological investigation through the questionnaire; respondents filled out information and answered objectively and fully the questions of the questionnaire. Depending on specific conditions, individual and organizational sociological investigations may be carried out by one or more appropriate methods such as: Going directly to houses and workplaces of individuals and organizations; inviting individuals and organizations to organize concentrated social investigation; phone; online investigation (via software, portal/ website).
In July 2020, the organization designed and printed sample questionnaire, stamped, classified and formulated tables and documents to guide the investigation. From July 2020 to October 2020, the organization collected and summarized lists of individuals and organizations providing public administrative services at all levels. From August 2020 to November 2020, the organization trained and guided the implementation of investigations for investigators; carried out sociological investigation and send completed questionnaires, signed list of recipient of support funding to answer to the provincial Public Administration Center.
From September 2020 to December 2020, the organization summarized, checked, reviewed, entered data and exported results of questionnaires at all levels.
From January 2021 to March 2021, the organization analyzed the results of SIPAS at all levels, reported the results to the Office of the Provincial People's Committee and the Provincial Administrative Reform Index Assessment Council to determine the results of the Provincial PAR Index. At the same time, the organization built detailed result reports including: general reports, results reports at province, district and commune levels.
