Based on the results of the PAR Index 2019 of the province, the provincial People's Committee requests heads of departments, branches and chairmen of People's Committees of districts, towns and cities to organize inspection and review of content of administrative reform and propose measures to overcome shortcomings and limitations in administrative reform; renew thinking, awareness, consider administrative reform as an important step in state management activities, create a driving force for socio-economic development.
Continue to accelerate administrative procedure reform; strengthen reviewing and simplifying administrative procedures, thereby proposing simplification solutions in order to remove difficulties and inadequacies in administrative procedures related to production and business activities of enterprises and people's life.
Well organize the reception and settlement of administrative procedures in the electronic environment; simplify the process and concretize the forms with electronic forms to facilitate service users.
Continue to innovate the implementation of the one-stop shop mechanism in settling administrative procedures towards improving service quality, enhancing the application of information technology, reducing travel time and creating favorable conditions for people and enterprises; reduce the rate of overdue documents, seriously apologize to people and organizations when overdue cases occur; strictly handle the situation of harassment and trouble for people and enterprises in settling jobs.
Promote reviewing, streamlining the apparatus and consolidating the functions and tasks of administrative agencies and public non-business units under Decision No. 711-QD/TU dated May 11th, 2018 by the Provincial Party Committee and Plan No. 4651/KH-UBND dated October 2nd, 2018 by the Provincial People's Committee on reorganizing and renovating the organization and management system, improving the quality and performance of public non-business units in Binh Duong province in the period of 2018-2021. Strive to accomplish the goal of reducing staff by 10% in the period of 2015-2020 according to Resolution No. 39-NQ/TW and the provincial scheme approved by competent authorities.
Focus on effective implementation of the E-Government Architecture Framework; upgrade and perfect the electronic one-stop software, the one-stop staff evaluation software, the document management software, the online video conferencing system, etc. in order to renovate the working ways and methods, thus contributing to promoting the building of E-government.
Based on the results of the Analysis Report of PAR Index of Binh Duong Province in 2019 of the Department of Home Affairs in Report No. 45/BC-SNV dated May 26th, 2020, recommending the departments and branches: Department of Home Affairs, Department of Finance, Department of Science and Technology, Department of Information and Communications, Department of Planning and Investment, and Office of the Provincial People's Committee to focus on reviewing the criteria and criteria for low-score or under-score components in the advisory field of their respective branches, proposing specific solutions, drastic guidance and high responsibility to improve scores and improve results of PAR index 2020 and subsequent years in a synchronized manner.
